4 Requirements
4.1 General
Product properties shall be assessed in accordance with Clause 5. To comply with this European Standard,
products shall meet the requirements of 4.2, and the requirements of 4.3 as appropriate.
One test result for a product property is the average of the measured values on the number of test specimens
given in Table 4.
4.2 For all applications
4.2.1 Thermal resistance
Thermal resistance shall be based upon measurements carried out and declared in accordance with
EN 16012, and at reference conditioning 23 °C/50 % RH, as defined in 5.2.
The thermal resistance shall be declared by the manufacturer according to the following:
— the reference mean temperature shall be 10 °C;
— the measured values shall be expressed with three significant figures;
— the declared thermal resistance, R , shall be given as a limit value representing at least 90 % of the

production, determined with a confidence level of 90 %;

4.2.2 Emissivity
The emissivity of the reflective surface or surfaces of the product shall be determined in accordance with the
method given in EN 16012:2012+A1:2015, 5.9 and Annex D, after conditioning in accordance with
EN 16012:2012+A1:2015, D.5.3.
Measured values shall be declared by the manufacturer according to the following:
— the measured value shall be expressed to 2 significant figures;
— the declared value of emissivity ε shall be given as a limit value representing at least 90 % of the

production, determined with a confidence level of 90 %;
— the statistical value of emissivity ε shall be declared for each external face of the product if the two
90/90
faces differ (including the presence of printing exceeding 5 % of the area on any face), otherwise the
declared value may be the mean value for the two faces provided they do not differ by more than 0,01;
— the statistical value of emissivity shall be rounded upwards to the nearest 0,01. Values less than 0,05
shall be declared as 0,05.
4.2.3 Length and width
Length, l, and width, b, shall be determined in accordance with EN 822. No test result shall deviate from the
nominal values by more than the following:
— - 2 % to + 5 % for length,
— ± 2,0 % for width.
4.2.4 Thickness
Thickness, d, shall be determined in accordance with EN 823 except that the load shall be 25 Pa, and for
products with a level of compressive stress or compressive strength of 10 kPa or greater (see 4.3.3), the load
shall be 250 Pa. No test result shall deviate from the nominal thickness, d , by more than the tolerances given

in Table 2 for the declared level or class.

This test shall not be performed on product comprising single thin sheets less than 1 mm in thickness that are
supplied in the form of “pillows” or “cushions” (See EN 16012:2012+A1:2015, 4.5, Product Type 4).
4.2.5 Squareness
Squareness shall be only be determined for product supplied as boards or sheets less than 5 m in length and
shall be in accordance with EN 824. The deviation from squareness on length and width, S , of boards and

sheets shall not exceed 10 mm/m.
4.2.6 Mass per unit area
The mass per unit area shall be determined in accordance with EN 1602 but the result shall be declared as
the mass per square metre of product. No individual result shall vary by more than 10 % of the declared value.
4.2.7 Tensile strength parallel to faces
Tensile strength parallel to faces, σ , shall be determined in accordance with EN 1608. For handling purposes,

products shall have a tensile strength parallel to faces high enough to support twice the weight of the full-size
product.
4.2.8 Water vapour transmission
Water vapour transmission properties shall be determined in accordance with EN 12086 (using ‘wet’
conditions), and declared as the water vapour resistance, Z or the diffusion factor μ. All test results for Z or µ
shall be within the declared tolerance of the declared value.
4.2.9 Reaction to fire of the product as placed on the market
Reaction to fire classification of the product, as placed on the market, shall be determined in accordance with
EN 13501-1 and the mounting and fixing rules given in EN 15715.
NOTE 1 This classification is compulsory and always included in the CE marking label.
Detailed information about the test conditions and the field of application of the classification as stated in the
reaction to fire classification report shall be given in the manufacturer's literature.
NOTE 2 The Commission Decision 96/603/EC of 4 October 1996, amended by the Commission Decisions
2000/605/EC of 26 September 2000 and 2003/424/EC of 6 June 2003, gives the list of products to be considered as
reaction to fire class Euroclass A1 without the need for testing.
4.2.10 Release of dangerous substances
National regulations on dangerous substances may require verification and declaration on release, and
sometimes content, when construction products covered by this European Standard are placed on those
markets.
In the absence of European harmonized test methods, verification and declaration on release/content should
be done taking into account national provisions in the place of use.

