Ta dokument se uporablja za mobilne zemeljske postaje, (MES), ki zagotavljajo podatkovne komunikacije z majhno bitno hitrostjo (LBRDC), uporabljajo satelite na nizki orbiti (LEO) in imajo naslednje lastnosti:
– mobilna zemeljska postaja je lahko bazna (BMES), pritrjena na vozilo (VMES) ali prenosna (PMES);
– mobilne zemeljske postaje delujejo prek satelitov na nizki orbiti (LEO) kot del omrežja, ki zagotavlja komunikacije z majhno bitno hitrostjo (LBRDC;
– ti tipi radijske opreme lahko delujejo v vseh frekvenčnih pasovih iz preglednice 1 ali katerem koli njihovem delu.
Ta dokument zajema določbe člena 3.2 Direktive 2014/53/EU [7] (direktive RE), ki navaja: »/.../ Radijska oprema je izdelana tako, da optimalno uporablja in podpira učinkovito izrabo radijskega spektra, z namenom preprečevanja škodljivega motenja.«
Poleg tega dokumenta se za opremo v področju uporabe tega dokumenta lahko uporabljajo tudi drugi standardi EN, ki določajo tehnične zahteve v zvezi z bistvenimi zahtevami iz drugih delov člena 3 direktive RE [7].

ETSI ETSI EN 301 721 V2.1.1 (2016-05) 8 1 Scope The present document applies to Mobile Earth Stations (MES) providing Low Bit Rate Data Communications (LBRDC) using Low Earth Orbiting (LEO) satellites and which have the following characteristics: - the MES could be a Based MES (BMES), a Vehicle mounted MES (VMES), or a Portable MES (PMES); - the MESs operate through satellites in Low Earth Orbit (LEO) as part of a network providing Low Bit Rate Data Communications (LBRDC); - these radio equipment types are capable of operating in all or any part of the frequency bands given in table 1. Once the present document is cited in the Official Journal of the European Union under that Directive, compliance with
the normative clauses of the present document given in table A.1 confers, within the limits of the scope of the present
document, a presumption of conformity with the corresponding essential requirements of that Directive, and associated
EFTA regulations.

1 Scope
The present document applies to Mobile Earth Stations (MES) providing Low Bit Rate Data Communications
(LBRDC) using Low Earth Orbiting (LEO) satellites and which have the following characteristics:
- the MES could be a Based MES (BMES), a Vehicle mounted MES (VMES), or a Portable MES (PMES);
- the MESs operate through satellites in Low Earth Orbit (LEO) as part of a network providing Low Bit Rate
Data Communications (LBRDC);
- these radio equipment types are capable of operating in all or any part of the frequency bands given in table 1.
