člena Direktive 2014/53/EU [i.11].

Overview
ETSI EN 303 978 V2.1.2 (2016-10) (ETSI EN 303 978 V2.1.2) is a harmonised standard for Satellite Earth Stations on Mobile Platforms (ESOMP) that transmit to geostationary satellites in the 27.5 GHz to 30.0 GHz band. It maps to the essential spectrum-use requirement (Article 3.2) of Directive 2014/53/EU, defining technical and conformance requirements to avoid harmful interference and to support efficient use of the radio spectrum for Fixed Satellite Service (FSS) earth-to-space communications.
Key topics and technical requirements
This standard covers functional, operational and test-related subjects for ESOMPs including:
- Frequency ranges
- Transmit (uplink): 27.50–30.00 GHz (operation typically restricted to 29.50–30.00 GHz in/near some countries)
- Receive (downlink): 17.30–20.20 GHz
- Antenna and polarization
- Linear or circular polarization
- Receive antenna off‑axis gain patterns and pointing/polarization alignment requirements
- Emission and spectrum control
- Off‑axis and on‑axis spurious radiation limits
- Off‑axis EIRP emission density (co‑ and cross‑polarized)
- Uplink power control and carrier suppression specifications
- Operational behaviour and safety
- Cessation of emissions and fault handling
- Identification of the ESOMP and network control interfaces
- Control and Monitoring Functions (CMFs): processor and transmit monitoring, control/response channels, inhibition and initial-burst rules
- Deployment and testing
- Environmental profile, operational configurations (mobile and stationary), presentation of equipment for testing, and choice of test models
- Mechanical and electrical design considerations for mobile platforms
- Network assumptions
- Operation via geostationary satellites (GSO) typically ≥2° spaced; closer spacings require additional constraints outside the scope
Practical applications and users
Who uses this standard:
- Manufacturers of satellite terminals and antennas for trains, ships, aircraft and road vehicles
- System integrators building on‑board communications and gateway interfaces (terrestrial interfaces)
- Satellite network operators and service providers deploying ESOMP fleets (star, mesh or point‑to‑point networks)
- Regulatory authorities, certification bodies and test laboratories verifying compliance with Directive 2014/53/EU
- Operators of unattended or remotely managed terminals, and Network Control Facilities (NCFs) implementing CMFs
Practical applications include broadband connectivity on moving platforms, backhaul over FSS, maritime and aeronautical communications, and mobile enterprise networks requiring spectrum-compliant uplinks to GSO satellites.
