IEC 61010-2-034:2017 This group safety publication is primarily intended to be used as a product safety standard for the products mentioned in the scope, but shall also be used by technical committees in the preparation of their publications for products similar to those mentioned in the scope of this standard, in accordance with the principles laid down in IEC Guide 104 and lSO/lEC Guide 51. IEC 61010-2-034:2017 specifies safety requirements for measurement equipment for insulation resistance and test equipment for electric strength with an output voltage exceeding 50 V a.c. or 120 V d.c. This document also applies to combined measuring equipment which has an insulation resistance measurement function or an electric strength test measurement function. It has the status of a horizontal standard in accordance with IEC Guide 104. This publication is to be read in conjunction with IEC 61010-1:2010.

Elle doit également être utilisée par les comités d'études dans le cadre de l'élaboration de leurs publications pour des produits similaires à ceux cités dans le domaine d'application de la présente norme, conformément aux principes établis dans le Guide IEC 104 et le Guide ISO/IEC 51. L'IEC 61010-2-034:2017 spécifie les exigences de sécurité applicables aux appareils de mesure de la résistance d'isolement et aux appareils d'essai de rigidité diélectrique avec une tension de sortie supérieure à 50 V en courant alternatif ou 120 V en courant continu. This document applies to electrical equipment using signals in the frequency range 3 kHz to 95 kHz to transmit or receive information on low voltage electrical systems, for electricity suppliers and distributors. In the case of equipment which includes functions other than the transmission or reception of information on LV distribution networks or installations of network users connected to the public electricity distribution network, this document applies only to that part of the equipment intended for such transmission or reception of information. Other parts of the equipment are expected to comply with the immunity standard or standards relevant to the functions of those other parts. The object of this document is to contribute to ensuring EMC in general. It specifies essential immunity requirements and test methods, including those tests which are to be performed during type-testing of MCE, for electromagnetic interference (EMI) generated on LV installations. It defines the methods and requirements for testing immunity concerning the basic function of an MCE, in relation to continuous and transient disturbances, both conducted and radiated, and electrostatic discharges. Test requirements are specified for each port considered. Furthermore it provides guidelines for the assessment of the performance of the communication function of an MCE. Normative specifications are under consideration. This document gives limits which are applicable to MCE used by electricity suppliers and distributors (e.g. DSOs) for purposes like energy management and network monitoring and automation. The levels do not however cover extreme cases which could occur in any location but with a low probability of occurrence. In special cases situations will arise where the level of disturbances could exceed the levels specified in this document, e.g. where a hand-held transmitter is used in proximity of an apparatus. In these instances special mitigation measures might have to be employed. It does not specify immunity between MCE operating in the same nominal frequency band or immunity to signals originating from power line carrier systems operating on high or medium-voltage networks. This second edition cancels and replaces the first edition published in 2012. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - The scope has been reduced to hand-held multimeters. Voltmeters and clamp multimeters have been removed. They are addressed respectively by IEC 61010-2-030 and IEC 61010-2-032. The relevant definitions have been removed. - Subclause 4.4.2.101 has been relocated into Clause 102. - Clearances and creepage distances for wet locations and for measuring circuit terminals exceeding 1 000 V a.c. or 1 414 V d.c. have been specified. - Subclause 14.101 related to "Circuits or components used as transient overvoltage limiting devices in measuring circuits used to measure mains" has been removed. - References to IEC 61010-031 for probe assemblies and IEC 61010-2-032 for current sensors have been added. - Requirements for protection against mains overvoltage measuring circuits have been added. - Clause 102 has been rewritten. - Requirements for measuring circuits from 1 000 V to 3 000 V have been added. - An informative Annex CC about dimensions of 4-mm banana terminals has been added. - A flowchart for insulation according to the type of circuit has been added in a new Annex DD.

