L’ISO (Organisation internationale de normalisation) est une fédération mondiale d’organismes
nationaux de normalisation (comités membres de l’ISO). L’élaboration des Normes internationales est en

Introduction
0.1 Contexte
L’un des principaux défis auquel tout le monde est confronté pour parvenir à un développement durable
est l’utilisation efficace des ressources et leur réutilisation répétée sans en diminuer la valeur,
l’utilisabilité, etc. Sur le plan international, le Groupe international d’experts sur les ressources (GIER)
du Programme des Nations Unies pour l’environnement (PNUE) prévient qu’au rythme actuel de
production et de consommation, l’humanité consommerait 140 milliards de tonnes de ressources
naturelles en 2050, soit le double de la quantité consommée en 2005. Une telle consommation des
ressources naturelles, qui ne tient pas compte de la circularité des matériaux, a déjà entraîné une
[25]instabilité des approvisionnements en ressources et de graves impacts environnementaux négatifs .
L’ONU a adopté 17 objectifs de développement durable (ODD) en 2015 et a fixé des cibles spécifiques
pour chacun d’eux à atteindre au cours des 15 prochaines années. L’ODD 9 (Bâtir une infrastructure
résiliente, promouvoir une industrialisation durable qui profite à tous et encourager l’innovation),
l’ODD 12 (Établir des modes de consommation et de production durables) et l’ODD 13 (Mesures relatives
à la lutte contre les changements climatiques) sont directement liés à la gestion des ressources naturelles.
L’Union européenne (UE) a mis l’accent sur le passage d’une économie linéaire à une économie circulaire
[24]afin de parvenir à un développement durable. Le concept d’économie circulaire englobe un large
éventail de sujets, allant du cycle de vie complet des produits aux modèles économiques. Le concept
général d’économie circulaire consiste à boucler la boucle entre différents cycles de vie par l’application
de conceptions qui permettent d’améliorer le recyclage et la réutilisation pour une utilisation plus
efficace des matières premières et des produits, en limitant (ou éliminant) les déchets. L’une des
méthodes à envisager pour soutenir la transition vers une économie circulaire est la mise en œuvre d’une
conception qui facilite la circularité des matériaux des produits et de leurs parties constitutives
(voir Annexe A).Étant donné que les produits sont en grande partie composés de ressources naturelles, la circularité des
matériaux des produits joue un rôle important dans l’utilisation durable des ressources. Le sentiment
général est qu’il convient que la stratégie/planification de la circularité des matériaux des produits et de
leurs parties constitutives précède leur conception et leur développement.La circularité des matériaux peut être considérée comme une approche intégrée au processus de
conception et développement par laquelle des produits, des parties ou des matériaux peuvent être
continuellement retransformés en produits identiques ou similaires afin de parvenir à une utilisation
rationnelle des matériaux et (en définitive) d’atteindre les objectifs environnementaux de l’organisme.
Afin que cela soit bénéfique pour l’organisme et pour s’assurer que l’organisme atteigne ses objectifs
d’utilisation rationnelle des matériaux, il est attendu que l’amélioration de la circularité des matériaux
fasse partie intégrante des activités économiques de l’organisme. La circularité des matériaux peut
potentiellement avoir des implications dans toutes les fonctions d’un organisme.Le présent document fournit des lignes directrices sur les stratégies de circularité des matériaux pour
parvenir à une utilisation rationnelle des matériaux, c’est-à-dire « réduire le plus possible l’utilisation de
ressources naturelles en maximisant la durée de vie des produits grâce à l’amélioration de la conception,
avec des possibilités accrues de réparation, d’amélioration, de réutilisation, de refabrication et de

