Satelitske zemeljske postaje in sistemi (SES) - Harmonizirani standard, ki zajema bistvene zahteve člena 3.2 direktive 2014/53/EU, za satelitske mobilne letalske zemeljske postaje (AES), delujoče v frekvenčnih pasovih 11/12/14 GHz
Ta dokument določa minimalne zahteve v zvezi s tehnično zmogljivostjo opreme letalske zemeljske postaje (AES) s sposobnostjo oddajanja in sprejemanja za zagotavljanje letalske mobilne satelitske storitve v frekvenčnih pasovih, navedenih v preglednici 1.
Letalske zemeljske postaje morajo imeti naslednje lastnosti:
• Letalske zemeljske postaje so oprema, namenjena montaži na letalo.
• Letalske zemeljske postaje so lahko sestavljene iz več modulov, od antenskega podsistema do uporabniških vmesnikov.
• Letalska zemeljska postaja uporablja linearno polarizacijo.
• Sistem letalske zemeljske postaje uporablja digitalno modulacijo.
• Letalska zemeljska postaja deluje prek geostacionarnega satelita, ki je odmaknjen za vsaj 3° od kateregakoli drugega geostacionarnega satelita, ki deluje v istem frekvenčnem pasu in na istem območju.
• Antena letalske zemeljske postaje je usmerjena z možnostjo sledenja satelitu, kar je mogoče doseči z uporabo aktivnega faznega polja ali odbojne konfiguracije.
• Letalske zemeljske postaje delujejo kot del satelitskega omrežja, ki se uporablja za distribucijo in/ali izmenjavo
informacij med uporabniki;
• Letalske zemeljske postaje se krmilijo in spremljajo z napravo za krmiljenje omrežja (NCF). Naprava za krmiljenje omrežja ne spada v področje uporabe tega dokumenta.
• Letalska zemeljska postaja na tleh ne oddaja pod višinskim kotom, manjšim od 7°, glede na lokalno vodoravno površino, razen na območjih, kjer lokalna uprava dovoljuje oddajanje pod kotom, manjšim od 7° (najmanjši višinski kot je tudi omejen v točki 4.2).
Tehnične zahteve v tem dokumentu so razvrščene v dve večji kategoriji:
• Omejitve emisij: za zaščito drugih radijskih storitev in sistemov pred škodljivimi motnjami, ki jih povzroča letalska zemeljska postaja pri običajni uporabi.
• Funkcije letalske zemeljske postaje za krmiljenje in spremljanje (CMF): za zaščito drugih radijskih storitev in sistemov pred neželenim oddajanjem letalske zemeljske postaje. Funkcije za krmiljenje in spremljanje v vsaki letalski zemeljski postaji se lahko odzivajo na ukaze naprave za krmiljenje omrežja (NCF) podpornega satelitskega omrežja.
Ta dokument se uporablja za letalske zemeljske postaje s pomožno opremo in različnimi zemeljskimi vrati, ko ta deluje znotraj mejnih vrednosti obratovalnega okoljskega profila, kot ga določi proizvajalec.
Tehnične zahteve za letalsko zemeljsko postajo glede omejitve gostote pretoka moči (PFD) za zaščito fiksnih storitev (FS) in storitve radijske astronomije (RAS) temeljijo na dodatkih B in C priporočila ITU-R M.1643 [5] in poročila ECC 26 [i.4]. Poleg tega tehnične zahteve za letalske zemeljske postaje v zvezi z zaščito fiksnih satelitskih storitev (FSS) upoštevajo dodatek A priporočila ITU-R M.1643 [5].
Ta dokument zajema določbe člena 3.2 Direktive 2014/53/EU [6] (direktive RE), ki navaja: »/.../ Radijska oprema je izdelana tako, da optimalno uporablja in podpira učinkovito izrabo radijskega spektra, z namenom preprečevanja škodljivega motenja.«
Poleg tega dokumenta se za opremo v področju uporabe tega dokumenta uporabljajo tudi drugi standardi EN, ki določajo tehnične zahteve v zvezi z bistvenimi zahtevami iz drugih delov člena 3 direktive RE [6].

Ta dokument ne zajema skladnosti opreme z ustreznimi predpisi civilnega letalstva. Tako sta montaža in delovanje letalske zemeljske postaje na krovu letala predmet dodatnih zahtev nacionalnega ali mednarodnega civilnega letalstva za potrjevanje plovnosti, na primer EUROCAE ED-14D [4].