4.2.11 Durability characteristics
4.2.11.1 General
The appropriate durability characteristics have been considered and are covered in 4.2.11.2 and 4.2.11.3.
4.2.11.2 Durability of thermal resistance against ageing/degradation
The thermal resistance may be affected by ageing of the low emissivity facing. The procedure for
determination of emissivity given in EN 16012 (see 4.2.2) already provides information on the potential ageing
of the low emissivity surface.
To assess degradation in thickness, the thickness measurement procedure described in 4.2.4 shall be carried
out after ageing in accordance with EN 16012:2012+A1:2015, D.5.3, except that the duration of the
conditioning shall be reduced to 8 h. This shall be carried out as part of the Product Type Determination; the
change in thickness after ageing shall not be greater than the minimum tolerance in the class of the declared
thickness (Table 2).
4.2.11.3 Durability of reaction to fire of the product as placed on the market against ageing/
degradation
Reaction to fire of the product as placed on the market does not change with time. This is covered by 4.2.9
reaction to fire of the product as placed on the market.
4.3 For specific applications
4.3.1 General
If there is no requirement for a property described in 4.3 for a product in use, then the property does not need
to be determined and declared by the manufacturer.
4.3.2 Thermal resistance with heat flow downwards
In addition to the declared value specified in 4.2.1, the manufacturer may also provide information on the
thermal resistance when used in applications with heat flow downwards. The procedure is given in C.4.
4.3.3 Air flow resistivity
For acoustical applications, the airflow resistivity, AF , shall be determined in accordance with EN 29053. The

value of airflow resistivity shall be declared in levels with steps of 1 kPa⋅s/m . No test result shall be lower
than the declared value.
4.3.4 Water absorption
4.3.4.1 Short-term water absorption
Short-term water absorption by partial immersion, W , shall be determined in accordance with EN 1609. No

test result shall exceed 1,0 kg/m . By exception, products less than 50 mm thick shall be tested with only
5 mm of water depth and products less than 10 mm thickness shall be excluded from this requirement.
4.3.4.2 Long-term water absorption
Long-term water absorption by partial immersion, W , shall be determined in accordance with EN 12087.

4.3.5 Resistance to tearing
The resistance to tearing (for example by exposed nails) shall be determined in accordance with EN 12310-1.
No value shall be less than 50 N and the rupture elongation shall exceed 5 %.
4.3.6 Sound absorption
Sound absorption coefficient shall be determined in accordance with EN ISO 354. The sound absorption
characteristics shall be calculated in accordance with EN ISO 11654 using the values for the practical sound
absorption coefficient, α , at the frequencies: 125 Hz, 250 Hz, 500 Hz, 1 000 Hz, 2 000 Hz and 4 000 Hz and

the single number value for the weighted sound absorption coefficient, α .

4.3.7 Reaction to fire of the product in standardized assemblies simulating end-use applications
Reaction to fire classification of products in standardized assemblies simulating end-use applications shall be
determined in accordance with EN 13501-1 and the mounting and fixing rules given in EN 15715.
This classification offers the opportunity to give a complementary and optional declaration on reaction to fire
for standard test configurations of assemblies which include the insulation product.
The number of the selected test configuration of assembly (EN 15715:2009, Table 5) which is used in the test
shall be quoted with the Euroclass.
Detailed information about the test conditions and the field of application of the classification as stated in the
reaction to fire classification report shall be given in the manufacturer's literature.
4.3.8 Continuous glowing combustion
NOTE A test method is under development and this European Standard will be amended when this is available.
4.3.9 Water tightness
Water tightness (or water penetration resistance) shall be determined in accordance with the method given in
EN 13859–1:2014, 5.2.3 and 5.2.4. The value of W, for reflective insulation products shall be declared
according to the tolerances given in Table 3.

