Lighters - Child-resistance for lighters - Safety requirements and test methods
This European Standard specifies safety requirements for lighters. These requirements are intended to make the operation of lighters resistant to children aged less than 51 months subject to the provisions of this European Standard.
This European Standard is applicable to lighters, as defined in 3.1, which use, as fuel, butane, isobutane, propane, or other liquefied hydrocarbon, or a mixture containing any of these, whose vapour at 24 °C exceeds a gauge pressure of 103 kPa.
This European Standard does not apply to:
- matches or any other lighting device intended primarily for igniting materials other than smoking materials, such as fuel for fireplaces, or for charcoal, or gas-fired grills;
- refillable lighters for which producers provide on request to the competent authorities the necessary documentation substantiating that the lighters are designed, manufactured and placed on the market such as to ensure a continual expected safe use over a lifetime of at least five years, subject to repair, and which fulfil in particular all of the following requirements:
- a written guarantee of at least two years for each lighter, in accordance with Directive 1999/44/EC Article 6 of the European Parliament and of the Council; this guarantee is in addition to the consumers’ rights granted under Article 3 thereof;
- the practical possibility for the lighter to be repaired and safely refilled over the entire lifetime, including in particular a repairable ignition mechanism;
- parts that are not consumable, but are likely to wear out or fail in continual use after the guarantee period, are accessible for replacement or repair under the producer’s responsibility by an authorised or specialised after-sales service centre based in the European Union.
NOTE The above mentioned criteria relate to the so-called luxury and semi-luxury lighters which are also characterized by a low degree of substitutability with other lighters and an individual consumer packaging.
Feuerzeuge - Kindergesicherte Feuerzeuge - Sicherheitsanforderungen und Prüfverfahren
!Diese Europäische Norm legt Sicherheitsanforderungen für Feuerzeuge fest. Zweck dieser Anforderungen
ist, dass unter diese Europäische Norm fallende Feuerzeuge gegen eine erfolgreiche Betätigung durch Kinder
unter 51 Monaten gesichert sind.
Diese Europäische Norm gilt für Feuerzeuge nach 3.1, bei denen als Brennstoff Butan, Isobutan, Propan oder
anderer verflüssigter Kohlenwasserstoff oder ein Gemisch aus diesen, dessen Dampfdruck bei 24 °C einen
Manometerdruck von 103 kPa übersteigt, verwendet wird.
Diese Europäische Norm gilt nicht für:
¾ Streichhölzer oder andere sonstige Zündmittel, die in erster Linie zum Anzünden anderer Materialien als
Tabakwaren verwendet werden, wie flüssige Brennstoffe zum Entzünden von Feuerstätten oder
Zündmittel für holzkohle- oder gasbetriebene Grillgeräte;
¾ nachfüllbare Feuerzeuge, für die die Produzenten auf Anfrage den zuständigen Behörden die notwendige
Dokumentation vorlegen mit dem Inhalt, dass die Feuerzeuge so konstruiert, hergestellt und in Verkehr
gebracht worden sind, dass ein konstant zu erwartender sicherer Gebrauch über eine Lebensdauer von
mindestens fünf Jahren, Reparaturen vorbehalten, sichergestellt ist, und die insbesondere folgende
Anforderungen erfüllen:
¾ für jedes Feuerzeug eine schriftliche Garantie für mindestens zwei Jahre nach Richtlinie 1999/44/EG,
Artikel 6 des Europäischen Parlaments und Rates; diese Garantie ist zusätzlich zu den unter Artikel
3 garantierten Rechten des Verbrauchers;
¾ die praktische Möglichkeit, während der gesamten Lebensdauer repariert und sicher nachgefüllt zu
werden, einschließlich insbesondere eines reparierbaren Zündmechanismus;
¾ Teile, die nicht dem Verschleiß unterliegen, aber wahrscheinlich bei stetigem Gebrauch nach Ablauf
der Garantiezeit abnutzen oder ausfallen, sind zugänglich für Austausch oder Reparatur unter der
Verantwortlichkeit des Herstellers durch ein autorisiertes oder spezialisiertes Kundendienstzentrum
in der Europäischen Union.
ANMERKUNG Die oben genannten Kriterien beziehen sich auf sogenannte hochwertige und Luxus-Feuerzeuge, die
im Vergleich zu anderen Feuerzeugen für den langjährigen Gebrauch ausgelegt sind und sich durch eine individuelle
Verbraucherverpackung auszeichnen."
