Woodworking machines - Safety - Part 4: Vertical panel circular sawing machines (ISO 19085-4:2024)
This document specifies the safety requirements and measures for manually loaded and unloaded vertical panel circular sawing machines (defined in 3.1) capable of continuous production use, with hand feed or integrated feed, hereinafter referred to also as “machines”.
This document deals with all significant hazards, hazardous situations and events, as listed in Annex A, relevant to the machines, when operated, adjusted and maintained as intended and under the conditions foreseen by the manufacturer, including reasonably foreseeable misuse. Transport, assembly, dismantling, disabling and scrapping phases are also taken into account.
This document is also applicable to machines fitted with one or more of the following devices/additional working units, whose hazards have been dealt with:
— an integrated feed device;
— a device for scoring;
— an angle cutting device;
— a middle support device;
— programmable end stops for parallel vertical cuts;
— a device for grooving with a milling tool with a cutting width not exceeding 27 mm;
— a panel pusher;
— a panel lowering device;
— stop devices for workpiece during horizontal cuts.
The machines are designed for cutting panels consisting of:
a) solid wood;
b) material with similar physical characteristics to wood (see ISO 19085-1:2021, 3.2);
c) composite materials with core consisting, for example, of polyurethane or mineral material laminated with light alloy;
d) polymer-matrix composite materials and reinforced thermoplastic/thermoset/elastomeric materials;
e) gypsum boards, gypsum bounded fibreboards;
f) honeycomb aluminium boards;
g) matrix engineered mineral boards, silicate boards;
h) aluminium light alloy plates;
i) composite boards made from the materials listed above.
This document does not apply to machines
— with pressure beam and saw unit mounted behind the workpiece support,
— where the guide rails on which the saw unit moves vertically are fixed on the machine frame and the horizontal cut can only be made by manually feeding the panel,
— designed to cut in vertical direction only,
— automatically performing two or more cutting cycles in sequence,
— intended for use in potentially explosive atmosphere, and
— manufactured prior to the publication of this document.

Dieses Dokument legt Sicherheitsanforderungen und Maßnahmen fest für Vertikalplattenkreissägemaschinen mit Handbeschickung und Handentnahme (wie in 3.1 definiert), mit Handvorschub oder mechanischem Vorschub, die für den dauerhaften Einsatz in der Produktion geeignet sind und im Folgenden auch als „Maschinen“ bezeichnet werden.
Dieses Dokument behandelt alle im Anhang A aufgeführten signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die auf die Maschinen zutreffen, wenn sie bestimmungsgemäß und entsprechend den vom Hersteller vorhergesehenen Bedingungen verwendet, eingestellt und gewartet werden, einschließlich der vernünftigerweise vorhersehbaren Fehlanwendung. Die Phasen des Transports, der Montage, der Demontage, des Rückbaus und der Verschrottung wurden ebenfalls berücksichtigt.
Dieses Dokument ist auch anwendbar für Maschinen, die mit einer oder mehrerer der folgenden Einrichtungen/zusätzlichen Arbeitsaggregaten, deren Gefährdungen behandelt wurden, ausgerüstet sind:
- eine mechanische Vorschubeinrichtung;
- eine Einrichtung zum Ritzsägen;
- eine Winkelschnitteinrichtung;
- eine Mittenauflage;
- programmierbare Endanschläge für senkrechte Parallelschnitte;
- eine Einrichtung zum Nuten bis zu einer Breite von höchstens 27 mm unter Verwendung eines Fräswerkzeugs;
- einem Plattenschieber;
- einer Plattenabsenkung;
- Ausschalteinrichtungen für Werkstücke während horizontaler Schnitte.
Die Maschinen sind gestaltet zum Schneiden von Platten, bestehend aus:
a) Massivholz;
b) Werkstoffen mit ähnlichen physikalischen Eigenschaften wie Holz (siehe ISO 19085 1:2021, 3.2);
c) Verbundwerkstoffen mit einem Kern zum Beispiel aus Polyurethan oder mineralischem Werkstoff, mit Leichtmetallbeschichtung;
d) Polymer-Matrix-Verbundwerkstoffen und faserverstärkten Thermoplast-/Duroplast-/Elastomer-Werkstoffen;
e) Gipskartonplatten bzw. gipsgebundenen Faserplatten;
f) Wabenplatten aus Aluminium;
g) Matrix-Mineralwerkstoffplatten bzw. Silikatplatten;
h) Leichtmetallplatten aus Aluminium;
i) Verbundplatten aus den oben genannten Werkstoffen.
Dieses Dokument ist nicht anwendbar für Maschinen
- mit Druckbalken, bei denen das Sägeaggregat hinter der Werkstückauflage angeordnet ist;
- bei denen die Führungsschienen, auf denen sich das Sägeaggregat senkrecht bewegt, am Maschinengestell befestigt sind und der waagerechte Schnitt nur durch Zuführen der Platte von Hand erfolgen kann;
- die nur zum Schneiden in senkrechter Richtung gestaltet sind;
- die zwei oder mehr Schnittzyklen automatisch in Folge durchführen;
- die zur bestimmungsgemäßen Verwendung in potentiell explosiver Atmosphäre vorgesehen sind; und
- die vor der Veröffentlichung dieses Dokuments hergestellt wurden.

