This second edition cancels and replaces the first edition (ISO 19650-2:2018), which has been technically
revised and also cancels and replaces ISO 19650-3:2020.
The main changes are as follows:
— The information management activities within ISO 19650-2:2018 and ISO 19650-3:2020 have been
combined to form a unified information management process across the whole asset life cycle.
— To accommodate the whole asset life cycle, the number of steps within the information management
process has increased from eight steps to nine steps.
— Elements of ISO 19650 parts 4, 5 and 6, which were published after the first edition was published, have
been integrated within the information management process.
— The terminology used within the information management process has been simplified to make the
process more accessible for newcomers and relatable to all stages of the asset life cycle. In particular,
terms relating to the outputs of the information management process have been aligned with either
information management or information production. For example, all outputs relating to information
production are now preceded with ‘information production’, such as the ‘information production plan’,
which is the new term for ‘BIM execution plan’. For a detailed mapping of terms to the equivalent terms
from the first edition, see table B.1 in annex B.
— To improve the assignment of responsibility, all information management activities are now assigned to
a party, rather than a team.
— The term ‘asset-related project’ has been used when referring to a project relating to an asset, to
differentiate from a project to manage and produce information in accordance with ISO 19650.
— Procurement related terms, such as invitation to tender and tender response, have been removed to
place more emphasis on appointing lead appointed parties and their appointed parties, regardless of
whether it is an internal or external appointment.

Introduction
0.1 Purpose
This document defines the information management process for the built environment sector, containing
the information management activities through which information production teams can collaboratively
produce information and minimize wasteful activities.
This document is applicable to assets and projects of all sizes and all levels of complexity. This includes
large estates, infrastructure networks, individual buildings and pieces of infrastructure, and the teams
that deliver, operate and maintain them. However, the requirements included in this document should be
applied in a way that is proportionate and appropriate to the scale and complexity of the asset or asset-
related project. In particular, the appointment and mobilization of information production teams should be
integrated as far as possible with documented processes for technical appointments and mobilization.
This document makes wide use of the phrase “shall consider”, particularly in the requirements in Clause 5.
This phrase is used to introduce a list of items that the actor in question needs to think about carefully in
connection with the primary requirement described in the clause. The amount of thought involved, the time
taken to complete it, and the need for supporting evidence to be recorded for discounted items will depend
on the complexity of the project, the experience of the actor(s) involved and the requirements of any national
policy. On a relatively small or straightforward project, it can be possible to complete, or dismiss as not
relevant, some of these “shall consider” items very quickly.
This document can be used by any party or actor, and if it intended to use the document to apply on an
appointment, then this should be reflected in any subsequent appointment.
0.2 National annex with relevant national standards
There are several standards required for the successful implementation of this document, relating to specific
regions or countries, that are currently not suitable for inclusion within an international standard. As such,
national standards bodies are encouraged to compile and document the standards, relevant to the region or
country they represent, within a national annex. National annexes can also provide localised guidance and
advice on how to implement this document for projects of varying complexity.
0.3 Information management process overview
In this document, the management of information is operationalized through a business process comprising
nine steps - each with a distinct purpose and outcome - that collectively deliver value and enable informed
decision-making throughout the asset life cycle.
By structuring information management as a repeatable, auditable business process, organizations can
maintain robust oversight, ensure compliance with legislative and regulatory requirements, and facilitate
continuous improvement. This approach also ensures that information management is not an ad hoc or
isolated activity, but an integrated, scalable, and technology-enabled process that underpins the effective
and collaborative production of information across the asset life cycle.
The primary purpose of the information management process is to ensure that information is structured,
secure, accessible, and aligned with organizational objectives – the overall outcome of which is the creation
and maintenance of an asset information model(s) that is fit for purpose.
The initial steps of the information management process focus on the organization, the purposes for which
information is needed and establishing the outputs that provide the right collaborative and commercial
environment for information production teams to meet those purposes. These initial steps can be initiated
at any stage of the asset life cycle, while the remaining steps are initiated by a trigger event – the result of
which is a project. These steps are to be repeated for each project, and include steps that are undertaken for
every appointment within the project.
0.4 Information production overview
Information production is an important step within the information management process, encompassing
information generation, coordination, check, review, approval, authorization and acceptance activities.

