Pričujoči dokument je eden izmed delov specifikacije skupnega vmesnika (CI) digitalne izboljšane brezvrvične telekomunikacije (DECT).  Pričujoči dokument določa plast krmiljenja podatkovnih povezav (DLC). Plast DLC je 4. del standarda CI DECT in plast 2b protokolnega sklada DECT. Za to (pod)plast DLC sta določeni dve plasti delovanja . Te ravni so poimenovane kontrolna plast (C-raven) in uporabniška plast (U-raven). C-raven se večinoma ukvarja s signalnimi vidiki DECT. Zagotavlja zanesljivo storitev od točke do točke, ki uporablja protokol dostopa do povezave in omogoča pred napakami zaščiteno oddajanje sporočil mrežne plasti (NWK). C-raven prav tako zagotavlja ločeno storitev od točke do več točk (oddajanje) storitev (Lb). U-raven se ukvarja samo z uporabniško informacijo med koncema. Ta raven vsebuje večino postopkov DECT, odvisnih od uporabe. Več alternativnih storitev (tako krožni način kot paketni način) je določenih kot družina neodvisnih subjektov. Vsaka storitev zagotavlja eno ali več podatkovnih povezav U-ravni od točke do točke, kjer so podrobne značilnosti teh povezav določene z določenimi potrebami vsake storitve. Določene storitve zajemajo širok razpon delovanja, od »nezaščitenega z nizkimi zakasnitvami« za govorne uporabe do »visoko zaščitene z spremenljivimi zakasnitvami« za uporabo v lokalnih omrežjih.