Le présent document spécifie les exigences et les mesures de sécurité pour les scies circulaires à panneaux verticales à chargement et déchargement manuels (définies en 3.1) capables d’une utilisation en production continue, avec avance manuelle ou avance intégrée, ci-après désignées également «machines».
Le présent document traite de tous les phénomènes dangereux, situations et événements dangereux significatifs tels qu'énumérés à l'Annexe A, applicables aux machines, lorsqu'elles sont utilisées, réglées et entretenues comme prévu et dans les conditions prévues par le fabricant, incluant une mauvaise utilisation raisonnablement prévisible. Les phases de transport, d'assemblage, de démontage, de mise hors service et de mise au rebut sont également prises en compte.
Le présent document est également applicable aux machines équipées d'un ou plusieurs des dispositifs/unités de travail supplémentaires suivants, dont les phénomènes dangereux ont été traités:
— un dispositif d’avance intégré;
— un dispositif pour l'incision;
— un dispositif de coupe en angle;
— un dispositif de support intermédiaire;
— des butées programmables pour les coupes verticales parallèles;
— un dispositif pour réaliser des rainures avec un outil de fraisage ayant une largeur de coupe ne dépassant pas 27 mm;
— un pousseur de panneaux;
— un dispositif d'abaissement du panneau;
— des dispositifs d'arrêt de la pièce pendant les coupes horizontales.
Les machines sont conçues pour découper des panneaux constitués de:
a) bois massif;
b) matériau présentant des caractéristiques physiques similaires à celles du bois (voir l'ISO 19085-1:2021, 3.2);
c) matériaux en composite dont la base est constituée, par exemple, de polyuréthane ou d'un matériau minéral stratifié en alliage léger;
d) matériaux en composite à matrice polymère et matériaux renforcés thermoplastiques/ thermodurcis/élastomères;
e) panneaux en plâtre, panneaux en fibres agglomérées au plâtre;
f) panneaux d'aluminium en nid d'abeille;
g) panneaux minéraux matriciels, panneaux de silicate;
h) plaques en alliage léger d'aluminium;
i) panneaux composites fabriqués à partir des matériaux énumérés ci-dessus.
Le présent document ne s’applique pas aux machines
— à poutre de pressage et unité de sciage montées derrière le support de pièce;
— dont les rails-guides sur lesquels l'unité de sciage se déplace verticalement sont fixés sur le bâti de la machine et dont la coupe horizontale ne peut être réalisée que par avance manuelle du panneau;
— conçues pour une coupe en direction verticale uniquement;
— réalisant automatiquement deux ou un nombre supérieur de cycles de coupe en séquence;
— prévues pour une utilisation en atmosphère explosible;
— fabriquées avant la date de publication du présent document.

Ta dokument določa varnostne zahteve ter ukrepe za ročno natovorjene in raztovorjene krožne žage z vertikalno ploščo (opredeljene v točki 3.1), z ročnim ali vgrajenim podajalnikom, ki jih je mogoče uporabljati za neprekinjeno proizvodnjo (v nadaljnjem besedilu: »stroji«).
Ta dokument obravnava vsa večja tveganja, nevarne situacije in dogodke iz dodatka A v zvezi s stroji, kadar se uporabljajo, prilagajajo in vzdržujejo v skladu z njihovim namenom ter pod pogoji, ki jih je predvidel proizvajalec, vključno z razumno predvideno nepravilno uporabo. Upoštevane so tudi faze transporta, sestavljanja, razstavljanja in razrezovanja stroja.

c) kompozitnih materialov z jedrom npr. iz poliuretana ali mineralnih materialov, prevlečenih z lahko zlitino;
d) kompozitnih materialov s polimerno matrico in ojačanih termopolimernih/termoreaktivnih/elastomernih materialov;
e) mavčnih plošč, vlaknatih plošč, vezanih z mavcem;
f) aluminijastih plošč v obliki satovja;
g) mineralnih plošč z matrično strukturo, silikatnih plošč;
h) plošč iz lahke aluminijeve zlitine;
i) kompozitnih plošč iz zgoraj navedenih materialov.
Ta dokument se ne uporablja za stroje:
– pri katerih sta tlačni nosilec in enota za žaganje nameščena za oporo za obdelovanca;
– pri katerih so vodila za navpično premikanje enote za žaganje pritrjena na ohišju stroja in
se lahko vodoravni rez izvede samo z ročnim podajanjem plošče;
– zasnovane samo za rezanje v navpični smeri;
– ki samodejno izvedejo dva ali več zaporednih ciklov rezanja;
– namenjene za uporabo v potencialno eksplozivnem okolju; ter
– izdelane pred objavo tega dokumenta.

