Overview
EN ISO 17078-2:2026 specifies requirements for subsurface flow-control devices used in side-pocket mandrels for the global oil, gas, and lower carbon energy industries. Developed by CEN and aligned with ISO 17078-2:2026, this standard addresses the specification, design, manufacturing, quality control, and testing of flow-control devices such as injection-pressure-operated (IPO), production-pressure-operated (PPO), pilot, orifice, tubing-retrievable, and dummy flow-control devices. It also covers performance testing and calibration requirements to ensure equipment reliability and operational safety.
This document supplements requirements from API Spec 19G2, 2nd edition (2020), with additional provisions specific to European and international industry needs. It does not address installation, retrieval, or reconditioning of devices, nor does it apply to concentric-axis devices, side-pocket mandrels, or running/pulling tools.
Key Topics
Types of Flow-Control Devices: The standard covers multiple device types used for various applications in oil and gas wells, including:
- Injection-pressure-operated (IPO)
- Production-pressure-operated (PPO)
- Pilot-operated
- Orifice and Venturi types
- Tubing-retrievable devices
- Dummy (blanking) devices
Design and Manufacture Requirements: Ensures all flow-control devices meet strict criteria for selection, design, materials, manufacturing processes, and dimensional tolerances. Emphasizes compatibility with side-pocket mandrels and well environments.
Quality Control and Testing: Provides detailed requirements for quality management (referencing ISO 9000), validation testing, functional testing, performance assessments, and calibration. Devices are subject to a range of tests including pressure, leakage, durability, and flow validation, ensuring compliance with the highest safety and reliability standards.
Compliance and Supplementation: Aligns with and supplements API Spec 19G2, 2nd edition, ensuring both global and regional regulatory requirements are met. Calls for the use of ISO 17078-1, -3, and -4 for related equipment and practices.
Applications
EN ISO 17078-2:2026 applies across the upstream oil and gas sector, including operations focused on:
- Gas Lift and Well Intervention: Provides standards for devices essential in gas lift systems, which improve production efficiency and manage wellbore pressures.
- Production Optimization: Flow-control devices help regulate injection and production flows, maximizing hydrocarbon recovery while minimizing operational risk.
- Well Integrity Assurance: Devices meeting the requirements of ISO 17078-2:2026 help maintain well control and containment, reducing risks associated with leaks or equipment failure.
- Lower Carbon Energy Initiatives: Applicable to emerging fields within lower-carbon operations where side-pocket mandrel technology is used for efficient resource management.
Manufacturers, suppliers, and operators in the petroleum and natural gas industry rely on this standard to ensure product integrity, safety, and interoperability. The requirements facilitate seamless integration and reliable performance of flow-control devices in various well conditions worldwide.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out through
ISO technical committees. Each member body interested in a subject for which a technical committee
has been established has the right to be represented on that committee. International organizations,
governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely
with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are described
in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the different types
of ISO document should be noted. This document was drafted in accordance with the editorial rules of the
ISO/IEC Directives, Part 2 (see www.iso.org/directives).
