Diese Internationale Norm legt die Mindestanforderungen an Instrumente zur Messung physikalischer Größen zur Beschreibung einer thermischen Umgebung sowie Verfahren zur Messung der physikalischen Größen dieser Umgebung fest.
Zweck der Norm ist es lediglich, das Verfahren zu normen, mit dem die Daten zur Bestimmung von physikalischen Größen erfasst werden. In anderen Internationalen Normen werden die Verfahren detailliert beschrieben, die auf den mit dieser Norm ermittelten Daten basieren.
Diese Internationale Norm dient als Referenz bei der Erarbeitung
a)   von Festlegungen für Hersteller und Benutzer von Instrumenten zur Messung der physikalischen Größen der Umgebung,
b)   eines schriftlichen Vertrags zwischen zwei Parteien für die Messung dieser Größen.
Sie gilt für die Auswirkung heißer, neutraler, angenehmer oder kalter Umgebungen auf den Menschen. Diese Norm wird in Fällen angewendet, in denen die Behaglichkeit oder die Belastung des Menschen das Hauptanliegen sind, sie darf von anderen Normen ersetzt werden.