Un processus d’amélioration de la circularité des matériaux relève du processus de conception et
développement de l’organisme, et c’est là que les connaissances requises pour la mise en place et la
gestion de la circularité des matériaux doivent se trouver. Toutefois, lorsqu’il est prévu que la circularité
des matériaux se fasse sous l’égide d’un système de management environnemental (SME), le responsable
du SME est censé avoir une bonne compréhension de ce processus et de la manière dont il va être géré et
contrôlé. De cette manière, l’intégrité du SME n’est pas menacée et les objectifs d’utilisation rationnelle
des matériaux ainsi que les autres objectifs environnementaux pour les produits peuvent être atteints.
L’intégration de l’utilisation rationnelle des matériaux dans un SME nécessite des connaissances
concernant les aspects suivants :a) l’évaluation de la circularité des matériaux contenus dans les produits conçus par l’organisme ;
b) l’identification de stratégies appropriées de circularité afin d’améliorer la circularité des matériaux
contenus dans les produits et leurs parties constitutives et soutenir la réalisation des objectifs de
l’organisme en termes d’utilisation rationnelle des matériaux ;c) le processus de conception et développement, et la compréhension de la façon dont les processus
d’amélioration de la circularité des matériaux et la manière de les gérer s’inscrivent dans un SME.
0.2 Relation avec d’autres normes[1]
L’ISO 14001 est une norme de base qui fournit à l’organisme un cadre pour l’établissement d’un
système de management environnemental (SME). Il existe quatre éléments essentiels pour accompagner
les utilisateurs de l’ISO 14001. L’un d’eux est lié aux « éléments de politique et d’organisation » tels que
ceux liés à l’utilisation durable des ressources, et est également illustré dans deux normes
[3]complémentaires, à savoir l’ISO 14006 sur l’éco-conception et le présent document, ISO 14009, sur la
circularité des matériaux.L’ISO 14006 fournit des lignes directrices qui assistent les organismes dans l’établissement d’une
approche méthodique et structurée pour l’intégration et la mise en œuvre de l’éco-conception au sein
d’un SME tel que décrit dans l’ISO 14001.[10]
L’IEC 62430 , en revanche, décrit les principes, spécifie les exigences et fournit des recommandations
aux organismes qui ont l’intention d’intégrer les aspects environnementaux dans le processus de
conception et développement afin de réduire le plus possible les impacts environnementaux négatifs des
produits. L’IEC 62430 peut être intégrée dans un système de management existant comme indiqué dans
l’ISO 14006.En Europe, des normes sur les méthodes d’évaluation de l’utilisation rationnelle des matériaux sont en
cours d’élaboration pour répondre aux futures exigences d’éco-conception concernant, entre autres, la
durabilité, la réparabilité et la recyclabilité des produits liés à l’énergie. Ces normes sont directement
liées au présent document. La préparation de ces normes est pilotée par le Comité technique
commun CEN-CENELEC n° 10 (CEN-CLC JTC 10) sur les Produits liés à l’énergie — Aspects de l’utilisation
[16]rationnelle des matériaux pour l’éco-conception. Certaines des normes du JTC10, l’EN 45556 ,
[18] [19]l’EN 45558 et l’EN 45559 (couvrant, respectivement, la proportion de composants réutilisés, la
déclaration de l’utilisation de matières premières critiques et la communication des aspects relatifs à
l’utilisation rationnelle des matériaux) sont publiées, tandis que les autres normes sont à différentes

L’ISO 14001 exige qu’un organisme identifie les aspects environnementaux et les impacts
environnementaux correspondants, en adoptant une perspective de cycle de vie. Cela implique de
prendre en compte les aspects et les impacts à chaque étape du cycle de vie du produit, y compris le
[9]processus de conception et développement. L’ISO 9001 est axée sur les systèmes de management de la
qualité, y compris le processus de conception et développement, mais ne couvre pas les impacts
environnementaux. L’ISO 14006 met l’accent sur le système de management pour la mise en œuvre d’une
conception éco-responsable par un organisme. L’IEC 62430 facilite, avec des processus d’intégration, la
mise en œuvre d’une conception éco-responsable par un organisme. Enfin, le groupe de normes
du CEN-CLC JTC 10 se concentre sur les méthodes d’évaluation relatives à l’utilisation rationnelle des
matériaux et à la circularité des matériaux, mais ne couvre pas les cadres du management
environnemental et commercial, comme décrit dans le présent document.La Figure 1 illustre comment l’éco-conception et la circularité des matériaux dans l’ISO 14006 et

Introduction
0.1 Background
One of the major challenges that we all face in achieving sustainable development is the efficient use
of resources and reuse of the resources repeatedly without diminishing their value, usability, etc.
Internationally, the United Nations Environment Programme International Resource Panel (UNEP IRP)
warns that at the current pace of production and consumption, mankind would consume 140 billion
tons of natural resources in 2050, which is twice the amount consumed in 2005. Such use of natural
resources, that does not consider material circulation, has already resulted in unstable resource
[25]supplies and serious adverse environmental impacts .
The UN adopted 17 sustainable development goals (SDGs) in 2015 and set specific targets for each of
them to be achieved over the next 15 years. SDG 9 (Build resilient infrastructure, promote inclusive
and sustainable industrialization and foster innovation), SDG 12 (Ensure sustainable consumption and
production patterns), and SDG 13 (Climate action) are directly related to managing natural resources.
Emphasis on the transition from a linear to a circular economy in order to achieve sustainable
[24]development has been spearheaded by the European Union (EU). The concept of a circular economy
encompasses a wide range of topics, from the full life cycle of products to business models. The general
concept of a circular economy is closing the loop between different life cycles through the application
of designs that allow for the enhancement of recycling and reuse for the more efficient use of raw
materials and products, limiting (or eliminating) waste. One of the methods to consider for supporting
the transition to a circular economy is implementing a design that facilitates the material circulation of
products and their constituent parts (see Annex A).Considering that products are largely composed of natural resources, material circulation of products
plays an important role in the sustainable use of resources. The widely-held perception is that strategy/
planning for material circulation of products and their constituent parts should precede their design
and development.Material circulation can be understood as an approach integrated within the design and development
by which products, parts or materials can be continually reprocessed into the same or similar
products in order to achieve material efficiency and (ultimately) the environmental objectives of the
organization. In order to be of benefit to the organization and to ensure that the organization achieves
its material efficiency objectives, it is intended that improvement of material circulation be carried out
as an integral part of the business operations of the organization. Material circulation can potentially
have implications for all functions of an organization.This document provides guidelines for strategies on material circulation to achieve material efficiency
i.e., “minimize the use of natural resources, by maximizing the lifetime of products through improved
design, with increased opportunities for repair, upgrade, reuse, remanufacturing and recycling by an
organization”.A material circulation improvement process takes place within an organization's design and
development, and it is there where the knowledge required in carrying out and managing material
circulation is to be found. However, when it is intended that material circulation be carried out under
the umbrella of an environmental management system (EMS), then the person responsible for the EMS
is expected to have an understanding of what this process is and how it is going to be managed and
controlled. In this way, the integrity of the EMS is not jeopardized and the material efficiency and other
environmental objectives for the products can be achieved.Incorporation of material efficiency within an EMS requires knowledge related to the following:
a) assessment the material circulation of the products in the organization;b) identification of appropriate material circulation strategies to improve material circulation of
products and their constituent parts and support achievement of the material efficiency objectives

