Pasta processing plants - Dryers and coolers - Safety and hygiene requirements

This European Standard applies to shaker pre-dryers, belt dryers, rotary dryers, nest pasta dryers, long pasta dryers and coolers (see clause 3), used in continuous pasta processing plants able to  produce more than 100 kg/h.
This European Standard specifies the safety requirements for the design, manufacture and information for use for the machines mentioned above, known with the name of dryers and coolers, classified as stationary units which cannot be moved when in operation.
This European Standard is not applicable to dryers and coolers, static or semiautomatic requiring manual loading as well as those for special application ( e.g. experimental dryers ).
Dryers in a pasta plant are machines which to reduce moisture by means of warm air ventilation. In the drying process the use of a cooler might be necessary in order to reduce the temperature, maintaining constant the correct moisture of the pasta. The cooling can be obtained in the dryer or in a separate similar machine.
The significant hazards covered by this standard are listed in clause 4.
These hazards, as well as the measures for their reduction, are described in the present draft European Standard
Ancillary equipment, which is not an integral part of the machinery (e.g. hoppers, conveyors, equipments used to produce hot or cold fluids, etc), is not covered by this European Standard.
This European Standard applies to machines which are manufactured after ( date of issue of approval by CEN).
This European Standard is not applicable to machines in its scope which are manufactured before the date of its publication as EN

Foreword
This document (EN 13289:2001/FprA1:2012) has been prepared by Technical Committee CEN/TC 153
“Machinery intended for use with foodstuffs and feed”, the secretariat of which is held by DIN.
This document is currently submitted to the Unique Acceptance Procedure.
The first reasons for amending the published standard EN 13289:2001 is the revision of the EU-Machinery
Directive 98/37/EC into 2006/42/EC, requiring the adaptation of published European Standards cited in the
Official Journal of the European Union under that Directive.
Additionally, at this occasion the normative references have been updated, while also some other limited
improvements and corrections have been made.
1 Modification to the Foreword
th
Replace the 5 paragraph with the following:
“For relationship with EU Directive(s), see informative Annex ZA, which is an integral part of this document.”

2 Modification to the Introduction
Delete the existing introduction and replace it with the following:
“This European Standard is a type C standard as stated in EN ISO 12100.

The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are
covered are indicated in the scope of this document.

When provisions of this type C standard are different from those which are stated in type A or B standards, the
provisions of this type C standard take precedence over the provisions of the other standards for machines
that have been designed and built according to the provisions of this type C standard.

Complementary to the hygiene requirements common to all food processing machines, specific requirements
for cleanability and sanitation of the machines in the scope are formulated.”

3 Correction of the numbering of clauses and sub-clauses
According to CEN rules it is not admissible any more to have in an EN standard a clause that is followed by a
text passage which in turn is then followed by one or several sub-clauses to the aforementioned clause.
In other words:
If there is a "head clause" with several sub-clauses, e.g. a clause 5.1 with sub-clauses 5.1.1, 5.1.2 etc., there
should be no standard text directly below 5.1, but rather in 5.1.1 and 5.1.2 etc.

Therefore the following editorial modifications to EN 13289 are needed:

- Insert a new clause "3.1 General" as a subheading under "3 Terms and definitions".

- Insert a new clause "4.1 General" as a subheading under "4 List of significant hazards".

- Insert a new clause "5.1 General" as a subheading under "5 Safety requirements and/or measures".

- Insert a new clause "5.1.4.1" as a subheading under "5.1.4 Openings".

- Insert a new clause "5.1.6.1 General" as a subheading under "5.1.6 Unexpected start or failure of
emergency device".
- Insert a new clause "5.2.1 General" as a subheading under "5.2 Electrical hazards".

- Insert a new clause "5.7.1 General" as a subheading under "5.7 Protective measures against hazards due
to neglecting of hygienic principles".

- Insert a new clause "A.1.1 General" as a subheading under "A.1 Terms and definitions".

- Insert a new clause "A.3.1.1 General" as a subheading under "A.3.1 Connections of internal surfaces".

- Insert a new clause "B.1.1 General" as a subheading under "B.1 Terms and definitions".

The text passages directly following the main headings of each of the above-listed items are to be placed
under the respective new subheadings. The subsequent clauses and sub-clauses, are to be re-numbered
accordingly.
NOTE: All of the following modification instructions in this document still refer, however, to the "old" (current)
numbering of EN 13289:2001!
