Overview

ISO 3164:2013 specifies the deflection-limiting volume (DLV) used for laboratory evaluations of protective structures on earth‑moving machinery. The DLV is a standardized envelope that approximates a large seated operator and is used to assess operator protection provided by ROPS (roll‑over protection structures), TOPS (tip‑over protection structures) and FOPS (falling‑object protective structures) in controlled laboratory tests.

Key topics and technical requirements

  • DLV types: defines an orthogonal DLV (rectilinear approximation) and a rounded DLV (corners radiused to better match head/shoulder contours). A separate orthogonal head section (270 mm × 330 mm) is used with the rounded DLV for FOPS testing.
  • Positioning reference: the DLV is positioned relative to the seat index point (SIP) per ISO 5353; the DLV’s positioning axis (LA) must pass through the SIP and be centered laterally on the seat.
  • Seat adjustment rules: the standard assumes a 150 mm fore‑aft seat travel when determining the DLV rear-limit distance (210 mm). If no fore‑aft adjustment exists, that distance is reduced to 135 mm; for shorter travels the distance is adjusted proportionally (half the difference between 150 mm and the actual travel).
  • Permitted rotations: the DLV head may rotate up to 15° laterally or longitudinally during ROPS/TOPS tests; the DLV portion under the SIP does not rotate. Rotation must be limited where machine components interfere.
  • Accuracy and tolerances: linear DLV dimensions have a tolerance of ±5 mm; positioning accuracy relative to the SIP is ±13 mm horizontally and vertically; rotational accuracy is ±1°.
  • Use in test methods: the DLV dimensions and placement are referenced in the figures of ISO 3164 and are mandatory for repeatable laboratory evaluation of protective structures.

Applications and practical value

  • Ensures consistent, repeatable laboratory testing of operator protective structures on construction and earth‑moving equipment.
  • Used by test laboratories, OEMs (equipment manufacturers), safety engineers, conformity assessment bodies, and regulators to verify ROPS, TOPS and FOPS performance against standardized operator injury risk envelopes.
  • Supports design validation, product certification, and regulatory compliance by providing a common geometric basis (DLV) to assess deflection and intrusion under load.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International
Standards adopted by the technical committees are circulated to the member bodies for voting.
Publication as an International Standard requires approval by at least 75 % of the member bodies
casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 3164 was prepared by Technical Committee ISO/TC 127, Earth-moving machinery, Subcommittee
SC 2, Safety, ergonomics and general requirements.
This sixth edition cancels and replaces the fifth edition (ISO 3164:1995), which has been technically revised.