IEC 61010-2-091:2019 specifies particular safety requirements for cabinet X-ray systems, which fall under any of categories a), b) or c) below. a) Electrical test and measurement equipment This is equipment which by electromagnetic means tests, measures, indicates or records one or more electrical or physical quantities, also non-measuring equipment such as signal generators, measurement standards, power supplies for laboratory use, transducers, transmitters, etc. NOTE 1 This includes bench-top power supplies intended to aid a testing or measuring operation on another piece of equipment. Power supplies intended to power equipment are within the scope of IEC 61558 (see 1.1.2 h)). This standard also applies to test equipment integrated into manufacturing processes and intended for testing manufactured devices. NOTE 2 Manufacturing test equipment is likely to be installed adjacent to and interconnected with industrial machinery in this application. b) Electrical industrial process-control equipment This is equipment which controls one or more output quantities to specific values, with each value determined by manual setting, by local or remote programming, or by one or more input variables. c) Electrical laboratory equipment This is equipment which measures, indicates, monitors, inspects or analyses materials, or is used to prepare materials, and includes in vitro diagnostic (IVD) equipment. This equipment may also be used in areas other than laboratories; examples include selftest IVD equipment to be used in the home and inspection equipment to be used to check people or material during transportation. This second edition cancels and replaces the first edition published in 2012. It constitutes a technical revision. This edition includes the following significant changes from the first edition, as well as numerous other changes: - The scope of the document has been clarified and limited to equipment up to 500 kV. - Additional marking requirements for X-ray generating assemblies have been added. (5.1) - Requirements for high-voltage cables used in the X-ray assembly have been added. (6.5) - Insulation requirements have been added. (6.7) - Temperature requirements for beam-limiting devices have been added. (10.3) - Clarification has been provided on and , and test methods. 1 Scope and object This clause of Part 1 is applicable, except as follows: 1.1 Scope 1.1.1 Equipment included in scope Deletion: Delete the first paragraph. Replacement: Replace the second paragraph (above items a) to c)) with the following new text: This part of IEC 61010 specifies particular safety requirements for cabinet X-ray systems, which fall under any of categories a), b) or c) below. Addition: Add the two following new paragraphs at the end of the subclause: Equipment covered by this document can be both PROTECTED EQUIPMENT or PARTIALLY PROTECTED EQUIPMENT, with X-ray generator voltage up to 500 kV. A cabinet X-ray system is a system that contains an X-ray tube installed in a cabinet, which, independently of existing architectural structures except the floor on which it may be placed, is intended to contain at least that portion of a material being irradiated, provide radiation attenuation and prevent operator access to the radiation beam, during generation of X-radiation. These cabinet X-ray systems are used in industrial, commercial, and public environments, for example, to inspect materials, to analyse materials, and to screen baggage. 1.1.2 Equipment excluded from scope Addition: Add the following new items to the list: aa) Equipment intended to apply X-radiation to humans or animals; bb) Equipment incorporating an X-ray tube but not incorporating complete shielding against X-radiation HAZARDS, such as: – equipment intended to be used within a shielded room which excludes personnel during operation; – equipment intended to be used with separate portable or temporary shielding; – equipment intended to produce an emerging beam of X-radiation. 1.2 Object 1.2.1 Aspects included in scope Addition: Add the following new text to the end of the first paragraph: This part of IEC 61010 specifies requirements for the design and methods of construction of cabinet X-ray systems to provide adequate protection for OPERATORS, bystanders, trained service personnel and the surrounding area against unintentionally-emitted X-radiation and from mechanical HAZARDS related to their conveyors.

The existence of these circuits in equipment requires additional protective means between the circuit and an OPERATOR. NOTE These testing and measuring circuits can, for example: – measure voltages in circuits of other equipment, – measure temperature of a separate device via a thermocouple, – measure force on a separate device via a strain gauge, – inject a voltage onto a circuit to analyse a new design. Equipment having these testing and measuring circuits may be intended for performing tests and measurements on hazardous conductors, including MAINS conductors and telecommunication network conductors. See Annex BB for considerations of HAZARDS involved in various tests and measurements.

