Overview
EN 17617:2021 (CEN) - "Outdoor candles - Product safety labels" specifies required safety information and display rules for outdoor candles. The standard defines mandatory and optional safety signs and texts, guidance on layout, and rules for placing labels on products or packaging to reduce fire and injury risks during outdoor use. It was prepared by CEN/TC 369 and approved by CEN (Aug 2021); national adoption was required by mid‑2022.
Key topics and requirements
- Scope and exclusions: applies to candles intended for use outdoors. Excludes sticks wrapped with fuel‑soaked materials, oil lamps on a stick, and professional frost‑protection products for orchards/vineyards.
- Hazard assessment: manufacturers must assess product hazards and residual risks to determine which label elements are needed; avoid information overload.
- Label components:
- General warning sign based on W001 of EN ISO 7010.
- Mandatory supplementary safety information (Tables 1–4) covering the highest‑priority risks (e.g., never leave unattended; minimum clearance distances; keep away from children and pets; use a heat‑resistant base).
- Optional supplementary symbols/texts (Annex A) for product‑specific guidance (e.g., trim wick, do not burn in rain, do not move a burning candle).
- Layout and placement:
- Supplementary symbols/text are placed close to the general warning sign (below or to the right).
- All elements must contrast with the background; single‑colour printing allowed (background need not be yellow).
- Minimum symbol height is 5 mm (larger recommended to ensure legibility).
- If packaging space is limited, optional information can appear on peel‑off or fold‑out panels with clear indication where to find it.
- Product‑type specifics: special mandatory/optional messages exist for grave lights, floating candles, container candles, and garden torches (e.g., “Only use at cemeteries outdoors” for grave lights).
Applications - who uses EN 17617
- Candle manufacturers and product designers - to create compliant safety labels and packaging.
- Quality, regulatory and compliance teams - to meet CEN/national labelling obligations.
- Importers, distributors and retailers - to verify safety information is present and legible.
- Test laboratories and certification bodies - for conformity checks and labeling audits.
- Safety officers and consumer protection agencies - to evaluate risk communication effectiveness.
Practical value
Implementing EN 17617 improves consumer safety, reduces fire incidents from outdoor candle misuse, and ensures consistent, internationally comprehensible labelling across EU/EEA markets. Introduction
Candles have accompanied mankind for more than 2 000 years serving, above all, as a light source. Closely
connected to the development history of the candle are the efforts made to improve its quality and its
safety in use. Discussions in the past and present over fires caused by unsafe candles and/or
inappropriate use during the burning of candles have led to consumers concern for these issues.
Most fire damage caused by candles can be attributed to improper use by the consumer. The fire risk of
the candle due to inappropriate use can be minimized by suitable safety information for the consumer.
This information will be easily and non-verbally comprehensible.

The primary scope of this document is to establish essential safety labels and instructions that will enhance user awareness and promote safe practices while using outdoor candles. One of the notable strengths of this standard is its detailed specification regarding the requirements for displaying safety information. By setting clear guidelines, EN 17617:2021 ensures that manufacturers present vital safety instructions in a manner that is easily understandable and accessible to all users. This emphasis on clear communication significantly reduces the risk of misuse and potential hazards associated with outdoor candle use, making it an invaluable tool for promoting consumer safety. Moreover, the standard's relevance in the current market cannot be overstated. With the increasing popularity of outdoor candles for leisure and decorative purposes, the EN 17617:2021 addresses the growing need for reliable safety measures. By excluding specific products like sticks wrapped with fuel-soaked materials and professional oil lamps, the document maintains a focused approach, ensuring that the guidelines ascertain the safety of typical outdoor candles that consumers are likely to encounter. Overall, the EN 17617:2021 standard serves as a crucial resource for manufacturers and consumers alike, promoting an enhanced understanding of safety practices and bolstering product safety in the outdoor candle market.
