Overview
ETSI EN 302 574-1 V2.1.1 (2016-06) (aligned with ETSI EN 302 574-1 V2.1.1) is a harmonised European standard for Complementary Ground Components (CGC) used in Mobile Satellite Service (MSS) wideband systems operating in the 2 GHz frequency band. It specifies radio-interface technical requirements and test methods that demonstrate conformity with the essential requirement of Article 3.2 of Directive 2014/53/EU (RE Directive) - that radio equipment must effectively use and support the efficient use of radio spectrum to avoid harmful interference.
The standard covers CGC equipment that:
- Operates in the 1 980–2 010 MHz (earth-to-space) and 2 170–2 200 MHz (space-to-earth) bands;
- Has assigned channel bandwidth (CBw) of 1 MHz or greater;
- May be part of hybrid satellite/terrestrial networks or multi-mode base stations;
- Includes conventional CGC (local/medium/wide coverage) and aeronautical CGC (communicating with aircraft terminals).
Note: terrestrial interface specifications are out of scope.
Key Topics and Technical Requirements
The standard focuses on RF performance, coexistence and conformance testing, including:
- Spectrum emission mask - definitions, limits and conformance procedures to control out‑of‑band emissions.
- Adjacent Channel Leakage Ratio (ACLR) - transmitter adjacent-channel protection requirements.
- Transmitter spurious emissions and receiver spurious emissions - limits and test methods to prevent interference with neighbouring services.
- Maximum output power, transmit intermodulation, and receiver inter‑modulation characteristics.
- Receiver blocking and adjacent channel selectivity (ACS) - receiver robustness against strong out-of-band signals.
- Detailed test suites and measurement procedures (environmental test conditions, measurement interpretation).
- Environmental profile and deployment considerations for conventional vs aeronautical CGC.
The document references and aligns certain clauses with ETSI EN 301 908-18 (W_CDMA) and ETSI EN 301 908-14 (E-UTRA) where applicable.
Practical Applications and Who Uses It
This harmonised standard is intended for:
- Equipment manufacturers designing CGC modules or multi‑mode base station elements for MSS in the 2 GHz band.
- Test laboratories performing RF conformance testing for CE marking under the RE Directive (Article 3.2).
- Certification bodies and notified bodies assessing compliance with spectrum-efficient design requirements.
- Network operators and system integrators deploying hybrid satellite/terrestrial systems, including aeronautical service providers.
- Regulators and spectrum managers evaluating coexistence and interference mitigation measures.
Using SIST EN 302 574-1 helps stakeholders ensure predictable coexistence, meet regulatory obligations, and reduce risk of harmful interference in the MSS 2 GHz band.
