Aircraft ground support equipment - Specific requirements - Part 11: Container/Pallet dollies and loose load trailers

This European Standard specifies safety requirements for all types of dollies and loose load trailers intended to be used for transportation of baggage and cargo on airports. (Examples see Annex A). This European Standard does not apply to: - trailers of similar design as for use on public roads, e.g. truck type trailers; - unmodified automotive parts when used on container/pallet dollies or loose load trailers for the purpose for which they are designed.

Diese Europäische Norm gilt für alle Bauarten von Dollys und Anhängern für lose Ladung, die für Beförderung von Gepäck und Fracht auf Flughäfen bestimmt sind. (Beispiele siehe Anhang A). Diese Europäische Norm gilt nicht für: - Anhänger, deren Bauart solchen entspricht, die für den öffentlichen Verkehr bestimmt sind, z.B. Anhänger für Lastkraftwagen; - fahrzeugtechnische Teile, die entsprechend ihrem Konstruktionszweck unverändert übernommen an Dollys oder Anhängern für lose Ladung verwendet werden.

Le présent document définit les exigences techniques pour minimiser les dangers listés au paragraphe 4 qui
pourraient intervenir lors de la mise en service, de l�exploitation et de la maintenance des remorques
porte-conteneur/porte-palette et pour charges en vrac, lorsqu�elles sont effectuées selon les spécifications du
fabricant ou de son représentant autorisé. Il tient compte également d�exigences reconnues essentielles par
les autorités, les fabricants d�aéronefs et de GSE et les compagnies aériennes et entreprises de manutention.
Il s�applique aux remorques à plateaux à billes, roulettes orientables inversées ou rouleaux et pour charges en
vrac, destinés au transport de bagages et fret sur les aéroports (voir exemples en Annexe A).
Il ne s'applique pas aux remorques semblables conçues pour la voie publique, telles que remorques de
camions.
Le présent document ne prescrit pas d�exigences pour le bruit et les vibrations.
Le bruit et les vibrations sont traités respectivement dans l�EN 1915-4 et l�EN 1915-3.
La présente partie de l�EN 12312 ne s'applique pas aux remorques fabriquées avant la date de publication de
cette norme européenne par le CEN.
NOTE Certaines mesures sont données en unités inch-pound (entre parenthèses), après les mesures métriques, car
les conteneurs/palettes à manipuler sont fondés principalement sur le système inch-pound.

EN 12312-11:2005 is the CEN European Standard that defines safety, functional and performance requirements for container/pallet dollies and loose load trailers used to transport baggage, mail and cargo on airports. It covers design and construction features to minimise hazards during commissioning, operation and maintenance of these types of aircraft ground support equipment (GSE). The standard was approved in 2005 and is a Type C standard that complements general GSE requirements.

• Load securing
  • Loads must be restrained in all directions using stops, locks or enclosed bodies. Stops minimum height 50 mm; typical maximum around 100 mm (noting lower-deck exceptions).
• Steering & manoeuvring
  • Dollies/trailers must follow a towing vehicle in trains and avoid contact between adjacent units.
  • Manual steering forces for fully laden units must not exceed 300 N.
• Brakes, couplings & options
  • Includes requirements for over-run brakes, auto-reverse brakes and coupling/drawbar design; Annex E shows coupling types.
• Information & verification
  • Requirements for marking, safety marking and operator instructions, plus verification and testing clauses.

NOTE This risk assessment is part of the general legal risk assessment. 5.2 Structure 5.2.1 The support structure stiffness shall be such that the requirements of Annex C, in respect of the support area, are satisfied taking into account the dimensions and masses of the payloads given in Annex D. 5.2.2 The structure of the trailer/dolly shall include no projections or corners that could cause injury, e.g. corners shall be chamfered to a minimum radius of 3 mm unless smooth corners are provided by the intrinsic design of the standard material profiles used in its construction. 5.3 Platform 5.3.1 On loose load trailers, drainage shall be provided to avoid accumulation of water on the platform. 5.3
