NOTE This standard is designed to help with drafting the safety analysis and report in relation to fire hazards. 4.2.4 Safety objectives Fire outbreak and fire spread hazards shall be minimised in the design, operation and maintenance of cable installations. NOTE This applies in particular to load-bearing, hauling and hauling/load-bearing cables, cable connections, as well as cable anchor points and tensioning devices. If fire breaks out in a carrier on the line, the priority is for it to reach an evacuation area as quickly as possible. If fire breaks out in a station and/or in a carrier in a station, the priority is to evacuate persons from carriers and from the station. Recovery of carriers during a fire shall be facilitated in the event of a safety device being triggered. 4.2.5 Safety measures In order to avoid or limit the hazardous scenarios listed in 4.2.2, safety measures shall be established based on the safety analysis outlined in 4.2.3, thereby ensuring that carrier passengers or persons present in the station avoid being injured by fire or choked by smoke. The safety measures shall take account of the type of cableway installation, the type of construction, the installation site and the local environment (roads, railways, buildings, forest, etc.). The measures listed in this document are construction and operational measures intended to: — avoid a fire resulting in damage to the cableway installation; — minimize the thermal loads in the cableway installation; — limit the damaging effects of a fire on the major safety components by timely detection, alarm and firefighting; — define adequate characteristics (in particular, reaction to fire and fire resistance) of the major safety components taking into account thermal stressing in the event of a fire in the cableway installation; — provide a fire-resistant separation between adjoining areas for an adequate period of time; — install adequate evacuation routes in stations and/or along the line; — provide personnel and passengers with suitable instructions; — provide training allowing personnel to act appropriately regarding fire prevention and firefighting. If recovery of carriers during a fire is required, the cableway installation shall be kept operational for the increased recovery time "iRT". In addition, if it is necessary, "fire mode" also allows carriers to be recovered as quickly as possible when one or several devices that engage a safety function (in accordance with EN 13243:2015, 3.1) no longer fulfil their function due to the fire. NOTE Devices that engage a safety function are, for example, external sensors and their electrical cables, whether on the line, in stations, or in carriers.
— other: as appropriate depending on the safety analysis (for example: specific line section travelling above a forest, barn, building etc.). In "fire mode", the driver shall be able to adjust the speed of the cableway installation up to the maximum speed permitted at each point of the line. However, the functionality of the cableway installation in "fire mode" cannot be guaranteed under certain conditions, specifically in the event of a fire in electrical spaces (e.g. control point, transformer space, low-voltage space) or machinery spaces. c) All “fire mode” control mechanisms shall be located in the control point of the cableway installation.
d) Access to each individual manual "fire mode" control mechanism shall be designed so as to prevent its accidental handling. NOTE Access via a protected box, either break-glass or lead-sealed, can meet this requirement. e) Any inadvertent triggering of this "fire mode", following technical malfunction, should be avoided. f) A single technical malfunction on a control mechanism as defined in 5.2.b) shall not prevent the activation of the "fire mode”. g) As an exception to the standards referred to in chapter 2, engagement of “fire mode” shall not cause the cableway installation to come to a stop. Moreover, it is possible to start the cableway installation in “fire mode”. h) The "fire mode" helps to recover carriers at the maximum speed permitted at each point of the line, by ruling out stoppages and reductions in speed caused by the fault or malfunction of a device that engages a safety function (in accordance with EN 13243:2015, 3.1).
i) The activation of the "fire mode" shall trigger a special signal that may be clearly perceived by the driver of the cableway installation. If the communication systems are operational at the time that the "fire mode" is activated, this signal shall be triggered at all stations of the cableway installation.
