Overview

EN 16582-2:2015 (CEN) is the European standard that defines specific safety, quality and test requirements for domestic partially or fully inground swimming pools. It is intended to be read together with EN 16582‑1:2015 (General requirements) and takes precedence where specific requirements differ. The standard applies to private inground pools with a minimum water depth greater than 400 mm and covers pool structures and means of access. It does not apply to public pools covered by EN 15288‑1, paddling pools (EN 71‑8) or spas.

Key topics and technical requirements

  • Scope and applicability
    • Targets domestic inground pools (partially or fully buried) including access features.
    • Minimum water depth > 400 mm.
  • Mechanical resistance and structural performance
    • Design must consider permanent and variable loads: dead weight, ground pressure, hydrostatic water pressure and additional deck loads.
    • Ground pressure model: Pground(z) = K · γ · z (document specifies γ = 18 kN/m³ and K = 0.30).
    • Hydrostatic pressure model: Pwater(z) = γ · z (water unit weight γ = 10 kN/m³).
    • Additional deck overload: qv = 2.5 kN/m² with derived lateral pressure qh (~0.83 kN/m² using K' = 0.333).
  • Limit states and safety factors
    • Defines Serviceability Limit States (SLS) and Ultimate Limit States (ULS) combinations for design and testing.
    • Emphasises SLS checks with a deformation limit of L/200 between supports.
  • Watertightness and leakproofing
    • Distinguishes watertightness provided by the structure itself, support-dependent systems and support-independent systems.
  • Material- and construction-specific requirements
    • Prefabricated structures: must be installed per manufacturer instructions.
    • Polyester shells: three-step conformity procedure - traceability/quality system, mechanical testing (EN ISO 14125 / EN ISO 527‑4) on factory samples, and full structural verification (testing or finite element modelling) for new shapes/processes.
    • Reinforced concrete and masonry structures: to be designed according to applicable codes (Eurocodes where relevant).
  • Installation tolerances and means of access
    • Tolerances for dimensions, flatness, levels and submerged steps are specified to ensure serviceability and safety.

The standard EN 16582-2:2015 provides essential guidelines and requirements specifically designed for domestic swimming pools, focusing on inground structures. It clarifies the specific safety and quality requirements for partially and fully inground swimming pools, ensuring that these pools meet the necessary safety standards for residential use. One of the significant strengths of this standard is its comprehensive scope, as it not only addresses safety but also outlines appropriate test methods to assess compliance. This dual approach enhances the assurance that inground pools are constructed and maintained with the highest safety protocols in mind. By emphasizing that the specific requirements outlined in this document take precedence over the general requirements in EN 16582-1, it ensures that users, manufacturers, and builders are aligned with the most current safety practices relevant to inground pool systems. The focus on pools with a minimum water depth of 400 mm adds an important layer of safety, distinguishing the regulatory requirements for deeper pools from those of shallower or different types of water features. The exclusion of public use pools, paddling pools, and spas from this standard further sharpens its focus on domestic applications, thereby reinforcing its relevance to homeowners and private pool contractors. Overall, EN 16582-2:2015 stands out for its clear articulation of safety requirements and testing protocols specific to inground swimming pools, making it an invaluable resource for ensuring both safety and compliance in domestic pool installation and operation.
