The rules of IEC 60364-4-44 are intended to provide requirements for the safety of electrical installations in the event of voltage disturbances and electromagnetic disturbances generated for different specified reasons. The rules of this IEC 60364-4-44 are not intended to apply to systems for distribution of energy to the public, or power generation and transmission for such systems (see the scope of IEC 60364-1) although such disturbances may be conducted into or between electrical installations via these supply systems. Clause 443 specifies requirements for protection of electrical installations against transient overvoltages of atmospheric origin transmitted by the supply distribution system including direct strikes to the supply system and against switching overvoltages. Clause 443 does not specify requirements for protection against transient overvoltage due to direct or nearby lightning strokes on the structure. NOTE For risk management for protection against transient overvoltage due to direct or nearby lightning strokes on the structure, see IEC 62305-2.

Les règles de l’IEC 60364-4-44 sont destinées à donner des exigences pour la sécurité des installations électriques en cas de perturbations de tension ou d’influences électromagnétiques dues à des raisons diverses. Les règles de l’IEC 60364-4-44 ne s’appliquent pas aux réseaux de distribution d’énergie public ou à la génération de puissance et à sa transmission (voir le domaine d’application de l’IEC 60364-1) bien que de telles perturbations peuvent être transmises dans ou entre des installations électriques par ces réseaux. The text of document 64/2032/FDIS, future IEC 60364-4-44:2007/A1 prepared by IEC/TC 64 “Electrical
installations and protection against electric shock” was submitted to the IEC-CENELEC parallel vote and
approved by CENELEC as HD 60364-4-443:2016.
A draft amendment, which covers common modifications to IEC 60364-4-44:2007/A1:2015
(64/2032/FDIS), was prepared by CLC/TC 64 “Electrical installations and protection against electric
shock” and approved by CENELEC.
The following dates are fixed:
• latest date by which the document has to be implemented at (dop) 2016-12-14
national level by publication of an identical national
standard or by endorsement
• latest date by which the national standards conflicting with the (dow) 2018-12-14
document have to be withdrawn

Special national condition: National characteristic or practice that cannot be changed even over a long
period, e.g. climatic conditions, electrical earthing conditions.
NOTE If it affects harmonization, it forms part of the Harmonization Document.
For the countries in which the relevant special national conditions apply these provisions are normative,
for other countries they are informative.

443.1 Norway
In Norway, every electrical installation shall be protected by a SPD.
443.4 Finland
In Finland protection against transient overvoltage is not mandatory if an installation is
supplied by underground cable.
When the installation is supplied by overhead line, a risk assessment should be
performed.
443.4 Germany
The following content:
For all other cases, a risk assessment according to 443.5 shall be performed in order to
determine if protection against transient overvoltage is required. If the risk assessment is
not performed, the electrical installation shall be provided with protection against
transient overvoltage. However the transient overvoltage protection is not required for
single dwelling units where total economic value of the electrical installation to be
protected is less than 5 times the economic value of the SPD located at the origin of the
installation.

A-deviations
A-deviation: National deviation due to regulations, the alteration of which is for the time being outside the
competence of the CENELEC national member.
This Harmonization Document does not fall under any Directive of the EU.
In the relevant CENELEC countries these A-deviations are valid instead of the provisions of the
Harmonization Document until they have been removed.

Protective Devices (SPDs) is mandatory for all installations.
443.4 Spain
In Spain, according to the Royal Decree 1053/2014, Clause 6.4 of the ITC-BT-52, all the
circuits intended to supply energy to electric vehicles must be protected against transient
overvoltages.
