Safety of woodworking machines - Hand fed surface planing machines

This document specifies all significant hazards, hazardous situation and events as listed in Clause 4 relevant to stationary and displaceable hand fed surface planing machines fitted or not with demountable power feed unit hereinafter referred to as "machines" designed to cut solid wood, chipboard, fibreboard and plywood when they are used as intended and under the conditions foreseen by the manufacturer.
This document does not apply to machines set up on a bench or a table similar to a bench, which is intended to carry out work in a stationary position, capable of being lifted by one person by hand; hand held planers or any adaptation permitting their use in a different mode, i.e. bench mounting.
This document is not applicable to hand fed surface planing machines which are manufactured before the date of its publication as EN.

Overview

EN 859:2007+A1:2009/FprA2 - published by CEN - is the European safety standard for hand fed surface planing machines. It specifies the significant hazards, hazardous situations and events relevant to stationary and displaceable hand-fed planers (with or without demountable power feed units) used to cut solid wood, chipboard, fibreboard and plywood when used as intended and under reasonably foreseeable misuse. The standard excludes bench-mounted portable units intended to be lifted by one person, hand-held planers, and machines manufactured before the EN publication date. EN 859 supports conformity with relevant EU machinery requirements (see Annex ZA).

Key topics and requirements

  • Hazard identification: Comprehensive list of significant hazards (mechanical, electrical, noise, dust, ergonomic, fire, ejection, instability, unexpected start-up).
  • Risk reduction framework: Aligns with EN ISO 12100 (risk assessment and reduction) and requires design and safeguarding measures based on risk.
  • Control-system safety: Safety-related parts of control systems must meet performance levels (PL) in accordance with EN ISO 13849-1:2008; the amendment updates function PL requirements.
  • Guards and guarding characteristics: Requirements for fixed and movable guards, guarding at the fence and rear, and demountable power feed guarding.
  • Stopping, starting and emergency stop: Provisions for safe starting, normal stopping, emergency stopping and prevention of unexpected restart after power restoration.
  • Emissions and ergonomics: Noise emission measurement, dust and chip emission control, ergonomic design to avoid unhealthy postures and reduce human error.
  • Electrical and EMC safety: References to electrical safety, adjustable speed drives (EN 61800-5-2), electromagnetic compatibility and power-supply failure modes.
  • Documentation & marking: Machine marking, instruction handbook and technical information required for safe use and maintenance.

Practical applications

  • Designers and manufacturers of hand fed surface planing machines use EN 859 to design in safety, select guarding, and specify control-system performance.
  • Safety engineers and risk assessors apply it to evaluate machine hazards and verify compliance with EU machinery requirements.
  • Test laboratories and conformity assessment bodies reference the standard for type testing, noise/dust measurement and CE marking evidence.
  • Purchasers and maintenance teams use the standard for procurement specifications and safe operation/servicing procedures.
