Highway maintenance machines - Safety requirements

This European Standard applies to machines used for highway maintenance which are attached to or mounted on carrier vehicles and which are defined in clause 3. Directives and standards for the vehicular truck chassis aspect, termed 'carrier vehicle' in this standard, would be those relevant to that equipment, even where specific modifications have been made to adapt the machines for highway maintenance application. The use in public road traffic is governed by the national regulations.
This European Standard deals with all significant hazards identified through a risk assessment pertinent to highway maintenance machines, when they are used as intended and under the conditions foreseen by the manufacturer (see clause 4). This European Standard does not deal with significant hazards associated with EMC. This European Standard specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards associated with machine operation, setting and adjustments, load discharge and routine maintenance.
This European Standard does not include requirements for the carrier vehicles (e.g. trucks, tractors, construction machines, industrial trucks) as well as their demountable bodywork. These are covered in directives related to the construction of vehicles. Demountable bodywork systems are specified in other standards.
This European Standard does not deal with:
-   walker-operated an hand-held machines;
-   machines for the maintenance of sports grounds;
-   machines for agriculture, horticulture and forestry;
-   winter-service machines;
-   street-cleansing machines, except sweepers in compliance with 3.9;
-   earth-moving machinery;
-   pit and sewer cleaning vehicles/-machines;
-   lifting platforms;
-   refuse-collecting vehicles;
-   bridge-inspection equipment;
-   loading cranes;
-   wood-choppers (bush wood choppers).

La présente Norme européenne s’applique aux machines de maintenance de routes qui sont fixées à ou montées
sur un véhicule porteur telles que définies dans l’Article 3. Les directives et normes relatives aux aspects du châssis
du véhicule, appelés «véhicules porteurs» dans la présente norme, devraient être celles relatives à ces équipements
même lorsque des modifications particulières ont été faites pour transformer les machines de maintenance des
routes. L'utilisation sur les voies publiques est soumise aux réglementations nationales.
La présente Norme européenne traite tous les phénomènes dangereux significatifs !identifiés par une estimation
du risque spécifique aux machines de maintenance des routes lorsqu’elles sont utilisées normalement et dans les
conditions prévues par le fabricant" (voir Article 4). La présente Norme européenne ne traite pas des phénomènes
dangereux associés !texte supprimé" à la compatibilité électromagnétique. Cette Norme européenne spécifie
les mesures techniques appropriées pour éliminer ou diminuer les risques liés aux phénomènes dangereux
significatifs associés au fonctionnement, à la mise en service, aux réglages, à la libération de la charge et à la
maintenance périodique de la machine.
La présente Norme européenne n’inclut pas les véhicules porteurs (par exemple camions, tracteurs, engins de
travaux publics, chariots de manutention), ni les systèmes d’attelage et de dételage de ces machines. Ceux-ci sont
traités par des directives et des normes de construction automobiles. Les systèmes d’attelage et de dételage sont
spécifiés dans d’autres normes.
Cette Norme européenne ne traite pas des :
- engins à conducteur accompagnant et portatifs ;
- engins pour l’entretien des terrains de sport ;
- machines agricoles et forestières et de jardinage ;
- matériel de viabilité hivernale ;
- machines de nettoiement des chaussées, sauf !les balayeuses" selon 3.9 ;
- engins de terrassement ;
