Radiological protection - Criteria and performance limits for the periodic evaluation of dosimetry services (ISO 14146:2018)

The quality of a supplier of a dosimetry service depends on both the characteristics of the approved (type‑tested) dosimetry system[1] and the training and experience of the staff, together with the calibration procedures and quality assurance programmes.
This document specifies the criteria and the test procedures to be used for the periodic verification of the performance of dosimetry services supplying personal and/or area dosemeters.
An area dosemeter can be a workplace dosemeter or an environmental dosemeter.
The performance evaluation can be carried out as a part of the approval procedure for a dosimetry system or as an independent check to verify that a dosimetry service fulfils specified national or international type test performance requirements under representative exposure conditions that are expected or mimic workplace fields from the radiological activities being monitored.
This document applies to personal and area dosemeters for the assessment of external photon radiation with a (fluence weighted) mean energy between 8 keV and 10 MeV, beta radiation with a (fluence weighted) mean energy between 60 keV and 1,2 MeV, and neutron radiation with a (fluence weighted) mean energy between 25,3 meV (i.e. thermal neutrons with a Maxwellian energy distribution with kT = 25,3 meV) and 200 MeV.
It covers all types of personal and area dosemeters needing laboratory processing (e.g. thermoluminescent, optically stimulated luminescence, radiophotoluminescent, track detectors or photographic-film dosemeters) and involving continuous measurements or measurements repeated regularly at fixed time intervals (e.g. several weeks, one month).
Active dosemeters (for dose measurement) may also be treated according to this document. Then, they should be treated as if they were passive (i.e. the dosimetry service reads their indicated values and reports them to the evaluation organization).

Die Qualität von Anbietern von Dosismessstellen hängt sowohl von den Eigenschaften des zugelassenen (bauartgeprüften) Dosimetriesystems1 als auch von der Ausbildung und Erfahrung des eingesetzten Perso-nals ab, sowie von den angewandten Kalibrierverfahren und Qualitätssicherungsprogrammen.
Dieses Dokument legt die Kriterien und Prüfverfahren für die wiederkehrende Nachprüfung der Leistungs-fähigkeit von Dosismessstellen fest, die Personen- und/oder Ortsdosimeter bereitstellen.
Ein Ortsdosimeter kann auch ein Arbeitsplatz- oder Umgebungsdosimeter sein.
Die Überprüfung der Leistungsfähigkeit kann als Teil des Zulassungsverfahrens für das Dosimetriesystem erfolgen oder als unabhängige Überprüfung, um sicherzustellen, dass eine Dosismessstelle festgelegte nationale oder internationale Bauartanforderungen unter repräsentativen Expositionsbedingungen erfüllt. Die-se Expositionsbedingungen werden entweder erwartet oder imitieren Arbeitsplatzfelder entsprechend den zu überwachenden radiologischen Tätigkeiten.
Dieses Dokument ist anwendbar für Personen- und Ortsdosimeter für die Überwachung externer Photonen-strahlung mit einer (fluenzgewichteten) mittleren Energie zwischen 8 keV und 10 MeV, Betastrahlung mit einer (fluenzgewichteten) mittleren Energie zwischen 60 keV und 1,2 MeV und Neutronenstrahlung mit einer (fluenzgewichteten) mittleren Energie zwischen 25,3 meV (d. h. thermische Neutronen mit einer Maxwell-Energieverteilung mit kT = 25,3 meV) und 200 MeV.
Es deckt alle Arten von Personen- und Ortsdosimetern ab, die eine Bearbeitung im Labor erfordern (z. B. Thermolumineszenz-Dosimeter, optisch-stimulierte-Lumineszenz-Dosimeter, Radiophotolumineszenz-Dosi-meter, Kernspurdetektoren oder photographische Filmdosimeter) und die eine kontinuierliche Messung oder regelmäßig wiederholte Messungen in bestimmten Zeitabständen umfassen (z. B. mehrere Wochen, ein Monat).
Direkt anzeigende aktive Dosimeter (für die Dosis-Messung) können ebenfalls nach diesem Dokument behandelt werden. Dazu sollten sie wie passive Dosimeter behandelt werden (d. h. die Dosismessstelle liest ihre Anzeigewerte ab und berichtet diese an die auswertende Stelle).

La qualité d'un prestataire de services de dosimétrie dépend à la fois des caractéristiques du système[1] de dosimétrie homologué (ayant été soumis à un essai de type) et de la formation et de l'expérience du personnel, ainsi que des procédures d'étalonnage et des programmes d'assurance qualité.
Le présent document spécifie les critères et les modes opératoires d'essai à utiliser pour procéder à la vérification périodique de la performance des services de dosimétrie fournissant des dosimètres individuels et/ou des dosimètres de zone.
Un dosimètre de zone peut par exemple être un dosimètre sur poste de travail ou un dosimètre d'environnement.
L'évaluation de performance peut soit faire partie de la procédure d'homologation d'un système de dosimétrie, soit consister en un contrôle indépendant visant à s'assurer qu'un service de dosimétrie satisfait aux exigences de performance liées à un essai de type, spécifiées dans une norme nationale ou internationale, dans des conditions d'exposition représentatives qui correspondent à celles attendues ou simulent les champs de postes de travail des activités radiologiques faisant l'objet d'un suivi dosimétrique.
Le présent document s'applique aux dosimètres individuels et aux dosimètres de zone utilisés pour l'estimation des rayonnements suivants: rayonnement photonique externe d'une énergie moyenne (pondérée par la fluence) comprise entre 8 keV et 10 MeV, rayonnement bêta d'une énergie moyenne (pondérée par la fluence) comprise entre 60 keV et 1,2 MeV et rayonnement neutronique d'une énergie moyenne (pondérée par la fluence) comprise entre 25,3 meV (c'est-à-dire des neutrons thermiques présentant une distribution énergétique maxwellienne avec kT = 25,3 meV) et 200 MeV.
Il couvre tous les types de dosimètres individuels ou de zone nécessitant un traitement en laboratoire (par exemple, dosimètres thermoluminescents, à luminescence stimulée optiquement, radiophotoluminescents, détecteurs de traces ou à films photographiques) utilisés pour réaliser des mesurages continus ou répétés à intervalles réguliers (par exemple, de plusieurs semaines ou d'un mois).
Les dosimètres actifs (pour le mesurage de la dose) peuvent également être traités selon le présent document. Dans ce cas, il convient de les considérer comme des dosimètres passifs (c'est-à-dire que le service de dosimétrie relève les valeurs affichées et les communique à l'organisme d'évaluation).

The text of ISO 14146:2018 has been prepared by Technical Committee ISO/TC 85 "Nuclear energy,
nuclear technologies, and radiological protection” of the International Organization for Standardization
(ISO) and has been taken over as EN ISO 14146:2021 by Technical Committee CEN/TC 430 “Nuclear
energy, nuclear technologies, and radiological protection” the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by August 2021, and conflicting national standards shall
be withdrawn at the latest by August 2021.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
