Safety requirements for electrical equipment for measurement, control, and laboratory use - Part 1: General requirements

IEC 61010-1:2010 specifies general safety requirements for the following types of electrical equipment and their accessories, wherever they are intended to be used. a) Electrical test and measurement equipment b) Electrical industrial process-control equipment c) Electrical laboratory equipment This third edition cancels and replaces the second edition published in 2001. It constitutes a technical revision. This edition includes the following significant changes from the second edition, as well as numerous other changes. - The scope of the standard has been expanded to include all locations where these products may be used, so that both professional and non-professional versions of these products are within the scope. - The requirements for testing and measuring circuits (in various subclauses and the entirety of Clause 16) have been removed and included in a particular standard IEC 61010-2-030. - Insulation requirements (6.7) have been completely rewritten. - Additional requirements for protection against mechanical HAZARDS (Clause 7) have been included. - Surface temperature limits (Clause 10) have been modified to conform to the limits of EN 563. - Radiation requirements (Clause 12) have been modified, and take into account a distinction between intended emission and unintended emission. - Requirements for reasonably foreseeable misuse and ergonomic aspects have been added (Clause 16). - A new clause (Clause 17) has been added to deal with HAZARDS and environments not covered by the standard, along with a new informative annex (Annex J) dealing with RISK assessment. - A new informative annex (Annex E) addresses methods of reducing the POLLUTION DEGREE of a micro-environment. - Requirements for the qualification of coatings for protection against POLLUTION have been added (Annex H). - A new informative annex (Annex I) has been added to further explain how to determine the WORKING VOLTAGE of a MAINS CIRCUIT. It has the status of a group safety publication, as specified in IEC Guide 104. The contents of the corrigendum 1 of May 2011, the interpretation sheet 1 of February 2013 and the corrigendum 2 of October 2013 have been included in this copy.

61010-1:2010/A1:2016/AC:2019.

S tem popravkom SIST EN 61010-1:2010/A1:2019/AC:2019 je popravljena preglednica v dodatku I
(informativni) dopolnila SIST EN 61010-1:2010/A1:2019.

Prevod je sofinanciran tudi iz evropskih sredstev in mora biti istoveten osnovni predlogi v angleškem
jeziku.

V primeru spora glede besedila slovenskega prevoda v tem popravku je odločilen izvirni evropski
popravek v angleškem jeziku. Slovensko izdajo popravka je pripravil tehnični odbor SIST/TC MOV
Merilna oprema za elektromagnetne veličine.

Odločitev za privzem tega popravka je 16. maja 2019 sprejel tehnični odbor SIST/TC MOV Merilna

This second edition cancels and replaces the first edition published in 2012. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - The scope has been reduced to hand-held multimeters. Voltmeters and clamp multimeters have been removed. They are addressed respectively by IEC 61010-2-030 and IEC 61010-2-032. This document applies to electrical equipment using signals in the frequency range 3 kHz to 95 kHz to transmit or receive information on low voltage electrical systems, for electricity suppliers and distributors. In the case of equipment which includes functions other than the transmission or reception of information on LV distribution networks or installations of network users connected to the public electricity distribution network, this document applies only to that part of the equipment intended for such transmission or reception of information. Other parts of the equipment are expected to comply with the immunity standard or standards relevant to the functions of those other parts. The object of this document is to contribute to ensuring EMC in general. It specifies essential immunity requirements and test methods, including those tests which are to be performed during type-testing of MCE, for electromagnetic interference (EMI) generated on LV installations. It defines the methods and requirements for testing immunity concerning the basic function of an MCE, in relation to continuous and transient disturbances, both conducted and radiated, and electrostatic discharges. Test requirements are specified for each port considered. Furthermore it provides guidelines for the assessment of the performance of the communication function of an MCE. Normative specifications are under consideration. This document gives limits which are applicable to MCE used by electricity suppliers and distributors (e.g. DSOs) for purposes like energy management and network monitoring and automation. The levels do not however cover extreme cases which could occur in any location but with a low probability of occurrence. In special cases situations will arise where the level of disturbances could exceed the levels specified in this document, e.g. where a hand-held transmitter is used in proximity of an apparatus. In these instances special mitigation measures might have to be employed. It does not specify immunity between MCE operating in the same nominal frequency band or immunity to signals originating from power line carrier systems operating on high or medium-voltage networks. Safety considerations are not included in this document.

