Overview
ETSI EN 300 392-1 V1.6.1 (2020-04) defines the general network design principles for Terrestrial Trunked Radio (TETRA) Voice plus Data (V+D) systems. The standard establishes addressing and identity schemes, describes the air interface and protocol architecture, and provides background on interworking (via gateways), terminal interfaces on the Mobile Station (MS), security aspects, management services, performance objectives, mobility management and supplementary services specific to TETRA V+D. As Part 1 of the multi-part TETRA V+D series, it provides the canonical design statements used for standardization and implementation guidance.
Key technical topics and requirements
- Addressing and identities: Defines subscriber and management identities (TSI, SSI, TEI, MNI), NSAP addresses, layer‑2 labels and how identities are organized and allocated for TETRA V+D networks.
- Protocol architecture & air interface: Presents a model of the air interface protocol stack (Layer 1, Layer 2 - MAC/LLC, Layer 3) and reference points for circuit mode and packet mode services.
- Circuit mode and packet mode reference points: Describes MS reference points, switching and management infrastructure interfaces and the separation between circuit and packet services.
- Services and teleservices: Details circuit mode teleservices for speech, basic data services, Short Data Services (SDS) and TETRA‑specific packet data support.
- Mobility and roaming: Defines mobility management functions, mobility scenarios, roaming and migration across and within networks.
- Security & management: Addresses security aspects, operator management services, performance objectives, QoS and priority concepts for packet and circuit services.
- Supplementary services & call scenarios: Outlines supplementary services that extend basic circuit and teleservices and provides guidance on individual call scenarios and priority handling.
Practical applications - who uses this standard
- Network planners and architects designing nationwide or regional TETRA V+D networks.
- Equipment manufacturers implementing MS (mobile stations), base stations and switching infrastructure to ensure correct addressing, identity handling and protocol behavior.
- System integrators and operators responsible for interworking, gateway deployment and roaming arrangements between TETRA networks and other telecom systems.
- Security engineers and operations teams implementing authentication, encryption and management services aligned with TETRA requirements.
- Regulators and procurement teams assessing compliance and interoperability for mission-critical communications (public safety, transportation, utilities).
Related standards and notes
- This document is Part 1 of the ETSI/EN 300 392 TETRA V+D series (ETSI EN 300 392-1 V1.6.1 (2020‑04)). As a general design statement, it may be updated when later parts are revised; where discrepancies occur among parts, the later specific part takes precedence.
