Railway applications - Requirements and general principles for securing payload in rail freight transport

This document specifies the minimum requirements for securing payload to ensure safe operation of freight wagons, utilizing a train speed of up to 120 km/h. It is serving as a basis for the design and implementation of payload securing methods.
Additional requirements in the case of wagons designed for the transport of special payload and/or with integrated load security (e.g. tank wagons, hopper wagons, car carriers, coil carriers and wagons for intermodal transport) are not part of this document.

Overview

EN 16860:2019 - “Railway applications - Requirements and general principles for securing payload in rail freight transport” (CEN) sets minimum requirements for payload securing on freight wagons for safe operation at train speeds up to 120 km/h. The standard establishes design and implementation principles for load securing methods used on general freight wagons (it excludes wagons with integrated special load security such as tank wagons, hopper wagons, car carriers, coil carriers and intermodal wagons).

Key topics

  • General securing principles: uniform payload distribution, prevention of uncontrolled movement, and maintenance of acceptable axle/wheel loads and stability.
  • Load and influence factors: requirements consider wagon type/operation, infrastructure gauge and line category, payload geometry/weight/temperature and dynamic loads during transport.
  • Load limits and stability: the document includes axle/wheel load ratio limits (e.g., 2:1 longitudinal ratio for two-axle wagons; 3:1 for bogie wagons; lateral ratio 1:1.25) and guidance to arrange heavy/lighter goods to lower centre of gravity.
  • Dynamic considerations: guidance on loads during transport (three axes), typical force duration (~0.1 s) and reference acceleration g = 9.81 m/s²; quasi‑static treatment for calculations is specified.
  • Securing methods: defined principles such as positive‑fit (rigid/compact loading), force‑fit (increase friction using straps, anti‑slip mats), and controlled sliding for goods designed to slide in a restricted manner.
  • Securing equipment: anchor points, removable fastenings, payload restraint/fixing devices and stowage of securing equipment.
  • Assessment & validation: Annex A (type/number/position of devices) and Annex B (normative) describe assessment methods including impact tests, test wagons, measurement of impact speeds, simulation methods and acceptance criteria.

Applications and users

EN 16860:2019 is intended for anyone involved in rail freight safety and operations, including:

  • Wagon designers and manufacturers
  • Rail undertakings and freight operators
  • Loading/unloading personnel and logistics planners
  • Infrastructure managers and safety engineers
  • Certification bodies and maintenance teams

Use cases: design of securing systems, verification of loading procedures, supplier specifications for removable fastenings and anchor points, and risk assessment for freight movements.

Related standards

Relevant referenced standards and guidance include:

  • EN 12663 (vehicle structural requirements)
  • EN 15273-3 (structure gauges)
  • EN 15528 (line categories and load limits)
  • EN 15551, EN 15723
  • UIC loading rules (practical examples and codes)

EN 16860:2019 provides a practical, harmonized basis for safe load securing and design of load restraint methods across European rail freight operations.
