Overview

ETSI EN 300 328 V1.9.0 (2014-12) (ETSI EN 300 328 V1.9.1) is a harmonized European standard for wideband data transmission equipment operating in the 2.4 GHz ISM band (2.4–2.4835 GHz). It implements the essential requirements of Article 3.2 of the R&TTE Directive (Directive 1999/5/EC), ensuring radio equipment effectively uses spectrum and avoids harmful interference. The standard applies to fixed, mobile and nomadic devices such as IEEE 802.11 RLANs, Bluetooth, Zigbee and similar wideband-modulated systems. Ultra Wide Band (UWB) technologies are excluded.

Key topics and technical requirements

The standard defines technical specifications, measurement methods and conformance criteria for wideband transmission systems. Key topics include:

  • Scope and environmental profiles for device operation (fixed, mobile, nomadic)
  • Equipment types and modulation details (frequency hopping, other wideband modulations)
  • RF output power definitions and conformance requirements
  • Duty cycle, transmit sequence and transmit gaps - rules for temporal use of spectrum
  • Medium Utilization (MU) factor - accounting for aggregate occupancy
  • Adaptivity / Detect-and-Avoid (DAA), including Adaptive Frequency Hopping (AFH) and Listen-Before-Talk (LBT) based mechanisms
  • Occupied channel bandwidth measurement and limits
  • Transmitter unwanted emissions: out-of-band and spurious emissions requirements
  • Receiver requirements: spurious emissions and receiver blocking behaviour
  • Accumulated transmit time, hopping sequence and hopping frequency separation
  • Geo-location capability requirements where applicable to spectrum sharing
  • Conformance testing and measurement procedures for regulatory compliance

The document also references ERC Recommendation 70-03 and Commission Decision 2006/771/EC for spectrum access and operational rules.

Practical applications and who uses this standard

This standard is used by:

  • Wireless device manufacturers (Wi‑Fi access points, Bluetooth modules, IoT radios) to design compliant products
  • Compliance and certification labs for testing RF emissions, occupied bandwidth and receiver performance
  • Regulatory bodies and spectrum managers to assess market conformity with R&TTE/Radio Equipment Directive rules
  • Product managers and system integrators deciding component selection and market entry for 2.4 GHz products
  • Firmware and RF engineers implementing adaptive algorithms (AFH, LBT) to improve coexistence and spectrum sharing

Using SIST EN 300 328 helps reduce interference risk, supports interoperability in the crowded 2.4 GHz ISM band, and facilitates CE marking and market access in Europe.

Related standards and references

  • ERC Recommendation 70-03 (spectrum access and SRD rules)
  • Commission Decision 2006/771/EC (and amendments)
  • Directive 1999/5/EC (R&TTE Directive) / Radio Equipment Directive requirements
