INTRODUCTION to the Amendment
This amendment includes the following significant technical changes with respect to the
second edition of IEC 60947-6-1 published in 2005:
• clarification of the scope and object;
• update of the normative references;
• clarification of the classification in Clause 4;
• new EMC test: voltage harmonics
• minimum test for derived TSE;
• alignments to the Amendment 1 (2010) of IEC 60947-1:2007:
– electrically or electronically controlled circuits;
– markings ("s", "sol", "r" or "f");
– constructional requirements including material requirements;
– requirement for screwless terminals;
– references to EMC test.
• alignments to the Amendment 1 (2012) of IEC 60947-4-1:2009:
– test at the rated conditional short-circuit current I of protected switching devices;

1 Scope and object
Replace the existing first paragraph of this clause by the following new paragraph:
This part of IEC 60947 applies to transfer switching equipment (TSE) to be used in power
systems for transferring a load supply between a normal and an alternate source with a
supply interruption during transfer, the rated voltage of which does not exceed 1 000 V a.c. or
1 500 V d.c.
Replace in the second dash of the second paragraph "remote" by "remotely".
Renumber the existing note as "NOTE 1".
Delete, in the existing list, the existing items a) and b) under 1).
Add, at the end of the existing text, the following new notes:
NOTE 2 This standard covers also ATSE or RTSE which can be used for safety services as defined in
IEC 60364-1 and for which the installation requirements are given by IEC 60364-5-56.
NOTE 3 Other ATSE requirements are under consideration such as closed transition TSE (make before break
transfer operation).

The tolerance of the voltage frequency deviations and of the times shall be specified by the
manufacturer but no more than ±10 %. If the time value is lower than 1 s, the manufacturer
shall state the tolerances.
6.1 Nature of information
Replace the existing item h) by the following new item h):

6.3 Instructions for installation, operation and maintenance
Delete the existing second paragraph.
8.1.1.1 Resistance to abnormal heat and fire
Renumber this subclause as 8.1.1 and replace the existing text by the following new text:
Subclause 7.1.2 of IEC 60947-1:2007, Amendment 1 (2010) applies.
When tests on the equipment or on sections taken from the equipment are used, parts of
insulating materials necessary to retain current-carrying parts in position shall conform to the
glow wire test of subclause 8.2.1.1.1 of IEC 60947-1:2007, Amendment 1 (2010) with the test
temperature given by IEC 60947-4-1 for class CC TSE, or by IEC 60947-2 for class CB TSE,
or by IEC 60947-3 for class PC TSE.

8.1.2 Indication of the switching position
The indicating means of TSE shall indicate the normal, alternative and if any, the Off position.
The marking shall be preferably in accordance with IEC 60417:
– I Normal (60417-IEC-5007:2002)
– O Off (60417-IEC-5008:2002)
– II Alternative (60417-IEC-6176:2012)
8.1.3 Equipment suitable for isolation
Subclause 7.1.7 of IEC 60947-1:2007, Amendment 1 (2010) applies with the following
addition:
For TSE, open position is called off position and closed position correspond to the positions
normal and alternative.
8.2.1.1 Operating mechanism
Replace the existing second paragraph of item c) by the following new paragraph:
TSE may have an intentional timed off period and/or an off/rest position.
8.2.1.2 Controls, sequence and limits of operation
Replace, in the existing item c), the words "supply to the" by "supply to an".

NOTE For an application requesting a fast transfer time (for example less than 50 ms), a comprehensive study
taking in account the range of the off time of the TSE, the time constants of the loads and the relative phase angle
of the residual voltage, is highly recommended before applying this fast transfer. In any case this should be in
agreement between the manufacturer and the user if adequate measurement or/and protection function in the
installation is not provided.
Add, after "above requirements" in the last existing paragraph, the words "and the
requirements of 5.5.2".

Class PC TSE for which the manufacturer has not specified a short-circuit protective device
shall withstand the test currents given in Table 4 or preferably Table 11 at the discretion of the
manufacturer. Both tables are considered equivalent for the equipment to comply with this standard. If
the manufacturer assigns a short-time withstand current higher than that given in Table 4 or
Table 11, the TSE shall withstand a current of the assigned value.