This document (EN ISO 19085-4:2024) has been prepared by Technical Committee ISO/TC 39 "Machine
tools" in collaboration with Technical Committee CEN/TC 142 “Woodworking machines - Safety” the
secretariat of which is held by UNI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by April 2025, and conflicting national standards shall be
withdrawn at the latest by October 2026.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN ISO 19085-4:2018.

This European Standard has been prepared under a Commission’s standardization request “M/396
Mandate to CEN and CENELEC for Standardisation in the field of machinery” to provide one voluntary
means of conforming to essential requirements of Directive 2006/42/EC of the European Parliament
and of the Council of 17 May 2006 on machinery, and amending Directive 95/16/EC (recast).
Once this standard is cited in the Official Journal of the European Union under that Directive,
compliance with the normative clauses of this standard given in Table ZA.1 confers, within the limits of
the scope of this standard, a presumption of conformity with the corresponding essential requirements
of that Directive and associated EFTA regulations.

This second edition cancels and replaces the first edition (ISO 19085-4:2018), which has been technically
revised.
The main changes are as follows:
— the Scope now specifies that machines are intended for continuous production use;
— the main definitions have been improved (machine and cutting cycle) with the addition of defined
intermediate terms;
— the list of significant hazards has been moved to a new Annex A;
— the structure has been simplified and modified, in particular in 5.6;
— the panel lowering device and relevant requirements have been added;
— subclause 6.2 has been updated and a new full noise test code has been added in Annex F.

Introduction
The ISO 19085 series provides technical safety requirements for the design and construction of
woodworking machinery, as well as for the content of the relevant instruction handbook. It concerns
designers, manufacturers, suppliers and importers of the machines specified in the Scope.
This document is a type-C standard as defined in ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (e.g. regulators, accident prevention organisations, market surveillance).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, for example, for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards (as defined in ISO 12100), the requirements of this type-C standard take precedence over the
requirements of the other standards for machines that have been designed and built according to the
requirements of this type-C standard.
The full set of requirements for a particular type of woodworking machine are those given in the part of the
ISO 19085 series applicable to that type, together with the relevant requirements from ISO 19085-1, to the
extent specified in the Scope of the applicable part of the ISO 19085 series.
As far as possible, the safety requirements of parts of the ISO 19085 series refer to the relevant subclauses
of ISO 19085-1. Each part includes replacements and additions to the common requirements given in
ISO 19085-1.
All parts of the ISO 19085 series have the same structure, so that reference to ISO 19085-1 is made always
and only from and to the same subclause number at the last indent level.
Clauses 1 to 3 are specific to each part and, therefore are distinct from ISO 19085-1:2021, Clauses 1 to 3.
For Clauses 4 to 7 and the annexes, each subclause in ISO 19085-1:2021 is cited as either:
— confirmed as a whole;
— confirmed with additions;
— excluded entirely; or
— replaced with specific text.

1 Scope
This document specifies the safety requirements and measures for manually loaded and unloaded vertical
panel circular sawing machines (defined in 3.1) capable of continuous production use, with hand feed or
integrated feed, hereinafter referred to also as “machines”.
This document deals with all significant hazards, hazardous situations and events, as listed in Annex A,
relevant to the machines, when operated, adjusted and maintained as intended and under the conditions
foreseen by the manufacturer, including reasonably foreseeable misuse. Transport, assembly, dismantling,
disabling and scrapping phases are also taken into account.
This document is also applicable to machines fitted with one or more of the following devices/additional
working units, whose hazards have been dealt with:
— an integrated feed device;
— a device for scoring;
— an angle cutting device;
— a middle support device;
— programmable end stops for parallel vertical cuts;
— a device for grooving with a milling tool with a cutting width not exceeding 27 mm;
— a panel pusher;
— a panel lowering device;
— stop devices for workpiece during horizontal cuts.
The machines are designed for cutting panels consisting of:
a) solid wood;
b) material with similar physical characteristics to wood (see ISO 19085-1:2021, 3.2);
c) composite materials with core consisting, for example, of polyurethane or mineral material laminated
with light alloy;
d) polymer-matrix composite materials and reinforced thermoplastic/thermoset/elastomeric materials;
e) gypsum boards, gypsum bounded fibreboards;
f) honeycomb aluminium boards;
g) matrix engineered mineral boards, silicate boards;
h) aluminium light alloy plates;
i) composite boards made from the materials listed above.

This document does not apply to machines
— with pressure beam and saw unit mounted behind the workpiece support,
— where the guide rails on which the saw unit moves vertically are fixed on the machine frame and the
horizontal cut can only be made by manually feeding the panel,
— designed to cut in vertical direction only,
— automatically performing two or more cutting cycles in sequence,
— intended for use in potentially explosive atmosphere, and
— manufactured prior to the publication of this document.
