Self-propelled agricultural machinery - Assessment of stability - Part 1: Principles (ISO 16231-1:2013)

ISO 16231-1:2013 specifies principles for the assessment of stability with respect to the design and construction of self-propelled ride-on machines used in agriculture and the hazard of rolling over or tipping over, or both when the machine is used as intended and under the conditions foreseeable by the manufacturer. In addition, it specifies the type of information on safe working practices (including residual risks) to be provided by the manufacturer.
ISO 16231-1:2013 is not applicable to
?       machines with an unladen mass lower than 400 kg;
?       machines covered by other machine specific standards dealing with the protection against rollover and tip-over (e.g. agricultural tractors, forestry tractors);
?       hazards associated with road transport operations;
?       free fall events;
?       rollover as a result of impact collisions.
ISO 16231-1:2013 is not applicable to machines manufactured before the date of its publication.

Diese Internationale Norm legt Richtlinien für die Bewertung der Stabilität in Bezug auf die Entwicklung von
selbstfahrenden Maschinen in der Landwirtschaft sowie für die Bewertung der Gefahr des Überschlagens
oder Umkippens oder beider zugleich fest, wenn die Maschine bestimmungsgemäß und unter den vom
Hersteller vorgesehenen Bedingungen genutzt wird. Zusätzlich bestimmt sie die Art der Informationen zu
sicheren Arbeitsverfahren (einschließlich der verbleibenden Risiken), die durch den Hersteller zur Verfügung
zu stellen sind.
Diese Internationale Norm ist nicht anwendbar auf:
- Maschinen, die durch andere maschinenspezifische Standards erfasst werden, die sich mit dem Schutz
vor Überschlagen oder Umkippen befassen (z. B. land- oder forstwirtschaftliche Zugmaschinen),
- Gefahren, die mit Arbeitsvorgängen während der Beförderung auf Straßen einhergehen,
- Vorgänge eines freien Falls oder Überschlagens in Folge eines Anpralls.
Diese Internationale Norm ist nicht anwendbar auf Maschinen, die vor dem Veröffentlichungsdatum dieser
Norm hergestellt wurden.

L'ISO 16231-1:2013 fixe les principes de l'évaluation de la stabilité au regard de la conception et de la fabrication des machines automotrices à conducteur porté utilisées dans le domaine agricole ainsi que de l'appréciation du risque de retournement ou de renversement, ou de la combinaison de ces deux risques, lorsque la machine est utilisée comme prévu et dans les conditions prévisibles par le fabricant. En outre, l'ISO 16231-1:2013 précise le type d'informations sur les pratiques de travail sûres (y compris les risques résiduels) à fournir par le fabricant.
L'ISO 16231-1:2013 n'est pas applicable:
aux machines de masse à vide inférieure à 400 kg;
aux machines traitées dans d'autres normes spécifiques relatives à la protection contre le retournement et le renversement (par exemple, tracteurs agricoles ou forestiers);
aux risques liés aux opérations de transport sur route;
aux cas de chute libre;
au retournement à la suite de collisions.
L'ISO 16231-1:2013 n'est pas applicable aux machines construites avant la date de sa publication.

Ta del standarda ISO 16231 določa načela za ugotavljanje stabilnosti ob upoštevanju zasnove in izdelave samognanih kmetijskih strojev s sedežem ter nevarnosti, da se stroj prevrne in/ali prekucne, ko se uporablja v skladu z namembnostjo in pod pogoji, ki jih je predvidel proizvajalec. Določa tudi vrsto informacij o varnih delovnih praksah (vključno z ostalimi tveganji), ki jih mora zagotoviti proizvajalec. Ta del standarda ISO 16231 se ne uporablja za:
– stroje z neobremenjeno maso, ki je manjša od 400 kg;
– stroje, ki so zajeti v drugih standardih za stroje, ki obravnavajo zaščito pred prevrnitvijo (npr. kmetijski traktorji, gozdarski traktorji);
– nevarnosti, ki so povezane s cestnim prevozom;

This document (EN ISO 16231-1:2013) has been prepared by Technical Committee ISO/TC 23 "Tractors and
machinery for agriculture and forestry" in collaboration with Technical Committee CEN/TC 144 “Tractors and
machinery for agriculture and forestry” the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by November 2013, and conflicting national standards shall be withdrawn
at the latest by November 2013.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent

Relationship between this European Standard and the Essential
Requirements of EU Directive 2006/42/EC
This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide a means of conforming to Essential Requirements of the
New Approach Directive 2006/42/EC on machinery
Once this standard is cited in the Official Journal of the European Union under that Directive and has been
implemented as a national standard in at least one Member State, compliance with the normative clauses of
this standard confers, within the limits of the scope of this standard, a presumption of conformity with the
Essential Requirement 3.4.3 of that Directive and associated EFTA regulations.
NOTE In addition, compliance with EN ISO 16231-2 is required to achieve presumption of conformity with the
Essential Requirement indicated in this Annex.
WARNING — Other requirements and other EU Directives may be applicable to the product(s) falling within
the scope of this standard.

Foreword