9.3.3.1 Operation
Replace the second existing paragraph of this subclause by the following new paragraph:
It shall be verified that TSE operates without electrical or mechanical malfunction of the
transfer switch as stated in 8.2.1.1, items b), and c). The TSE shall be operated in each
position and each position of the contacts shall be verified electrically.
Replace in the third existing paragraph "without jerks" by "satisfactorily".
Insert the following new note at the end of the third existing paragraph:
NOTE ”Satisfactorily” means “without chattering or sustained contacts bouncing”.
9.3.3.2.4 Operation on loss of supply voltage
Replace the second existing paragraph by the following new paragraph:
With one of the monitored phases of the normal supply disconnected, the ATSE shall transfer
to an alternative supply. With the normal supply phase reconnected, the ATSE shall return to
the normal supply position.
9.3.3.2.6 Transfer on availability of alternative voltage or voltage-frequency
Add, at the end of this subclause, the following new paragraph:
The test shall be repeated for each alternative source if any.
9.3.3.5.1 General test conditions
Add, after the end of this subclause, the following new text:
TSE shall be submitted to the test conducted with both normal supply circuit parts and
alternative supply circuits energized/operated, phases of voltage in opposition simultaneously,
except for IEC 60947-4-1:2009, Amendment 1 (2012) and
IEC 60947-6-2:2002, Amendment 1 (2007) derived TSE (requirements covered by the
reversing tests specified in IEC 60947-4-1:2009, Amendment 1 (2012) and
IEC 60947-6-2:2002, Amendment 1 (2007)). The transfer times measured shall be in
compliance with 8.2.1.2.
9.3.3.5.3 Derived TSE
Delete the two last existing sentences of this subclause ("However, … 50 ms").

9.3.3.5.4 Verification of making and breaking capacities
Delete, in item a), the existing fifth paragraph.
Replace the existing item c) by the following new item and new note:
c) The on-time in each contact position shall be 0,05 s.
NOTE If an automatic tripping of the overload protective device occurs, the duration of operating cycle can
deviate from Table 8, and it should not be longer than 3 times the value stated in Table 8.
Replace, at the end of the existing item f), "blown" by "opened".
9.3.3.6.1 Derived TSE
Delete, in the first existing paragraph, "and 9.3.3.6.3".
Replace, in the first existing paragraph, the last sentence by "The transfer times measured
shall be in compliance with 8.2.1.2.".
Replace, in the third existing paragraph, "the total number of operating cycles given in
Table 9." by "the test of 9.3.3.6.3.".
9.3.3.6.2 Electrical operational performance
Replace, in the existing item d), "For class CB TSE suitable" by" For class CB TSE and PC
TSE suitable".
Replace the existing item e) by the following new item:
e) After the tests, the transfer times measured shall be in compliance with 8.2.1.2.
Add, after the existing item e), the following new item as follows:
f) A temperature-rise test shall be carried out on the same TSE, without maintenance,
according to 9.3.3.3, and the temperature-rise shall not exceed the values given in Table 2
and Table 3 of IEC 60947-1:2007, Amendment 1 (2010), increased by 10 K.
9.3.3.6.3 Mechanical operational performance
Replace, in the third existing paragraph, “9.3.3.2.4” by “9.3.3.1 and 9.3.3.2.4”.
Delete, in the fourth existing paragraph, "where the tests are needed (see 9.3.3.6.1),".
9.3.4.1 Test circuit for the verification of short-circuit ratings
Replace the existing title of this subclause by the following new title:
9.3.4.1 General requirements for short-circuit tests
Add, after the existing text, the following new paragraph:
If devices tested in free air may also be used in individual enclosures, they shall be
additionally tested in the smallest of such enclosures stated by the manufacturer. For devices
tested only in free air, information shall be provided to indicate as not evaluated for use in an
individual enclosure.
9.3.4.2.1 General
Replace, in the second existing paragraph, the second dash item by the following new item:

All emission and immunity tests are type tests, and shall be carried out under representative
conditions, both operational and environmental, using the manufacturer's recommended
wiring practices, and including any enclosures specified by the manufacturer.
Delete the second existing paragraph, starting with "With the agreement of the
manufacturer.".
9.5.2.1 General
Add, at the end of the existing text, the following new paragraph:
Disturbances should be applied at all the power sources of the controller.
9.5.2.2 Electrostatic discharges
Replace the existing text of this subclause by the following new text:
Subclause 8.4.1.2.2 of IEC 60947-1:2007, Amendment 1 (2010) applies with the following
additions:
The tests are made only on the parts of the equipment which are normally accessible to the
operator in normal service.
The equipment shall comply with performance criterion B given in Table 24 of
IEC 60947-1:2007, Amendment 1 (2010).
9.5.2.3 Radio-frequency electromagnetic fields
Replace the existing text of this subclause by the following new text:
For conducted immunity tests, 8.4.1.2.6 of IEC 60947-1:2007, Amendment 1 (2010) applies
with the performance criterion A given in Table 24 of IEC 60947-1:2007,
Amendment 1 (2010).
For radiated radio-frequency electromagnetic field immunity tests, 8.4.1.2.3 of IEC 60947-
1:2007, Amendment 1 (2010) applies with the performance criterion A given in Table 24 of
IEC 60947-1:2007, Amendment 1 (2010).
9.5.2.4 Fast transient bursts
Replace the existing text of this subclause by the following new text:
Subclause 8.4.1.2.4 of IEC 60947-1:2007, Amendment 1 (2010) applies with the following
additions:

Terminals for control and auxiliary circuits intended for the connection of conductors which
extend more than 3 m shall be tested.
The device shall comply with performance criterion B given in Table 24 of IEC 60947-1:2007,
Amendment 1 (2010).
9.5.2.5 Surges
Replace the existing text of this subclause by the following new text:
Subclause 8.4.1.2.5 of IEC 60947-1:2007, Amendment 1 (2010) applies.
The device shall comply with performance criterion B given in Table 24 of IEC 60947-1:2007,
Amendment 1 (2010).
9.5.2.6 Harmonics
Replace the existing text of this subclause by the following new text:
The harmonic voltage immunity test shall follow the requirements of IEC 61000-4-13:2002,
Amendment 1 (2009) class 3 with the performance criterion A defined in Table 24 of
IEC 60947-1:2007, Amendment 1 (2010) for operation of power and control circuits, and
performance criterion B for the other functions.
9.5.2.7 Voltage dips and short-time interruptions
Replace the existing text of this subclause by the following new text:
Subclause 8.4.1.2.8 and Table 23 class 2 of IEC 60947-1:2007, Amendment 1 (2010) applies
with the performance criterion C defined in Table 24 of IEC 60947-1:2007,
Amendment 1 (2010) except for 0,5 cycle and 1 cycle for which the performance criterion B of
Table 24 of IEC 60947-1:2007, Amendment 1 (2010) applies.
9.5.2.8 Performance of the test sample during and after the test
Delete the existing first sentence of this subclause.

• clarification du domaine d'application et de l'objet;
• mise à jour des références normatives;
• clarification de la classification de l'Article 4;
• nouvel essai CEM: harmoniques de tension;
• essai minimal pour les TSE dérivés;
• alignements selon l'Amendement 1 (2010) de la CEI 60947-1:2007:

Remplacer le premier alinéa existant de cet article par le nouvel alinéa suivant:
Cette partie de la CEI 60947 est applicable aux matériels de connexion de transfert (TSE)
destinés à être utilisés dans des systèmes de puissance pour le transfert d'une alimentation
entre une source normale et une source de remplacement, avec une interruption de
l'alimentation de la charge pendant le transfert, dont la tension assignée ne dépasse pas
1 000 V en courant alternatif ou 1 500 V en courant continu.
L'instruction relative au deuxième alinéa de ce paragraphe ne concerne que l'anglais.
Renuméroter la note existante en "NOTE 1".