Briquets - Briquets de sécurité enfants - Exigences de sécurité et méthodes d'essai
!La présente Norme européenne prescrit les exigences de sécurité s’appliquant aux briquets. Selon ces
exigences, les briquets conformes aux dispositions de la norme doivent résister à un fonctionnement réussi
de la part d’enfants de moins de 51 mois.
La présente Norme européenne s’applique aux briquets tels que définis en 3.1, utilisant comme combustible,
du butane, de l’isobutane, du propane ou à tout autre hydrocarbure liquéfié, ou encore avec un mélange de
ces éléments, la pression de vapeur du combustible à 24 °C étant supérieure à une pression relative de 103
kPa.
La présente Norme européenne ne s’applique pas aux :
⎯ allumettes ni à tout autre dispositif d’allumage destiné à enflammer des matériaux autres que des
produits à fumer, par exemple un combustible de cheminée, du charbon de bois ou un barbecue à gaz ;
⎯ briquets rechargeables pour lesquels les fabricants fournissent sur demande aux autorités compétentes
les documents nécessaires établissant que les briquets sont conçus, fabriqués et mis sur le marché de
manière à garantir une sécurité d’utilisation continuelle prévisible sur une durée de vie d’au moins cinq
ans, sous réserve des réparations nécessaires, et qu’ils répondent en particulier à l’ensemble des
exigences ci-après :
⎯ une garantie écrite du fabricant d’au moins deux ans pour chaque briquet, conformément à la
Directive 1999/44/CE, Article 6 du Parlement européen et du Conseil ; cette garantie s’ajoute aux
droits des consommateurs accordés par l’Article 3 de cette même Directive ;
⎯ la possibilité pratique pour le briquet d’être réparé et rechargé de façon sûre pendant toute sa durée
de vie, ce qui inclut en particulier un mécanisme d'allumage réparable ;
⎯ les pièces non consommables, mais susceptibles de s’user ou de cesser de fonctionner en utilisation
continue après la période de garantie, sont accessibles en vue de leur remplacement ou de leur
réparation sous la responsabilité du fabricant par un centre de service après-vente agréé ou
spécialisé, établi dans l'Union européenne.
NOTE Les critères mentionnés ci-dessus concernent les briquets ainsi dénommés luxueux et semi-luxueux qui sont
caractérisés également par un faible degré de substitution par d'autres briquets et par un emballage individuel pour les
consommateurs."
Vžigalniki, varni za otroke - Varnostne zahteve in preskusne metode
Ta evropski standard določa zahteve za varnost za vžigalnike. Te zahteve so namenjene varnemu delovanju vžigalnikov za otroke, mlajše od 51 mesecev, ob upoštevanju določb tega evropskega standarda.
Ta evropski standard velja za vžigalnike, kot je določeno v 3.1, ki uporabljajo kot gorivo butan, isobutan, propan ali druge utekočinjene ogljikovodike ali mešanice, ki vsebujejo katero izmed njih, katerih hlapi pri 24 °C presegajo manometrski tlak 103 kPa.
Ta evropski standard ne velja za:
- vžigalice ali druge vžigalne naprave,namenjene predvsem vžiganju materialov, ki niso kadilski materiali, kot je gorivo za ognjišča, ali za žare z ogljem ali plinske žare;
- vžigalnike za ponovno polnjenje, za katere proizvajalci na zahtevo pristojnih organov zagotovijo potrebno dokumentacijo, ki dokazuje, da so vžigalniki načrtovani, proizvedeni in dani na tržišče tako, da zagotavljajo neprekinjeno pričakovano varno uporabo v življenjski dobi vsaj 5 let, z upoštevanjem popravil, in ki izpolnjujejo naslednje zahteve:
- vsaj dvoletna pisna garancija za vsak vžigalnik v skladu s členom 6 Direktive Evropskega parlamenta in Sveta 1999/44/ES; ta garancija je dodatek potrošniškim pravicam, priznanim s členom 3;
- praktična možnost, da se vžigalnik popravi in varno ponovno polni v celotni življenjski dobi, vključno še zlasti s popravljivim vžigalnim mehanizmom;
- neporabljeni deli, za katere je verjetno, da se bodo izrabili ali odpovedali pri neprekinjeni uporabi po izteku garancije, so dostopni za zamenjavo ali popravilo pod proizvajalčevo odgovornostjo, kar izvaja pooblaščeni ali specializirani poprodajni storitveni center s sedežem v Evropski uniji.
OPOMBA: Zgoraj navedena merila se nanašajo na tako imenovane luksuzne ali polluksuzne vžigalnike, za katere je značilna nizka stopnja zamenljivosti z drugimi vžigalniki in posamezno potrošniško embalažo.