1 Scope and object This clause of Part 1 is applicable, except as follows: 1.1 Scope 1.1.1 Equipment included in scope Deletion: Delete the first paragraph. Replacement: Replace the second paragraph (above items a) to c)) with the following new text: This part of IEC 61010 specifies particular safety requirements for cabinet X-ray systems, which fall under any of categories a), b) or c) below. Addition: Add the two following new paragraphs at the end of the subclause: Equipment covered by this document can be both PROTECTED EQUIPMENT or PARTIALLY PROTECTED EQUIPMENT, with X-ray generator voltage up to 500 kV. A cabinet X-ray system is a system that contains an X-ray tube installed in a cabinet, which, independently of existing architectural structures except the floor on which it may be placed, is intended to contain at least that portion of a material being irradiated, provide radiation attenuation and prevent operator access to the radiation beam, during generation of X-radiation. These cabinet X-ray systems are used in industrial, commercial, and public environments, for example, to inspect materials, to analyse materials, and to screen baggage. 1.1.2 Equipment excluded from scope Addition: Add the following new items to the list: aa) Equipment intended to apply X-radiation to humans or animals; bb) Equipment incorporating an X-ray tube but not incorporating complete shielding against X-radiation HAZARDS, such as: – equipment intended to be used within a shielded room which excludes personnel during operation; – equipment intended to be used with separate portable or temporary shielding; – equipment intended to produce an emerging beam of X-radiation. 1.2 Object 1.2.1 Aspects included in scope Addition: Add the following new text to the end of the first paragraph: This part of IEC 61010 specifies requirements for the design and methods of construction of cabinet X-ray systems to provide adequate protection for OPERATORS, bystanders, trained service personnel and the surrounding area against unintentionally-emitted X-radiation and from mechanical HAZARDS related to their conveyors.

Power supplies intended to power equipment are within the scope of IEC 61558 (see 1.1.2 h)). This standard also applies to test equipment integrated into manufacturing processes and intended for testing manufactured devices. NOTE 2 Manufacturing test equipment is likely to be installed adjacent to and interconnected with industrial machinery in this application. b) Electrical industrial process-control equipment This is equipment which controls one or more output quantities to specific values, with each value determined by manual setting, by local or remote programming, or by one or more input variables. c) Electrical laboratory equipment This is equipment which measures, indicates, monitors, inspects or analyses materials, or is used to prepare materials, and includes in vitro diagnostic (IVD) equipment. This equipment may also be used in areas other than laboratories; examples include selftest IVD equipment to be used in the home and inspection equipment to be used to check people or material during transportation. This second edition cancels and replaces the first edition published in 2012. It constitutes a technical revision. This edition includes the following significant changes from the first edition, as well as numerous other changes: - The scope of the document has been clarified and limited to equipment up to 500 kV. - Additional marking requirements for X-ray generating assemblies have been added. (5.1) - Requirements for high-voltage cables used in the X-ray assembly have been added. (6.5) - Insulation requirements have been added. (6.7) - Temperature requirements for beam-limiting devices have been added. (10.3) - Clarification has been provided on and , and test methods. (12) - Requirements for have been modified, taking into account functional safety standards. (15) - Requirements for reasonably foreseeable misuse have been clarified. (16) - Risk assessment has been made mandatory for specific aspects. (17)

Clearance and creepage distance for wet locations and for measuring circuit terminal exceeding 1 000 V a.c. or d.c have been specified.
The voltage source for testing overvoltage limiting component or circuit may be limited to 400 V.
