Ta evropski standard vzpostavlja zahteve glede tehnične varnosti za:
gradnjo;
sestavljanje;
postavitev;
obratovanje;
servisiranje;
črpalk ali delov črpalk za tekočine. Zajema spisek velikih nevarnosti, ki lahko nastanejo ob uporabi črpalk ali delov črpalk za tekočine, ter vzpostavlja zahteve in/ali zaščitne ukrepe, ki vodijo k zmanjšanju tveganj. Črpalke za tekočine, ki jih zajema ta evropski standard, so:
centrifugalne črpalke;
rotacijske črpalke s prisilnim pretokom;
batne črpalke s prisilnim pretokom;
dobavljene ločeno brez pogona (električni motor ali motor z notranjim zgorevanjem). Na splošno so črpalke definirane, da se končajo z njihovimi vhodnimi in izhodnimi priključki, kot tudi s konci njihovih gredi.  Črpalke, dobavljene v tej obliki, so ponavadi imenovane črpalke z golo gredjo. Gre za 'stroje' po definiciji Direktive o strojih. Sestavljanje črpalke z golo gredjo z njenim gonilnikom lahko zahteva ukrepe, ki so izven področja tega evropskega standarda. Deli črpalke so opisani kot črpalke za tekočine skupaj z gonilnikom in vključujoč prenosne elemente, podložne plošče in vso pomožno opremo. Ta evropski standard ne obravnava zahtev glede tehnične varnosti za načrtovanje ali proizvodnjo gonilnikov niti pomožne opreme. Ne določa zahtev glede tveganj, ki nastanejo neposredno zaradi sredstev, s katerimi se omogoči prenosljivost, prevoznost in mobilnost delov črpalk v teku ali med obdobji njihovega obratovanja, niti zahtev za transmisijske gredi, ki povezujejo traktor ali druge samognane stroje s črpalko. Ta evropski standard ne zajema črpalk ali delov črpalk za naslednje uporabe:
- črpalke in deli črpalk katerih edini vir energije je neposredno uporabljena ročna moč;
- črpalke in deli črpalk za medicinsko uporabo, ki se uporabljajo v neposrednem stiku s pacientom;
- črpalke in deli črpalk, ki so posebej zasnovani ali dani v uporabo za jedrske namene, kar ima lahko v primeru okvare za posledico emisijo radioaktivnosti;
- črpalke in deli črpalk za uporabo na morskih plovilih ali mobilnih enotah na vodi;
- črpalke in deli črpalk, ki so posebej zasnovani za vojaške ali policijske namene.
Prav tako ne zajema črpalk in delov črpalk za hidravlični prenos električne energije. Posebne zahteve za posebne lastnosti črpalk, poleg običajnih zahtev, ki so določene v tem standardu, je mogoče najti v drugih standardih, kot so EN 1028, EN 1151, EN 1829, in v evropskih standardih za podvodne dele črpalk in za črpalke za tekočine za uporabo v živilskopredelovalni industriji.
