Mandate to CEN/CENELEC/ETSI for standardization in the field of railway equipment on the interoperability of the Trans-European high-speed rail system
General Information
This standard provides requirements and measures to deal with the significant and specific railway risks during track works and with common principles for the protection of fixed and mobile work sites with trains circulating on the working track and on the adjacent track. Railway risks and protection measures for access and egress to/from the worksite are considered in the same way as railway risks and protection measures for track work itself.
This standard is applicable to all operations related to track works activities on rail guided systems. Metro, tram and other light rail systems are excluded from the scope .
The following specific railway risks are taken into consideration:
Risk 1: Personnel being struck by a train or injured due to wind drag from a train on open working track (safety of the worker);
Risk 2: Personnel being struck by a train or injured due to wind drag from train on adjacent track (safety of the worker);
Risk 3: Personnel being struck by machine or train on blocked track (safety of the worker);
Risk 4: Machines, material or equipment being struck by a train on the adjacent track (safety of the operation/safety of the worker);
Risk 5: Personnel being electrified by fixed electrical equipment (safety of the worker).
This standard also provides requirements to the process of installing basic preventive measures when planning new infrastructure or installing corrective measures when adapting existing infrastructure.
This standard may be extended to outside parties when it is considered appropriate and reasonable by the infrastructure manager, if one or more of the 5 significant risks described inside this standard, arise as a result of their activities in proximity of the track.

— Risk 4: Machines, material or equipment being struck by a train on the adjacent track (safety of the operation/safety of the worker);
— Risk 5: Personnel being electrified or electrocuted by fixed electrical equipment (safety of the worker).
NOTE 2 Risk 5 includes hazards caused by pantographs of passing trains.
This European Standard also provides requirements to the process of installing basic preventive measures when planning new infrastructure or installing corrective measures when adapting existing infrastructure.
This European Standard may be extended to third parties when it is considered appropriate and reasonable by the infrastructure manager, if one or more of the five significant risks described inside this standard, arise as a result of their activities in proximity of the track.

This European Standard applies to a basic test of disc performance classes. The disc and pad interaction couple to be used as a reference is defined in this standard. The discs are used on vehicles operating on the main national networks, urban networks, underground railways, trams, private networks (regional railways, company railways, etc.). The classification will assist in the rough selection of quantity and performance for new coach, wagon and train configurations. In detail it will not be possible to derive wear and lifetime predictions more exact than good estimations. For specific service behaviour values it will in any case be necessary to determine the wear of the disc and pad couple by dynamometer tests.

This European Standard applies to brake discs designed to be fitted to railway vehicles.
This European Standard comprises a type test of brake disc performance. The brake disc is tested for energy conversion and dissipation, ventilation characteristics as well as mechanical integrity.
The classification qualifies a brake disc in conjunction with the defined brake pad by dynamometer tests which simulates up to one year in service when operating in the defined application class. It does not define the application and the brake performance in specific trains.
NOTE For this purpose, additional tests may be necessary.
For the application of brake discs on railway vehicles it is not mandatory to use classified brake discs.
Classified brake discs can be validated for the use on railway vehicles for higher performance applications with additional tests.
This standard describes the type test procedure for brake disc classification as specified in EN 14535 1 and EN 14535 2.