4.3.10 Thermal resistance in standardised assemblies simulating end-use application and under
specified conditions
NOTE A test method is under development.
5 Test methods
5.1 Sampling
Test specimens shall be taken from the same sample with a total area not less than 1 m and sufficient to
cover the needed tests. The shorter side of the sample shall not be less than 300 mm or full size of the
product whichever is the smaller.
5.2 Conditioning
Unless specified elsewhere in this European Standard, or in the relevant test standard, test specimens shall
be conditioned at (23 ± 2) °C and (50 ± 5) % relative humidity for at least 6 h prior to test. In case of dispute,
the test specimens shall be stored at (23 ± 2) °C and (50 ± 5) % relative humidity at least 72 h prior to testing.
For FPC, no special conditioning of the test specimens is needed.
5.3 Testing
5.3.1 General
Table 4 gives the test methods, dimensions of the test specimens, the minimum number of measurements
required to get one test result and any specific conditions which are necessary.
5.3.2 Thermal resistance
Thermal resistance shall be determined in accordance with EN 16012 and under the following conditions:
— at a mean temperature of (10 ± 0,30) °C for hot plate tests;
— at a mean temperature of (10 ± 1) °C for hot box tests unless the equipment does not allow cooling of the
warm chamber below ambient when the mean temperature shall be (15 ± 1) °C;
— after conditioning in accordance with 5.2.
Thermal resistance may also be measured at mean temperatures other than 10 °C, providing that the
accuracy of the relationship between temperature and thermal properties be well documented.
Thermal resistance shall be determined directly at measured thickness or the nominal thickness whichever is
lower when tested in the hot plate.

7 Assessment and Verification of the Constancy of Performance (AVCP)
7.1 General
The manufacturer or his authorized representative shall be responsible for the conformity of his product with
the requirements of this European Standard. The Assessment and Verification of Constancy of Performance
(AVCP) shall be carried out in accordance with EN 13172 and shall be based on Product Type Determination
(PTD), Factory Production Control (FPC) by the manufacturer, including product assessment and tests on
samples taken at the factory.
The compliance of the product with the requirements of this European Standard and with the stated values
(including classes) shall be demonstrated by
— Product Type Determination (PTD),
— Factory Production Control by the manufacturer, including product assessment.
If a manufacturer decides to group his products, it shall be done in accordance with EN 13172.
7.2 Product Type Determination (PTD)
All characteristics defined in 4.2 and those in 4.3 if declared, shall be subject to Product Type Determination
(PTD) in accordance with Annex B.
7.3 Factory Production Control (FPC)
The minimum frequencies of tests in the factory production control (FPC) shall be in accordance with
Annex B. When indirect testing is used, the correlation to direct testing shall be established in accordance with
EN 13172.
8 Marking and labelling
Products conforming to this European Standard shall be marked clearly, either on the product or on the label
or on the packaging, with the following information:
— product name or other identifying characteristic;
— the intended use of the product given by the abbreviation ThiB;
— name or identifying mark and address of the manufacturer or his authorized representative;
— shift or time of production or traceability code (or UIC);
— reaction to fire class of the product as placed on the market. This classification shall be in accordance
with 4.2.9;
— declared thermal resistance of the core (R );

— optionally, the declared thermal resistance of the core together with one or two adjacent air spaces in a
table as shown below (Table 5) except where not applicable (N/A). If the emissivity of the faces differs

Annex A
(normative)
Determination of the declared values of thermal resistance of the core
and/or declared value of emissivity
A.1 General
It is the responsibility of the manufacturer to determine the declared values of thermal resistance and
emissivity. He shall demonstrate conformity of the product to its declared values. The declared values of
thermal resistance and emissivity of a product are the expected values of these properties during an
economically reasonable working life under normal conditions, assessed through measured data at reference
conditions. Products less than 1 mm in thickness have no thermal resistance and only emissivity is relevant.
A.2 Input data
The manufacturer shall have at least 10 test results for thermal resistance and emissivity, obtained from
internal and/or external direct measurements in order to calculate the declared values. The direct thermal
resistance and emissivity measurements shall be carried out at regular intervals spread over a time period of
the last 12 months. If less than 10 results are available, the time period may be extended, until 10 test results
are reached, but with a maximum of three years within which the product and the production conditions have
not changed significantly.
