This Technical Report provides background information to the deliberations within CEN that led to establish a specification for blending from more than 10 % (V/V) up to 30 % (V/V) of fatty acid methyl ester (FAME) in diesel fuel to be used in captive fleet application for designated vehicles. It gives guidance and explanations to the producers, blenders, marketers and users of high FAME diesel blends (B11 to B30).
The sole designation "Bxx" refers to a FAME-diesel blend where "xx" is the specific FAME content in volume percentage. The connotation "Byy fuel" is used in this document for a fuel with a defined range of FAME allowed and having "yy" volume percentage of FAME content as the maximum of that range.
NOTE   For the purposes of this document, the term “% (m/m)” and “% (V/V)” are used to represent the mass fraction, µ, and the volume fraction, φ, respectively.

This European Standard specifies requirements and test methods for fast pyrolysis bio-oils for boiler use at industrial scale (>1 MW thermal capacity), not for domestic use. Two different grades are specified.
It is recommended to draw attention to differences especially in those properties, which can have an effect on the required flue gas treatment system, such as ash, nitrogen, and sulfur content. National and local regulations determine the requirements for flue gas treatment system.
In addition to the quality requirements and test methods for fast pyrolysis bio-oils, further instructions on storage (Annex A), sampling, and materials compatibility (Annex B) are given.

This European Standard specifies a determination method of high boiling components in petrol according to EN 228 [1] and ethanol automotive fuels according to CEN/TS 15293 [2] by capillary gas chromatography using flame ionization detection. This method is applicable to high boiling material, such as fatty acid methyl ester (FAME) or diesel fuel, having a boiling point greater than or equal to 1-methyl-naphthalene.
The standard is applicable to materials having a vapour pressure low enough to permit sampling at ambient temperature and a boiling range of at least 100 °C. This method pays special attention to fatty acid methyl esters.
In petrol the measurement range for the high boiling fraction is from about 0,7 % (m/m) to about 2,5 % (m/m). For the FAME fraction the range is from about 0,2 % (m/m) to about 2 % (m/m).
In ethanol automotive fuel the measurement range is from about 0,2 % (m/m) to about 2,2 % (m/m), for the FAME fraction the range is from about 0,05 % (m/m) to about 1,5 % (m/m)
NOTE 1   When calculating the FAME fraction, this method only takes the C18-isomers into account.
NOTE 2   For the purposes of this European Standard, the terms "% (m/m)" and "% (V/V)" are used to represent respectively the mass fraction and the volume fraction.

This European Standard specifies a test method for the determination of the oxidation stability of fuels for diesel engines, by means of measuring the induction period of the fuel up to 48 h. The method is applicable to fatty acid methyl esters (FAME) intended for the use as pure biofuel or as a blending component for diesel fuels, and to blends of FAME with diesel fuel containing 2 % (V/V) of FAME at minimum.
NOTE 1   EN 14112 [1] describes a similar test method for oxidation stability determination of pure fatty acid methyl esters (see the Introduction to this European Standard).
NOTE 2   For induction periods higher than 48 h the precision is not covered by the precision statement of this method. The limit values of the relevant fuel standards are well within the scope of this test method.
NOTE 3   The presence of cetane improver can reduce the oxidation stability determined by this test method. Limited studies with EHN (2-ethyl hexyl nitrate) indicated, however, that the stability is reduced to an extent which is within the reproducibility of the test method.

This European Standard specifies a method for the determination of the content of undissolved substances, referred to as total contamination, in middle distillates, in diesel fuels containing up to 30 % (V/V) fatty acid methyl esters (FAME), and in neat FAME. The working range is from 12 mg/kg to 30 mg/kg and it was established in an interlaboratory study by applying EN ISO 4259 [2].
This European Standard in general applies to products having a kinematic viscosity not exceeding 8 mm2/s at 20 °C, or 5 mm2/s at 40 °C, e.g. diesel fuel as specified in EN 590 [1].
This test method may be used for diesel fuels containing more than 30 % (V/V) FAME and for petroleum products having a kinematic viscosity exceeding 8 mm2/s at 20 °C, or 5 mm2/s at 40 °C, however in such cases the precision of the test method is not defined.
NOTE 1   Excessive contamination in a fuel system can give rise to premature blocking of filters and/or hardware failure, and is therefore undesirable.

