Non-destructive testing - Qualification and certification of NDT personnel - General principles

This European Standard establishes principles for the qualification and certification of personnel who perform industrial non-destructive testing (NDT). The term ‘industrial’ implies the exclusion of applications in the field of medicine.
The system described in this European Standard can also apply to other NDT methods, or to new techniques within an established NDT method, provided a comprehensive scheme of certification exists and the method or technique is covered by European, international or national standards, or the new NDT method or technique has been demonstrated as effective through a formal qualification carried out in accordance with CEN/TR 14748.
NOTE 1   Wherever gender specific words such as "his", "her", "he" or "she" appear in this standard, the other gender is also applicable.
When certification of NDT personnel is defined in product standards, regulations, codes or specifications, it is recommended to certify the personnel in accordance with this European Standard.
NOTE 2   The methodology for “Approval” of NDT personnel is not specified in Directive 97/23/EC and it was agreed that guidance was required in order to ensure a consistent approach to the application of the Directive and the implementation of Working Group Pressure guideline 6/13 by Recognised Third Party Organisations (RTPO). As a result a Code of Practice was developed as Technical Report CEN/TR 15589 [3].
The certification covers proficiency in one or more of the following methods:
a)   acoustic emission testing;
b)   eddy current testing;
c)   leak testing (hydraulic pressure tests excluded);
d)   magnetic particle testing;
e)   penetrant testing;
f)   radiographic testing;
g)   ultrasonic testing;
h)   visual testing (direct unaided visual tests and visual tests carried out during the application of another NDT method are excluded).

Zerstörungsfreie Prüfung - Qualifizierung und Zertifizierung von Personal der zerstörungsfreien Prüfung - Allgemeine Grundlagen

Diese Europäische Norm legt Grundsätze für die Qualifizierung und Zertifizierung von Personal fest, das industrielle zerstörungsfreie Prüfungen (ZfP) durchführt. Der Begriff „industriell“ bedeutet den Ausschluss der Anwendung in der Medizin.
Das in dieser Europäischen Norm beschriebene System darf auch für andere ZfP-Verfahren, oder neue Techniken innerhalb bestehender ZfP-Verfahren angewendet werden, vorausgesetzt, es besteht ein anerkanntes Zertifizierungsprogramm und das Verfahren oder die Technik wird in Europäischen, internationalen oder nationalen Normen behandelt, oder das neue ZfP-Verfahren oder die Technik hat sich durch formale Qualifizierung nach CEN/TR 14748 als effektiv erwiesen.
ANMERKUNG 1   Immer wenn geschlechtsspezifische Wörter wie „seine“, „ihre“, „er“ oder „sie“ in dieser Norm erscheinen, gilt dies auch für das andere Geschlecht.
Ist die Zertifizierung von ZfP-Personal in Produktnormen, Gesetzen, Regelwerken oder Spezifikationen festgelegt, wird empfohlen, Personal in Übereinstimmung mit dieser Europäischen Norm zu zertifizieren.
ANMERKUNG 2   Die Verfahrensweise für die „Zulassung“ von ZfP-Personal ist nicht in der Richtlinie 97/23/EG [4] festgelegt und es besteht die Übereinkunft, dass Leitlinien erforderlich sind, um eine gleich bleibende Herangehensweise bei der Anwendung dieser Richtlinie sowie der Umsetzung der Druck-Leitlinie 6/13 [5] der Arbeitsgruppe der Zugelassenen Drittstellenorganisationen (RTPO) sicherzustellen. Daher wurde ein praktisches Regelwerk als CEN/TR 15589 [6] erarbeitet.
Die Zertifizierung schließt die Vertrautheit mit der Anwendung eines oder mehrerer der folgenden Verfahren ein:
a)   Schallemissionsprüfung;
b)   Wirbelstromprüfung;
c)   Dichtheitsprüfung (ausgenommen Wasserdruckprüfungen);
d)   Magnetpulverprüfung;
e)   Eindringprüfung;
f)   Durchstrahlungsprüfung;
g)   Ultraschallprüfung;

Essais non destructifs - Qualification et certification du personnel END - Principes généraux

La présente Norme européenne établit des principes pour la qualification et la certification du personnel chargé
d'effectuer des essais non destructifs (END) industriels. Le terme « industriel » implique l'exclusion d'applications
dans le domaine médical.
Le système décrit dans la présente Norme européenne peut également s’appliquer à d’autres méthodes d’essais
non destructifs, ou à de nouvelles techniques employées dans une méthode d’essai non destructif établie, à
condition qu’un programme de certification complet existe et que la méthode ou technique soit couverte par des
normes européennes, internationales ou nationales, ou que l’efficacité de la nouvelle méthode ou technique
d’essais non destructifs ait été démontrée par une qualification formelle réalisée conformément au CEN/TR 14748.
NOTE 1 Partout où sont utilisés dans la présente norme les mots spécifiques à un genre, tels que « son », « sa », « il » ou
« elle », l’autre genre s’applique également.
Lorsque du personnel END certifié est prescrit dans les normes de produit, les règlements, les codes ou les
spécifications, il est recommandé que le personnel soit certifié conformément à la présente Norme européenne.
NOTE 2 La méthodologie « d’approbation » du personnel END n’est pas spécifiée dans la Directive 97/23/CE [4] et il a été
convenu qu’un guide serait nécessaire pour garantir une approche cohérente dans l’application de la Directive et la mise en
oeuvre de l’orientation 6/13 [5] du Groupe de Travail « Pression » par des Entités Tierces Parties Reconnues (ETPR). Un Code
de bonne pratique a donc été élaboré en tant que Rapport Technique CEN/TR 15589 [3].
La certification couvre la compétence dans l'une ou plusieurs des méthodes suivantes :
a) émission acoustique ;
b) courants de Foucault ;
c) étanchéité (les essais de pression hydrauliques étant exclus) ;
d) magnétoscopie ;
e) ressuage ;
f) radiographie ;
g) ultrasons ;
h) examen visuel (à l'exclusion des examens visuels directs
