This draft amendment is submitted to CEN members for parallel enquiry. It has been drawn up by the Technical Committee CEN/TC 143.

This draft amendment A1, if approved, will modify the European Standard EN ISO 23125:2010. If this draft becomes an amendment, CEN
members are bound to comply with the CEN/CENELEC Internal Regulations which stipulate the conditions for inclusion of this amendment
into the relevant national standard without any alteration.

This draft amendment was established by CEN in three official versions (English, French, German). A version in any other language made
by translation under the responsibility of a CEN member into its own language and notified to the CEN-CENELEC Management Centre has
the same status as the official versions.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.

Introduction
During the FDIS voting period the validity of EN 954-1, Safety of machinery — Safety related parts of control
systems, has been prolonged. Therefore several ISO members commented for re-introducing reference to EN
954-1 in ISO 23125.
In the WG meeting after the FDIS vote it was accepted to re-introduce reference to EN 954-1. However, these

comments were discussed and accepted at the 7 meeting of the ISO/ TC 39/ SC 10/ WG3 in Frankfurt
(2010-02-15) but not accepted by ISO/CS as editorial comments. Therefore this amendment has been
produced, which follows comments and proposals of the ISO members in their FDIS vote to ISO 23125.

This International Standard references the “safety categories” in EN 954-1:1996 as resistance to faults and
their subsequent behaviour in the fault condition together with the “performance level” defined in ISO 13849-

Clause 5.1, replace 3rd and 4th paragraphs, “The designer shall … considered individually.” by
The designer shall take into account hazards which can occur during the life of the machine to both operator
and other persons who have access to the hazard zone(s) for conditions of intended use, including reasonably
foreseeable misuse of the machine (see ISO 12100-1:2003, 3.22 and 3.23). The hazards for both machining
operation and/or operations requiring intervention by the operator and/or other persons (e. g. setting, cleaning,
maintenance and repair) shall be considered. An analysis of the failure of machine components, including
failure in the control system(s), is part of the risk assessment and guidance on this subject and is given in
ISO 13849-1:2006 or in EN 954-1:1996. Therefore, reliability requirements for safety functions are defined as
performance level (PL), in accordance with ISO 13849-1:2006, or as category, in accordance with EN 954-
1:1996. [see 5.11 b)].
Each machine shall be designed and safeguarded in accordance with the specific requirements and/or
protective measures listed in Clause 5. For some of the requirements, this International Standard offers the
choice between two performance levels or two categories [see 5.11 b)]. In cases not specified in 5.11 b)
categories according to EN 954-1 or performance levels according to ISO 13849-1 shall be determined based
on an appropriate risk

Relationship between this European Standard and the Essential
Requirements of EU Directive 2006/42/EC
This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide one means of conforming to Essential Requirements of
the New Approach Directive 2006/42/EC “Machinery safety”.
Once this European Standard is cited in the Official Journal of the European Union under that Directive and
has been implemented as a national standard in at least one Member State, compliance with the normative e
clauses of this International Standard confers, within the limits of the scope of this International Standard, a
presumption of conformity with the corresponding Essential Requirements of that Directive and associated
EFTA regulations.