Indirect bonding for testing and measuring circuits has been modified, in particular to take into account the duration of current flow versus body current for a.c. and d.c. currents according to IEC TS 60479-1 and IEC TS 60479-2.
Clearance and creepage distance for wet locations and for measuring circuit terminal exceeding 1 000 V a.c. or d.c have been specified.
The voltage source for testing overvoltage limiting component or circuit may be limited to 400 V.
Requirements against transient overvoltages for mains voltage measuring circuits have been added.
Requirements for measuring circuits from 1 000 V d.c. to 1 500 V d.c. have been added.
The corrigendum has been included in Tables K.102 to K.104.
Requirements for reduction of transient overvoltages have been modified.
An informative Annex CC about the dimensions of banana terminals has been added.

This clause of Part 1 is applicable except as follows: 1.1.1 Equipment included in scope Replacement: Replace the text, except the first paragraph, by the following new text: This part of IEC 61010 applies to automatic and semi-automatic laboratory equipment for analysis and other purposes. Automatic and semi-automatic laboratory equipment consists of instruments or systems for measuring or modifying one or more characteristics or parameters of samples, performing the complete process or parts of the process without manual intervention. Equipment forming part of such a system is within the scope of this document. Examples of equipment within the scope of this document include: - analytical equipment; - automatic sampler (pipettor, aliquoter); - equipment for sample replication and amplification. NOTE 1 In the case of analytical equipment, the complete process usually includes the following steps: - taking a specific quantity of the sample; - preparing the sample by chemical, thermal, mechanical or other means; - measurement; - display, transmission or printing of the results of measurement. NOTE 2 If all or part of the equipment falls within the scope of one or more other Part 2 documents of IEC 61010 as well as within the scope of this document, consideration is given to those other Part 2 documents. 1.1.2 Equipment excluded from scope Addition: Add the following new item: aa) IEC 61010-2-101 (in vitro diagnostic (IVD) equipment). 1.2 Object 1.2.1 Aspects included in scope Addition: Add the following new items: aa) biohazards; bb) hazardous chemical substances. 1.2.2 Aspects excluded from scope Addition: Add the following new item and note: aa) handling or manipulation of material outside the equipment. IEC 61010-1:2010 specifies general safety requirements for the following types of electrical equipment and their accessories, wherever they are intended to be used. a) Electrical test and measurement equipment b) Electrical industrial process-control equipment c) Electrical laboratory equipment This third edition cancels and replaces the second edition published in 2001. It constitutes a technical revision. This edition includes the following significant changes from the second edition, as well as numerous other changes. - The scope of the standard has been expanded to include all locations where these products may be used, so that both professional and non-professional versions of these products are within the scope. - The requirements for testing and measuring circuits (in various subclauses and the entirety of Clause 16) have been removed and included in a particular standard IEC 61010-2-030. - Insulation requirements (6.7) have been completely rewritten. - Additional requirements for protection against mechanical HAZARDS (Clause 7) have been included. - Surface temperature limits (Clause 10) have been modified to conform to the limits of EN 563. - Radiation requirements (Clause 12) have been modified, and take into account a distinction between intended emission and unintended emission. - Requirements for reasonably foreseeable misuse and ergonomic aspects have been added (Clause 16). - A new clause (Clause 17) has been added to deal with HAZARDS and environments not covered by the standard, along with a new informative annex (Annex J) dealing with RISK assessment. - A new informative annex (Annex E) addresses methods of reducing the POLLUTION DEGREE of a micro-environment. - Requirements for the qualification of coatings for protection against POLLUTION have been added (Annex H). - A new informative annex (Annex I) has been added to further explain how to determine the WORKING VOLTAGE of a MAINS CIRCUIT. It has the status of a group safety publication, as specified in IEC Guide 104. The contents of the corrigendum 1 of May 2011, the interpretation sheet 1 of February 2013 and the corrigendum 2 of October 2013 have been included in this copy.