These activities are supported by a technology-enabled information production workflow, a key element of
the common data environment (CDE) operational framework.
Within this document, production relates to the production of information containers within an information
model and can extend to their amendment, maintenance, exchange, delivery, issue, dissemination,
distribution, or permanent destruction.
Contrary to common perception, the appointing party plays a critical and active role in enabling successful
information production. While production tasks are generally carried out by information production
teams, the appointing party is responsible for providing strategic direction, enabling collaboration, and
establishing the upstream conditions that make collaborative production possible. The appointing party is
also responsible for reviewing and accepting the information models submitted by lead appointed parties.
This review ensures that the information meets the required level of information need, acceptance criteria,
and ultimately is fit for purpose. Once accepted, the appointing party aggregates the information models
into the asset information model(s) maintaining alignment with organizational objectives and ensuring
long-term usability across the asset life cycle.

4 Adopting an asset-centric and whole life cycle approach to managing information
4.1 Asset-centric and whole life cycle approach
The appointing party shall adopt an asset-centric approach when implementing the information management
process to ensure the long-term usability and accessibility of information and derive ongoing value from the
information beyond the needs of the immediate asset-related project.
In doing so, the appointing party shall consider:
— the structure of information so that it enables traceability, aggregation, and reuse across all stages of the
asset life cycle;
— the intended operational configuration of the assets to be managed; and
— linking information with asset management systems and other enterprise systems.
Any considerations not being taken forward shall be recorded by the appointing party as not appropriate or
relevant.
4.2 Information management process
The information management process (Figure 1) shall be applied throughout the life cycle of an asset and in
response to each trigger event.

Figure 1 — Information management process
The order in which the nine steps are presented in Figure 1 shall be the order in which they are undertaken.
Each step contains the information management activities that together form the information management
process. Clause 5 identifies what those activities are for each step and assigns responsibility for each activity
to a specific party. Each activity shall be completed by the party responsible using the outputs from the
preceding activities as inputs.
All activities within each step shall be completed before commencing the next step.
NOTE The information management process is not aligned with a typical project management process.
5 Information management process during the life cycle of assets
5.1 Information management process — Organizational strategy
5.1.1 Establish an information management strategy
The appointing party shall establish and maintain an information management strategy which sets out their
vision and objectives for information management and the necessary governance, policies and resources
needed to achieve them.
In doing so, the appointing party shall consider how they will:
— establish the capability and capacity they need to manage information effectively and how they can
attain and maintain that capability and capacity;
— identify assets for which information will be managed using ISO 19650, the life cycle for each of those
assets, and identify foreseeable trigger events;
— manage information related to sensitive assets;

— adopt the common method for structuring health and safety information;
— capture the purposes for which information is needed and define their requirements for information
within the asset information model(s);
— establish the standards, methods and procedures needed for the management and production of
information;
— establish the technology needed to enable the information production workflow within a common data
environment; and
— establish and maintain the asset information model(s), including how they will federate the asset
information model(s).
Any considerations not being taken forward shall be recorded by the appointing party as not appropriate or
relevant.
Once the information management strategy is established, it is recommended that it is communicated
throughout the appointing party’s own organization and to their key suppliers.
5.1.2 Establish an information management team
The appointing party shall establish and maintain an information management team that has the capability,
capacity and resources needed to implement and support a unified approach to the management of
information across their organization.
In doing so, the appointing party shall ensure the individuals within the team have the competence
(knowledge, skills, and experience), and authority needed to:
— oversee the information management process as defined within ISO 19650;
— represent the organization from an information management perspective;
— educate and train individuals within the organization on the information management process and their
role in it; and
— provide support, advice and guidance to those establishing and maintaining the asset information
model(s).
5.1.3 Establish an information management assignment matrix
The appointing party shall establish and maintain an information management assignment matrix for their
information management activities in clauses 5.1 and 5.2.
In doing so, the appointing party shall confirm for each activity:
— the role(s) responsible for undertaking the activity;
— the role accountable for the activity being undertaken;
— the role(s) to be consulted whilst the activity is being undertaken; and
— the role(s) to be informed once the activity is undertaken.
In doing this, the appointing party shall consider:
— the capability and level of authorization needed to undertake each activity;
— the competency of the individual(s) in the role(s) to undertake each activity;
— the time required to undertake each activity; and

