Overview
EN 12111:2002/prA1 is a draft amendment to the European standard for tunnelling machines - specifically road headers, continuous miners and impact rippers. Prepared by CEN/TC 151 (secretariat DIN) under mandate from the European Commission and EFTA, this amendment updates references to current machinery safety standards and clarifies noise, vibration and documentation requirements to support conformity with EU machinery directives.
This document is intended for manufacturers, safety engineers and compliance teams working with tunnelling and excavation equipment.
Key Topics
- Standards alignment: Replaces references to EN 292-1/2 with EN ISO 12100-1:2003 and EN ISO 12100-2:2003 (basic machine safety concepts and design principles).
- Noise measurement and limits:
- A-weighted emission sound pressure at the control station shall be measured according to EN ISO 11202.
- Sound pressure level at the operator's position shall not exceed 80 dB(A).
- Manufacturers must declare noise emission values in accordance with EN ISO 4871 and explicitly state the noise test code used.
- Vibration information:
- Instruction documents shall report hand–arm vibration total value when it exceeds 2.5 m/s² (or state if it does not exceed that value).
- Whole-body vibration highest RMS weighted acceleration shall be reported when it exceeds 0.5 m/s² (or state if below 0.5 m/s²).
- Notes reference EN 12096:1997 for uncertainty and declaration guidance and clarify representativeness and measurement alternatives.
- Technical documentation and marking:
- Manufacturer information requirements clarified (business name, full address, designation of machinery).
- Normative relationship to EU law:
- Annex ZA (edited) and new Annex ZB describe the relationship with EU Directives 98/37/EC and 2006/42/EC respectively, indicating how compliance with normative clauses confers a presumption of conformity within the standard's scope.
Applications
This amendment is directly applicable to:
- Manufacturers of road headers, continuous miners and impact rippers for tunnel construction.
- Technical writers preparing instruction manuals and safety documentation.
- Compliance teams assessing machine conformity with EU machinery directives.
- Health and safety officers evaluating operator exposure to noise and vibration in tunnelling operations.
Practical actions for stakeholders include implementing the revised measurement methods, updating declarations of noise and vibration values, and ensuring instruction manuals contain the specified information fields.
Related Standards
- EN ISO 12100-1:2003 and EN ISO 12100-2:2003 - basic machine safety concepts and design principles
- EN ISO 11202 - sound pressure measurement at control positions
- EN ISO 4871 - declaration of noise emission values
- EN 12096:1997 - guidance on uncertainty and declaration/verification of vibration values
For any application of EN 12111:2002/prA1, consult the full text and national implementations to verify scope and the exact normative requirements before certification or market placement.
