Overview
EN 1176-2:2017+AC:2019 is the CEN European standard that specifies additional safety requirements and test methods for swings intended for permanent installation on children’s playgrounds. It supplements the general requirements of EN 1176‑1 and covers definitions, design limits, impact and dynamic testing, marking and test reporting. Annex A provides recommendations on the design and siting of swings, while Annexes B and C give normative test methods for impact attenuation and dynamic load testing of suspension systems.
Key topics and technical requirements
- Scope and definitions: Clear classification of swing types (Type 1 - one rotational axis, Type 2 - several rotational axes, Type 3 - single‑point swings, Type 4 - contact/group swings), plus dimensional terms such as swing height, length of suspension member, seat height and ground clearance.
- Ground clearance: Minimum clearances specified - 350 mm for single‑use swings at rest, 400 mm for group swing seats (400 mm measured from the rigid part if the seat has a flexible lower part); vertical tyre seats may have minimum 100 mm due to flexible, impact‑attenuating construction.
- Seat clearance: Minimum seat clearance for single‑point swings (Type 3) is at least 400 mm adjacent to obstacles (with specified exceptions).
- Impact attenuation: Methods for determining how well seats and surfacing reduce impact forces (normative Annex B). Includes apparatus, test procedures and measurement requirements.
- Dynamic load and structural integrity: Procedures to test suspension systems and overall framework for fatigue and safety (normative Annex C).
- Additional type requirements: Specific provisions for multi‑axis, single‑point, contact and group swings (e.g., group swing seat definitions and handling).
- Marking & test reports: Requirements for labelling and documentation to demonstrate conformity.
- Corrigendum updates: 2019 corrigendum updated definitions, figures (ground clearance, free height of fall), group seat requirements and harmonised measurement methods.

4 Safety requirements
4.1 General
Swings shall conform to EN 1176-1 unless otherwise specified in this part of EN 1176.
4.2 Ground clearance
The minimum ground clearance for single-use swings (see Figures 5 and 6) at rest position shall be
350 mm.
For group swing seats, the minimum ground clearance at rest position shall be 400 mm.
For group swing seats with a flexible lower part the ground clearance shall be a minimum of 400 mm
measured from the underside of the rigid part of the seat in its most onerous position (see Figure 7).
In the case of contact swings with vertical tyres as seats (see Figure 12), the ground clearance may be
reduced to 100 mm minimum.
NOTE The minimum ground clearance is lower for contact swings with vertical tyres because their
construction is flexible; if an impact occurs the tyre is deflected and the impact is reduced. Also, the tyre is made
from impact attenuating material.

The standard EN 1176-2:2017+AC:2019 provides a comprehensive framework that focuses on the safety requirements and test methods specifically related to swings intended for permanent installation in playgrounds used by children. This document is essential for manufacturers, playground designers, and safety inspectors who aim to ensure that swings meet rigorous safety standards. One of the notable strengths of EN 1176-2 is its specific applicability to swings, differentiating it from other playground equipment standards. The inclusion of additional safety requirements tailored for swings ensures that these play structures can be enjoyed safely, thus minimizing the risk of accidents and injuries. This focus on safety is particularly crucial in the context of children’s play areas, where the primary concern is the well-being of young users. The standard also outlines relevant test methods that are vital for verifying compliance with its requirements. By establishing clear guidelines on how swings should be tested for safety, the EN 1176-2 standard helps to standardize the approach to evaluating playground equipment across different jurisdictions, fostering a unified understanding of safety practices in playground design and operation. Furthermore, the relevance of this standard extends beyond mere compliance; it also provides recommendations on the design and siting of swings, as detailed in Annex A. These recommendations help in optimizing the safety and usability of swings, ensuring they are not only safe but also effectively integrated into the playground environment. This holistic approach reinforces the importance of considering both safety standards and practical design elements. In summary, EN 1176-2:2017+AC:2019 stands out as a critical document that addresses the specific needs of swing safety in playgrounds, backed by well-defined testing protocols and supportive design recommendations.
