Overview

EN 16719:2018 - Transport platforms is a European (CEN) Type C safety standard for temporarily installed, guided powered transport platforms used in construction, renovation and maintenance. It covers rack-and-pinion driven platforms with open carriers and hold‑to‑run controls operated by authorized, trained operators. The standard addresses hazards throughout the life of the equipment and specifies safety, design and verification measures for installations serving fixed building levels.

Key operational limits defined in the scope:

  • Vertical transport (or along a path up to 15° from vertical)
  • Maximum speed 0.2 m/s
  • Minimum offset distance 500 mm
  • Designed for authorised passengers and materials

Key topics and technical requirements

EN 16719:2018 focuses on practical safety and installation topics, including:

  • Hazard identification and risk reduction measures (Clause 4 onward)
  • Structural design: base frame, base enclosure, mast, mast ties and buffers (note: foundation design and anchorage bolt design to the supporting structure are excluded)
  • Platform safety: guarding, base enclosure, falling-object protection, overload detection and safety devices to prevent platform fall
  • Drive and braking systems: rack-and-pinion drive requirements, braking and suspension system provisions
  • Electrical safety: wiring, protection against electrical faults and external influences
  • Control and limiting devices: travel limits, stopping devices, control modes and hold‑to‑run arrangements
  • Verification and testing: design verification, performance tests (overspeed devices, locking devices, emergency manual lowering), and tests before first use
  • User information and markings: instruction handbook contents, rating plates, labels for safety-critical parts and control elements
  • Noise and emergency procedures (within scope limitations)

Excluded drive types and uses (not covered): hydraulic, wire-rope, chain drives; mast climbing work platforms (EN 1495); goods hoists (EN 12158-1); passenger/goods hoists (EN 12159). The standard also excludes specialized conditions such as explosive atmospheres, extreme climates, EMC requirements, foundation design, anchorage bolt design and several lift types.

Practical applications - who uses this standard

  • Manufacturers of temporary transport platforms and rack-and-pinion lifting systems
  • Installation and commissioning teams, site contractors and lift installers
  • Safety managers, site supervisors and equipment inspectors in construction and renovation projects
  • Certifying bodies and notified bodies assessing conformity with machinery safety requirements
  • Specifiers, architects and project engineers when selecting temporary vertical access solutions

Applying EN 16719:2018 helps ensure safe installation, consistent verification testing and clear operator information for transport platforms used on construction sites.

— a horizontal force FH of 15 % of the rated load, but not less than 0,3 kN and not more than 2,5 kN (lower horizontal forces may be used if the designer can demonstrate by calculation and/or testing that such lower forces can be justified) both forces acting at 1/3 of the width of the platform entrance, at floor level, in the least favourable direction and location. The stresses in the mast and also in the platform shall be calculated for at least the following application points of the loading and unloading forces: — the platform threshold; — the leading edge of any ramp or other extension, which is not supported by the landing. At the same time any remaining part of the rated load shall be applied in the centre of the platform (FV1). Equivalent forces shall be used to design the landing threshold and all relevant supporting structures. Information shall be given in the instruction handbook with regard to these forces.
Figure 5 — One example of forces during loading and unloading 5.2.2.7 The effect of moving loads shall be determined by taking the weight of all actual loads (platform, rated load etc.) and multiplying them by an impact fac = (1,1 + 0,264v) where v is the rated speed in m/s. Alternative factors may be used if they can be proved to be more accurate. 5.2.2.8 To determine the forces produced by an operation of the overspeed safety device, the sum total of the travelling load shall be multiplied by the factor 2,5. In all cases it shall be assumed that the wind can blow horizontally in any direction and the least favourable direction shall be taken into account. The calculation shall be done according to ISO 4302:2016 with the exception of the following: 5.2.2.10.2 Action of the wind on the platform When calculating wind pressure on the platform it shall be assumed that the platform sides and any guards, including the overhead fall protection structure, are solid and an aerodynamic coefficient of c = 1,2 shall be applied. The factor 1,2 covers both the shape factor and the shielding factor. The full area of one person shall be 0,7 m2 (0,4 m average width x 1,75 m height) with the centre of area 1,0 m above the platform floor, with a shape factor of 1,0. The wind area of persons above imperforate platform sides shall be calculated using an area of 0,35 m2 with the centre of area 1,45 m above the platform floor. The number of persons directly exposed to the wind shall be calculated as a) the length of the side of the platform exposed to the wind, rounded to the nearest 0,5 m, and divided by 0,5 m, or b) the number of persons allowed on the platform if less than the number calculated in a), c) if the number of persons allowed on the platform is greater than in a) a shape factor of 0,6 shall be applied to the extra number of persons. See example in Table 2 below. SIST EN 16719:2018

The article discusses EN 16719:2018, a European Standard for transport platforms. These platforms are temporarily-installed, guided powered platforms used for transporting authorized passengers and materials vertically or at a maximum angle of 15° from the vertical. They have a maximum speed of 0.2 m/s and a minimum offset distance of 500 mm. The standard excludes hydraulic, wire rope, and chain drives for transport platforms, as well as their use as a Mast Climbing Work Platform, Goods Hoist, or Passenger/Goods Hoist. The article also identifies hazards associated with these platforms and describes methods for eliminating or reducing these hazards. However, it does not specify additional requirements for operation in severe conditions, lightning protection, operation subject to special rules, electromagnetic compatibility, handling of dangerous loads, use of combustion engines, use of remote controls, hazards during manufacture, hazards related to mobility or being erected over a public road, earthquakes, or noise. Furthermore, the standard does not apply to builders hoists, lifts, inclined hoists, work cages, work platforms on fork trucks, funiculars, lifts designed for military purposes, mine lifts, theatre elevators, or special purpose lifts. It covers the installation of transport platforms, including the base frame, enclosure, mast ties, and landing gates, but excludes the design of foundations and anchorage bolts.
