Overview
ETSI EN 303 978 V2.1.1 (2016-05) (identical to ETSI EN 303 978 V2.1.1) is a harmonised European standard for Earth Stations on Mobile Platforms (ESOMP) transmitting to satellites in geostationary orbit (GSO) within the 27.5 GHz to 30.0 GHz frequency bands. It supports conformity with the essential requirements of Article 3.2 of Directive 2014/53/EU (Radio Equipment Directive). The document also defines an information model and protocol for a reconfigurable radio‑frequency interface for reconfigurable mobile devices (MDs), building on ETSI use cases and architecture references.
Key topics and technical requirements
The standard provides detailed technical specifications, test criteria and conformance requirements including:
- Operational and environmental profiles for mobile earth stations and their test presentation.
- Geographic location determination and EIRP aggregate considerations for networks of ESOMPs.
- Mechanical and electrical design requirements, equipment identification and marking for testing and compliance.
- Spurious emissions controls:
- Off‑axis and on‑axis spurious radiation specifications and conformance tests.
- Off‑axis EIRP emission density (co‑ and cross‑polarization) and burst transmission rules.
- Uplink power control and carrier suppression specifications with associated test procedures.
- Antenna pointing and polarization alignment requirements, pointing accuracy, detection of pointing errors and conformance testing.
- Cessation of emissions: modes, fault conditions and automated cessation procedures.
- Identification, Control and Monitoring Functions (CMFs):
- Defined ESOMP states and state‑diagram behavior.
- Processor and transmit‑subsystem monitoring, power‑on/reset procedures.
- Control Channel (CC) / Response Channel (RC), network control commands, initial burst and transmission inhibition behaviors.
- Receive antenna off‑axis gain pattern requirements and associated test methods.
Practical applications - who uses this standard
SIST EN 303 978 is intended for stakeholders involved in the design, manufacture, certification and operation of satellite earth stations on mobile platforms, including:
- Equipment manufacturers designing ESOMPs and reconfigurable RF interfaces.
- System integrators and vehicle/ platform OEMs implementing mobile satellite terminals.
- Satellite network operators and service providers ensuring coexistence and regulatory compliance.
- Test laboratories and certification bodies performing conformity assessment to Directive 2014/53/EU.
- Regulatory authorities referencing harmonised standards for EMC, spectrum protection and safety.

Foreword This Harmonised European Standard (EN) has been produced by ETSI Technical Committee Satellite Earth Stations and Systems (SES). The present document has been prepared under the Commission's standardisation request C(2015) 5376 final [i.9] to provide one voluntary means of conforming to the essential requirements of Directive 2014/53/EU on the harmonisation of the laws of the Member States relating to the making available on the market of radio equipment and repealing Directive 1999/5/EC [6]. Once the present document is cited in the Official Journal of the European Union under that Directive, compliance with the normative clauses of the present document given in table A.1 confers, within the limits of the scope of the present document, a presumption of conformity with the corresponding essential requirements of that Directive, and associated EFTA regulations.
