This European Standard contains a glossary of terms, which can contribute to the conditions for free competition and a level playing field for engineering service providers (including architects) in Europe in the construction of buildings, infrastructure and industrial facilities.
The terminology in this European Standard aims at facilitating the cooperation between sectors and between countries in the field of engineering services. It is structured on the basis of "successive stages" of an operation of construction. It does not concern the description of the contents of the tasks to be performed, neither on their scheduling, nor on the actors concerned, which depend on the national context, the type, and of the importance of the work and its environment.

Diese Europäische Norm enthält ein Glossar von Begriffen, das die Bedingungen für freien Wettbewerb fördern und einen Beitrag für gleiche Wettbewerbsbedingungen für Anbieter von Ingenieurdienstleistungen (einschließlich Architekten) in Europa beim Bau von Gebäuden, Infrastruktur- und Industrieanlagen leisten kann.
Die Terminologie in dieser Europäischen Norm soll im Bereich der Dienstleistungen im Ingenieurwesen die Zusammenarbeit zwischen Sektoren und zwischen Ländern unterstützen. Sie ist auf der Grundlage von „aufeinanderfolgenden Bauabschnitten“ bei einer Bauausführung strukturiert. Sie betrifft nicht die Beschreibung der Inhalte der auszuführenden Aufgaben, weder in Bezug auf deren zeitliche Planung, noch hinsichtlich der betroffenen Akteure, die vom nationalen Kontext, der Art und Bedeutung der Arbeit und deren Umgebung abhängen.

La présente Norme européenne contient un glossaire de termes qui peut contribuer à instaurer des conditions pour la libre concurrence des prestataires de services d’ingénierie (y compris les architectes) en Europe pour la construction de bâtiments, d’infrastructures et d’installations industrielles.
La terminologie dans la présente Norme européenne a pour objet de faciliter la coopération entre les secteurs et entre les pays dans le domaine des services d’ingénierie. Elle est structurée selon des « phases successives » d’une opération de construction. Elle ne concerne ni la description du contenu des tâches à accomplir, ni leur planification, ni les acteurs concernés qui dépendent du contexte national, de la nature et de l’envergure des travaux et de leur environnement.

Inženirske storitve - Izrazi za opisovanje inženirskih storitev za stavbe, infrastrukturo in industrijske objekte

Ta evropski standard vsebuje glosar izrazov, ki lahko prispevajo k izpolnitvi pogojev svobodne konkurence in enakih pogojev sodelovanja za ponudnike inženirskih storitev (vključno z arhitekti) v Evropi pri gradnji stavb, infrastrukture in industrijskih obratov. Terminologija v tem evropskem standardu naj bi omogočila sodelovanje med sektorji in državami na področju inženirskih storitev. Sestavljena je na podlagi »zaporednih faz« delovanja v gradbeništvu. Ne zajema opisa vsebine opravil, ki jih je treba izvesti, njihovega razporejanje, udeleženih akterjev, ki so odvisni od državnega konteksta, strank, vrste in pomembnosti dela ter njegovega okolja.

Introduction This European Standard contains a glossary of key words concerning engineering services, provided in the construction of buildings, infrastructure and industrial facilities. The glossary can contribute to the conditions for free competition and a level playing field for engineering service providers (including architects) in the European Community. It is intended to lower or remove the barriers that these providers are confronted with in cross border operations and co-operations due to different interpretations of relevant terms in different European countries. The terms that are incorporated in the glossary are in line with those developed by CEN/TC 395 for other industries. Each construction project is managed through a series of stages and therefore staging is important for the management and assessment of engineering services. However, the standard stages in projects and related national plans of work of engineering service providers (including architects) differ from country to country and may also be subject to differences in legislation. For these reasons, it is not the intention of this standard to harmonise national plans of work. However, in cross border operations and co-operations it is important that all parties concerned have a common view on the actual staging and the engineering activities that take place within each stage. To facilitate this, some information about the stages in the life cycle of built assets is given in Annex A. This annex may offer a common reference framework onto which engineering service providers (including architects) can ‘map’ their project-specific scope of work in cross border projects, while the actual scope of work is to be specified in contracts.
1 Scope This European Standard contains a glossary of terms, which can contribute to the conditions for free competition and a level playing field for engineering service providers (including architects) in Europe in the construction of buildings, infrastructure and industrial facilities. The terminology in this European Standard aims at facilitating the cooperation between sectors and between countries in the field of engineering services. It is structured on the basis of "successive stages" of an operation of construction. It does not concern the description of the contents of the tasks to be performed, neither on their scheduling, nor on the actors concerned, which depend on the national context, the type, and of the importance of the work and its environment. 2 Normative references The following documents, in whole or in part, are normatively referenced in this document and are indispensable for its application. 3 Terms and definitions For the purposes of this document, the following terms and definitions apply: 3.1 assessment appraisal judgment ongoing process of gathering, analyzing and reflecting on evidence to make informed and consistent judgments (about the quality
of a service, process or product)