This European Standard specifies a method for the determination of the polyunsaturated (≥ 4 double bonds) fatty acid (PUFA) methyl esters content of fatty acid methyl ester (FAME) as a whole between 0,6 % (m/m) and 1,5 % (m/m).
The method covers the predominant four polyunsaturated fatty acid methyl esters of eicosatetraenoic acid (C 20:4 (n-6)), eicosapentaenoic acid (C 20:5 (n-3)), docosapentaenoic acid (C 22:5 (n 3), and docosahexaenoic acid (C 22:6 (n 3)).
Studies have indicated that based on the linearity of results from this European Standard, PUFA methyl esters can be determined in FAME in the range between 0,3 % (m/m) to 3,0 % (m/m). However, the precision was not established in that range, as no samples within the upper ranges where included in the final interlaboratory test (see 10.1).
Although the method is applicable to all uses, it is predominantly for FAME for use in diesel engines.

Automotive fuels - Determination of iodine value in fatty acid methyl esters (FAME) - Calculation method from gas chromatographic data

This European Standard specifies a calculation procedure for the determination of Iodine value ("CIV" - "calculated iodine value"), of fatty acid methyl esters (FAME) to be used either as automotive or heating fuel for diesel engines as specified in EN 14214 [2] or as an extender for automotive fuel for diesel engines as specified in EN 590 [4].
This procedure has originally been described in Annex B of EN 14214:2008 [2]. The calculation procedure is now specified for methyl esters between C14 and C24. The calculation procedure uses as data entry the results from the gas chromatography determination (GC) according to EN 14103 of individual fatty acid methyl esters and is based on AOCS recommended practice Cd 1c – 85 for the determination of the iodine value of edible oil from its fatty acid composition. It is important to recognise that the latest version of EN 14103 is to be used for the determination of individual FAME components.
NOTE 1   Experience from the field and from several precision evaluation campaigns in Germany and elsewhere indicates that the results of the determination of iodine value by calculation specified here are very close to results obtained by titration with Wijs solvent according to EN 14111. Observed small differences were always found to be smaller than the reproducibility published in the actual EN 14111.
For informative purposes only, but not for cases of dispute, EN 14331 [5] may also be used to extract the FAME contents from FAME containing diesel fuels (like B5, B7, B30, etc.) and to use the contents of the individual FAME components from this method as data entry for the calculation specified in this European Standard.
In principle, other fatty acid alkyl esters can also be analysed. However, neither the close correlation to the titration method EN 14111 has been verified nor is any precision information available for such an extension of application range.

1   Summary
One task under the European Mandate M/245 was to investigate the applicability of existing petroleum test method standards for fatty acid methyl esters (FAME). For this task CEN/TC 19 has founded a separate working group 26, which has validated 24 methods via round robins, including the development of new test methods.
The work of CEN/TC 19/WG 26 was aimed at the drafting of amendments for existing ISO standards (with test methods for fossil fuels). These amendments include the extension of the scope of the standards to biodiesel as well as the new precision data for biodiesel. To get these new precision data (repeatability & reproducibility), WG 26 has done a major effort to validate all relevant test methods on request of the Task Force of WG 24 and WG 25 dealing with the specifications.
2   Background
CEN has been asked by the Commission (Mandate M/245) to elaborate standards for fatty acid methyl esters (FAME) to be used as sole fuel for heating and diesel engines and as an additive to mineral oil based fuels. This work has been divided amongst two Technical Committees, of which CEN/TC 19 was responsible for determining the applicability of already existing petroleum type test method standards to both pure FAME and to blends. This included comparing precision data, generating new reproducibility and repeatability figures and developing new test method standards if necessary.