c) the design and development process, and an understanding of how material circulation
improvement processes and how they are managed fit within an EMS.0.2 Relation with other standards

ISO 14001 is a core standard that provides the organization with a framework for establishing an
environmental management system (EMS). There are four key elements to support users of ISO 14001.
One of them is related to “policy and organizational elements” such as those related to sustainable use
[3]of resources, and further exemplified in two complementary standards, ISO 14006 on ecodesign, and
this document, ISO 14009 on material circulation.ISO 14006 provides guidelines to assist organizations in establishing a systematic and structured
approach to the incorporation and implementation of ecodesign within an EMS such as that described
in ISO 14001.[ ]
IEC 62430, 10 on the other hand, describes principles, specifies requirements, and provides guidance
for organizations intending to integrate environmental aspects into the design and development in
order to minimise the adverse environmental impacts of products. IEC 62430 can be incorporated into
an existing management system as indicated in ISO 14006.In Europe, standards on material efficiency assessment methods are under development to support
future ecodesign requirements on, amongst others, durability, reparability, and recyclability of energy-
related products. These standards are directly linked to this document. The preparation of these
standards is driven by the CEN-CENELEC Joint Technical Committee 10 (CEN-CLC JTC 10) on Energy-
related products — Material Efficiency Aspects for Ecodesign. Some of the JTC10 standards, EN
[ ] [ ] [ ]45556, 16 EN 45558 18 and EN 45559 19 (covering, respectively, proportion of reused components,
declaration of use of critical raw materials and communication of material efficiency aspects) are
[11-15,17]published, while the other standards are under different phases of development .
ISO 14001 requires an organization to identify environmental aspects and corresponding environmental
impacts, taking a life cycle perspective into account. This involves considering aspects and impacts
[9]in each stage of the product life cycle, including design and development. ISO 9001 is focused on
quality management systems, including design and development, but does not cover environmental
impacts. ISO 14006 focus on management system to implement environmental conscious design by an
organization. IEC 62430 assists with incorporation processes to implement environmental conscious
design by an organization. Last, the CEN-CLC JTC 10 group of standards focus on assessment methods
related to material efficiency and material circulation, but they do not cover environmental and
business management frameworks, as described in this document.Figure 1 illustrates how ecodesign and material circulation in ISO 14006 and ISO 14009 can support an

This document is a type B management system standard and provides guidelines related to ISO 14001,
a type A management system standard and that follows the identical structure to ISO 14001. This
standard places priority on the ISO 14001 clauses for planning (clause 6) and operation (clause 8):
— Clauses 4, 5, and 7 cover aspects related to environmental management system.— Establishment of material circulation strategies for products is considered in clause 6. Creating
material circulation solutions, design considerations for material circulation, and ensuring
operational planning and control are provided in clause 8.Additionally, ISO 14009 contains also the following annexes to assist users in understanding material
circulation:— Annex A shows the relationship between the circular economy and material circulation;
— Annex B addresses examples and explanation of interested parties;— Annex C illustrates material flow in material circulation and the link with material efficiency; and

Environmental management systems — Guidelines
for incorporating material circulation in design and
development
1 Scope
This document provides guidelines to assist organizations in establishing, documenting, implementing,
maintaining and continually improving material circulation in their design and development in a
systematic manner, using an environmental management system (EMS) framework.These guidelines are intended to be used by those organizations that implement an EMS in accordance
with ISO 14001. The guidelines can also help in integrating material circulation strategies in design and
development when using other management systems. The guidelines can be applied to any organization
regardless of its size or activity.This document provides guidelines for design strategies on material circulation to achieve the material
efficiency objectives of an organization, by focusing on the following aspects:— Type and quantity of materials in products
— Product lifetime extension
— Recovery of products, parts, and materials
In design and development, many aspects are considered, such as safety, performance, and cost.