— the collective capacity of the individual(s) in the role(s) to undertake each activity within the required
time.
Any considerations not being taken forward shall be recorded by the appointing party as not appropriate or
relevant.
For consistency and ease of communication, it is recommended that organizational or activity roles are used
where possible rather than individual names.
Appointing parties should maintain sufficient capability and capacity within their own organization to
undertake their information management activities throughout the asset life cycle.
If the appointing party is unable to identify suitable individuals within their own organization, then they
should appoint a third party to supply individuals with the required competency and capacity to undertake
the activities on their behalf.
To avoid any conflict of interest, it is recommended that individuals who undertake activities on behalf
of the appointing party, should be excluded from undertaking activities on behalf of an appointed or lead
appointed party whilst appointed by the appointing party.
5.1.4 Identify assets for which information will be managed
The appointing party shall identify the assets within its asset portfolio for which information is to be
managed using ISO 19650, establish an asset breakdown structure for those assets, and classify them using
a framework such as that defined in ISO 12006-2.
In doing so, the appointing party shall consider:
— the assets currently within their asset portfolio;
— any assets that may be added to the asset portfolio; and
— any assets adjacent to their assets, about which they need to store information.
Any considerations not being taken forward shall be recorded by the appointing party as not appropriate or
relevant.
5.1.5 Establish the life cycle for each asset
The appointing party shall establish and maintain an asset life cycle for each asset identified in 5.1.4.
In doing so, the appointing party shall consider:
— the groups or types of assets that share the same life cycle; and
— the identification, name and definition of each stage of the asset life cycle.
Any considerations not being taken forward shall be recorded by the appointing party as not appropriate or
relevant.
NOTE An asset’s life cycle may be defined by the asset management system of the organization as specified in
ISO 55001 for example.
5.1.6 Identify the foreseeable trigger events
The appointing party shall identify the foreseeable trigger events throughout each asset life cycle (5.1.5),
that will trigger the initiation of projects and the need for information to be managed (5.3).
NOTE 1 Trigger events can occur at any stage of the asset life cycle and/or at the same time.
NOTE 2 Different types of asset, particularly at system or equipment level, can be subject to identical or similar
trigger events. However, the asset management response and the asset information to be produced can be different in
each case.

NOTE 3 Some trigger events can be identified independently from the assets, for example severe weather or
geological activities.
NOTE 54 As new assets are identified (5.1.4), new trigger events can be identified.
5.1.7 Determine whether a security-minded approach is required
The appointing party shall apply the security triage process outlined in ISO 19650-5 to determine whether a
security-minded approach is required in relation to each asset identified within 5.1.4.
In doing so, the appointing party shall consider:
— if the asset, as well as any associated information, in whole or in part, whether planned or existing, is
considered sensitive;
— if access will be, or has already been, gained to information about another organization, its assets,
products or services that is not otherwise publicly available; and
— if the information about another organization, its assets, products or services is considered sensitive.
Any considerations not being taken forward shall be recorded by the appointing party as not appropriate or
relevant.
Following the security triage process, should any additional measures be required, then the appointing
party shall undertake the activities defined within ISO 19650-5.
5.1.8 Establish the purposes for which information is needed
The appointing party shall establish and maintain the purpose(s) for which information is needed in relation
to each asset identified within 5.1.4, during each stage of its life cycle (5.1.5).
In doing this, the appointing party shall consider purposes for information from:
a) an organizational management (e.g. ISO 9001) perspective, including:
— any existing organizational information requirements;
— the organization’s strategic goals, objectives and business plans; and
— the organization's current and future business activities.
b) an asset management (e.g. ISO 55001) perspective, including:
— any existing asset information requirements;
— the operation and maintenance activities relating to each asset;
— the purpose(s) for which asset information needs to be managed as an effective organizational resource,
see ISO 55001;
— the ownership of each asset and the information associated with it;
— information required across groups of assets as well as for individual assets; and
— where an ISO 55001 asset management system is in place, the impact of its asset management strategy
and plans.
c) an asset-related project management (e.g. ISO 21500) perspective, including:
— any existing asset-related project information requirements;
— the asset-related project plan of work and associated tasks;
— the potential procurement routes;

— the key decision points throughout asset-related projects;
— the decisions that the appointing party needs to make at each key decision point; and
— the questions to which the appointing party needs answers, to make informed decisions.
d) other perspectives, including:
— other management functions, such as facilities management (e.g. ISO 41001);
— health and safety (e.g. ISO 45001);
— legal or regulatory;
— financial management (funding, investment and insurance etc);
— user; or
— societal.
Any considerations not being taken forward shall be recorded by the appointing party as not appropriate or
relevant.
The purposes for information should be captured from the actor(s) who represent(s) each perspective and
is/are able to support the validation and verification of the information submitted if needed.
