Electrostatics - Part 5-4: Protection of electronic devices from electrostatic phenomena - Compliance verification

IEC TS 61340-5-4:2021(E) describes compliance verification testing for technical items that are included in ESD control programs, such as those specified in IEC 61340-5-1.
Test methods are based on those specified in IEC 61340-5-1 and other parts of the IEC 61340 series, and are simplified where necessary for the purposes of compliance verification, to be performed by competent personnel.
Users can, by reference to this document in their compliance verification plan, adopt the necessary test methods described herein without change or addition. Alternatively, test methods described in this document can be adapted to match the requirements of their own ESD control program, provided deviations in equipment or procedure are documented in their compliance verification plan.
Compliance verification test frequency is not specified in this document. Guidance on how users can consider compliance verification test frequency is given in informative Annex A.
Product qualification is excluded from the scope of this document.
This first edition cancels and replaces IEC TR 61340-5-4 published in 2019. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to IEC TR 613405-4:
test methods in the main body of the document have been made normative, and consequently normative references have been added;
the term "ESD ground" has been added and defined;
description of equipment for measuring low resistance has been added;
user specified electrodes, including surface resistance bar electrodes, are permitted to be used for resistance measurements;
an informative annex on verification of compliance verification test equipment has been added;
compliance verification of person-footwear-flooring systems by measuring body voltage has been moved to an informative annex.

Overview

IEC TS 61340-5-4:2021 - "Electrostatics - Part 5‑4: Protection of electronic devices from electrostatic phenomena - Compliance verification" is a Technical Specification from IEC that provides compliance verification test methods for items used in ESD control programs. The methods are drawn from IEC 61340‑5‑1 and other parts of the IEC 61340 series, simplified where appropriate so they can be performed by competent personnel. This edition formalizes several methods as normative, adds the term ESD ground, and expands guidance on test equipment and electrode options.

Key topics and requirements

  • Scope and purpose
    • Defines verification test methods for technical items used in ESD control programs (not for product qualification).
    • Users may adopt the methods directly or adapt them, provided deviations are recorded in the compliance verification plan.
  • Normative test methods
    • Test procedures for common ESD control items (work surfaces, wrist straps, footwear, flooring, seating, air ionizers, garments, packaging, etc.).
    • Methods are based on IEC 61340‑5‑1 and other IEC 61340 parts.
  • Test equipment and instrumentation
    • Guidance on selection and use of instruments: charged plate monitors (CPM), electrostatic field meters, electrostatic voltmeters, resistance measuring apparatus, low resistance meters, concentric ring electrodes, two‑point probes and user‑specified electrodes (including surface resistance bar electrodes).
    • New informative annex on verification of compliance verification test equipment.
  • Grounding and bonding
    • Definitions and verification procedures for equipment ground, bonding points and the newly defined ESD ground.
  • Flexibility and documentation
    • Compliance verification test frequency is not specified - Annex A offers guidance for establishing frequency in a program.
    • Adaptations permitted when documented in the compliance verification plan.

Practical applications - who uses this standard

  • ESD program managers and compliance officers establishing or auditing verification programs.
  • Quality and reliability engineers responsible for ESD risk mitigation in electronics manufacturing and assembly.
  • Facility managers and technicians who perform routine verification of wrist straps, footwear systems, workstations, flooring, air ionizers, garments and packaging.
  • Third‑party auditors and consultants evaluating compliance with IEC 61340 series ESD controls.

Related standards

  • IEC 61340‑5‑1 (Protection of electronic devices from electrostatic phenomena - General ESD control requirements) - primary reference for control program design.
  • Other parts of the IEC 61340 series for detailed test methods and definitions.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.

INTRODUCTION
Compliance verification is the process of monitoring and measuring all elements of an ESD
control program. Regular compliance verification checks and tests are an essential part of this
process, ensure that area precautions and equipment remain effective, and that an ESD control
program is correctly implemented in compliance with an ESD control program plan.
Qualification testing is typically carried out under controlled conditions, often in a laboratory
environment, and using industry recognized standards. Compliance verification testing is
carried out under operational conditions using test methods that are appropriate to a user's
requirements. Although qualification test methods can be used, compliance verification testing
often uses simple equipment and procedures. Accuracy is still important, but of equal
importance is the ability to carry out non-

The article discusses IEC TS 61340-5-4:2021, which focuses on compliance verification testing for electronic devices to protect them from electrostatic phenomena. The test methods specified in the IEC 61340 series are simplified for compliance verification purposes and can be adopted without modification. Users have the option to adapt the test methods to match their own ESD control program, as long as any deviations are documented in their compliance verification plan. The frequency of compliance verification tests is not specified in the document, but guidance is provided in Annex A. Product qualification is not covered in this document. This edition replaces IEC TR 61340-5-4 from 2019 and includes technical changes such as making test methods normative, adding the term "ESD ground," describing low resistance measuring equipment, allowing user-specified electrodes for resistance measurements, and adding an informative annex on compliance verification test equipment. The measurement of body voltage for compliance verification of person-footwear-flooring systems has been moved to an informative annex.

IEC TS 61340-5-4:2021(E) outlines compliance verification testing for technical items used in electrostatic discharge (ESD) control programs. The test methods are simplified versions of those specified in IEC 61340-5-1 and other parts of the IEC 61340 series. Competent personnel can perform these tests to ensure compliance. Users can adopt the test methods described in the document without modification, or they can adapt them to match the requirements of their own ESD control program as long as any deviations are documented in their compliance verification plan. The document does not specify the frequency of compliance verification testing, but guidance on determining test frequency is provided in an informative annex. It is important to note that product qualification is not covered by this document. This edition replaces IEC TR 61340-5-4 published in 2019 and includes technical revisions such as making the test methods normative, adding normative references, introducing the term "ESD ground," including descriptions of low resistance measurement equipment, allowing user specified electrodes for resistance measurements, and adding an informative annex on verifying compliance verification test equipment.
