Powered hand-held hedge trimmers - Safety (ISO 10517:2019)

This document specifies safety requirements and measures for the verification of the design and construction of hand-held, integrally-driven combustion engine hedge trimmers (hereafter referred to as "hedge trimmers") designed to be used by a single operator for trimming hedges and bushes while utilizing one or more linear reciprocating cutter blades.
This document is also applicable to "split-boom" type hedge trimmers and to multi-purpose machines when configured as a hedge trimmer.
It establishes methods for the elimination or reduction of hazards arising from the use of the hedge trimmers. In addition, it specifies the type of information to be provided by the manufacturer on safe working practices.
This document deals with all significant hazards, hazardous situations and events relevant to powered hand-held hedge trimmers when they are used as intended and under the conditions of misuse that are reasonably foreseeable by the manufacturer (see Clause 4).
This document is not applicable to hedge trimmers with an engine displacement over 80 cm3, nor is it applicable to hedge trimmers manufactured before the date of its publication.

Tragbare motorgetriebene Heckenscheren - Sicherheit (ISO 10517:2019)

Dieses Dokument legt sicherheitstechnische Anforderungen und Maßnahmen für die Überprüfung der Gestaltung und Konstruktion von tragbaren Heckenscheren mit Antrieb durch Verbrennungsmotor fest (nachfolgend „Hecken¬scheren“ genannt), die für die Anwendung durch einen einzelnen Benutzer zum Schneiden von Hecken und Büschen bestimmt und mit einem oder mehreren sich linear bewegenden Schneidmessern ausgestattet sind.
Dieses Dokument gilt auch für Heckenscheren mit teilbarem Schaft und Mehrzweckgeräte, wenn sie als Heckenschere konfiguriert sind.
Es legt Maßnahmen zur Vermeidung oder Verminderung der sich aus dem Gebrauch von Heckenscheren ergebenden Gefährdungen fest. Außerdem spezifiziert es die Art der Informationen über sicheres Arbeiten, die vom Hersteller zur Verfügung zu stellen sind.
Dieses Dokument behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und  ereignisse, die bei bestimmungsgemäßer Verwendung und bei durch den Hersteller vernünftigerweise vorhersehbarer Fehlanwendung für tragbare motorbetriebene Heckenscheren relevant sind (siehe Abschnitt 4).
Dieses Dokument gilt nicht für Heckenscheren mit einem Hubraum über 80 cm3 und auch nicht für Heckenscheren, die vor dem Datum dieser Veröffentlichung hergestellt worden sind.

Le présent document spécifie les exigences de sécurité et les mesures relatives à leur vérification pour la conception et la construction des taille-haies portatifs à moteur thermique intégré, désignés ci-après par «taille-haies», conçus pour être utilisés par un seul opérateur pour tailler les haies et les buissons, et comportant une ou plusieurs lames de coupe à mouvement linéaire alternatif.
Le présent document s'applique également aux taille-haies de type à «perche fractionnée» et aux machines à usage universel lorsqu'elles sont configurées en taille-haies.
Il définit des méthodes permettant d'éliminer ou de réduire les phénomènes dangereux résultant de l'utilisation des taille-haies. En outre, il spécifie le type d'informations à fournir par le fabricant à propos des méthodes de travail sûres.
Le présent document traite tous les phénomènes dangereux importants, les situations dangereuses et les événements associés aux taille-haies portatifs à moteur lorsqu'ils sont utilisés pour l'usage prévu et dans les conditions de mauvaise utilisation raisonnablement prévisibles par le fabricant (voir l'Article 4).

Prenosni motorni obrezovalniki žive meje - Varnost (ISO 10517:2019)

Ta dokument določa varnostne zahteve in ukrepe za preverjanje zasnove in izdelave prenosnih motornih obrezovalnikov žive meje (v nadaljevanju »obrezovalniki žive meje«), ki so namenjeni za enega samega upravljavca za obrezovanje žive meje in grmovja z uporabo enega ali več linearnih povratnih rezil.
Ta dokument se uporablja tudi za obrezovalnike žive meje z ločljivim drogom in za večnamenske stroje, če so konfigurirani kot obrezovalniki žive meje.
Določa metode za odpravo ali zmanjšanje nevarnosti, ki izhajajo iz uporabe obrezovalnikov
žive meje. Poleg tega določa vrsto informacij, ki jih mora predložiti proizvajalec v zvezi z varnimi
delovnimi postopki.
Ta dokument obravnava vsa večja tveganja, nevarne okoliščine in nevarne dogodke v zvezi s prenosnimi motornimi obrezovalniki žive meje, kadar se uporabljajo v skladu s predvidenim namenom in pod pogoji pričakovane nepravilne uporabe, ki jih določa proizvajalec (glej točko 4).

Relationship between this European Standard and the Essential
Requirements of EU Directive 2006/42/EC

This European Standard has been prepared under Commission’s standardization request "M/396

mandate to CEN and CENELEC for standardization in the field of machinery" to provide one voluntary

means of conforming to Essential Requirements of Directive 2006/42/EC of the European Parliament

and of the Council of 17 May 2006 on machinery, and amending Directive 95/16/EC (recast).

Once this standard is cited in the Official Journal of the European Union under that Directive,

compliance with the normative clauses of this standard given in Table ZA.1 confers, within the limits of

the scope of this standard, a presumption of conformity with the corresponding Essential

Requirements of that Directive and associated EFTA regulations.

This third edition cancels and replaces the second edition (ISO 10517:2009), which has been technically

revised. It also incorporates the Amendment ISO 10517:2009/Amd 1:2013. The main changes compared

— the noise measurement procedure has been removed from the body of the document and has been

replaced with the reference to ISO 22868;

— the vibration measurement procedure has been removed from the body of the document and has

been replaced with the reference to ISO 22867;
— handle strength requirement has been added;

— extended-reach hedge trimmers have been better implemented in the body of the document;

— a test for the labels has been added;
— several text changes have been made for better understanding.

Introduction
This document is a type-C standard as stated in ISO 12100.

This document is of relevance, in particular, for the following stakeholder groups representing the

market players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);

— health and safety bodies (regulators, accident prevention organisations, market surveillance, etc.).

Others can be affected by the level of machinery safety achieved with the means of the document by the

above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);

— machine users/employees (e.g. trade unions, organizations for people with special needs);

— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).

The above-mentioned stakeholder groups have been given the possibility to participate in the drafting

process of this document.

The machinery concerned and the extent to which hazards, hazardous situations or hazardous events

are covered are indicated in the scope of this document.

When requirements of this type-C standard are different from those which are stated in the type-A or