evropskemu standardu EN 16310 Engineering services – Terminology to describe engineering
services for buildings, infrastructure and industrial facilities, 2013.
NACIONALNI PREDGOVOR
Besedilo standarda EN 16310:2013 je pripravil tehnični odbor CEN/TC 395 Inženirske svetovalne
storitve, katerega sekretariat vodi ANFOR. Slovenski standard SIST EN 16310:2013 je prevod
angleškega besedila evropskega standarda EN 16310:2013. V primeru spora glede besedila
slovenskega prevoda v tem standardu je odločilen izvirni evropski standard v angleškem jeziku.
Odločitev za izdajo tega dokumenta je dne 21. februarja 2013 sprejel Strokovni svet SIST za splošno
področje.

Ta dokument (EN 16310:2013) je pripravil tehnični odbor CEN/TC 395 Inženirske svetovalne storitve,
katerega sekretariat vodi ANFOR.
Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo najpozneje avgusta 2013, nasprotujoče nacionalne standarde pa je treba razveljaviti
najpozneje avgusta 2013.
Opozoriti je treba na možnost, da so lahko nekateri elementi tega dokumenta predmet patentnih
pravic. CENELEC [in/ali CEN] ne prevzema odgovornosti za identifikacijo nekaterih ali vseh takih
patentnih pravic.
V skladu z notranjimi predpisi CEN/CENELEC morajo ta evropski standard obvezno uvesti nacionalne

This document (EN 16310:2013) has been prepared by Technical Committee CEN/TC 395 “Engineering
consultancy services”, the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by August 2013, and conflicting national standards shall be
withdrawn at the latest by August 2013.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent
rights.
According to the CEN/CENELEC Internal Regulations, the national standards organisations of the

Uvod
Ta evropski standard vsebuje glosar ključnih besed, ki so povezane z inženirskimi storitvami in se
uporabljajo pri graditvi stavb, infrastrukture in industrijskih objektov. Glosar lahko prispeva k boljšim
pogojem svobodne konkurence in enakih možnosti izvajalcev inženirskih storitev (vključno z arhitekti)
v Evropski skupnosti. Namenjen je zmanjšanju ali odpravljanju ovir, s katerimi se ti izvajalci srečujejo
pri čezmejnem delovanju in sodelovanju zaradi različnih razlag bistvenih izrazov v posameznih
evropskih državah. Izrazi, ki so vključeni v glosar, so v skladu s tistimi, ki jih je za druge industrijske
namene obravnaval CEN/TC 395.
Vsak projekt graditve se vodi v več fazah, zato je delitev na faze pomembna aktivnost pri vodenju in
ocenjevanju inženirskih storitev. Vendar, standardne faze projekta in pripadajoča nacionalna pravila
izvajalcev inženirskih storitev (vključno z arhitekti) se razlikujejo od države do države in so lahko
predmet razlik v zakonodaji. A namen tega standarda ni harmonizirati nacionalna pravila. Pri
čezmejnem delovanju in sodelovanju pa je seveda pomembno, da imajo vse vpletene stranke skupni
pogled na razporeditev posameznih dejanskih faz in na inženirske storitve, ki se izvajajo v posamezni
fazi. Da bi se to olajšalo, so v dodatku A podane informacije o posameznih fazah v življenjskem ciklu
objektov. Ta dodatek nudi skupni referenčni okvir, v katerem lahko izvajalci inženirskih storitev za
čezmejne projekte (vključno z arhitekti) načrtujejo svoj specifični obseg del, pri čemer se dejanski
obseg del specificira v pogodbah.

Introduction
This European Standard contains a glossary of key words concerning engineering services, provided
in the construction of buildings, infrastructure and industrial facilities. The glossary can contribute to
the conditions for free competition and a level playing field for engineering service providers (including
architects) in the European Community. It is intended to lower or remove the barriers that these
providers are confronted with in cross border operations and co-operations due to different
interpretations of relevant terms in different European countries. The terms that are incorporated in the
glossary are in line with those developed by CEN/TC 395 for other industries.
Each construction project is managed through a series of stages and therefore staging is important for
