Machinery for forestry — Portable chain-saw safety requirements and testing — Part 2: Chain-saws for tree service

This document specifies safety requirements and measures for verification for the design, construction, transporting and commissioning for tree service of portable, combustion-engine, hand-held chain-saws having a maximum mass of 4,3 kg (without the guide bar and saw-chain and with tanks empty). The chain-saws are intended to be used, with the right hand on the rear handle and left hand on the front handle, by a trained operator. Dismantling and scrapping of the product is not covered by this document. Methods for the elimination or reduction of hazards arising from the use of these machines and the type of information on safe working practices to be provided by the manufacturer are specified. This document deals with all significant hazards, hazardous situations and hazardous events relevant to these machines when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Annex B). This document is applicable to chain-saws manufactured after its date of publication. NOTE Figure 1 shows an example of a chain-saw within the scope of this document.

Des méthodes pour éliminer ou réduire les dangers inhérents à l'utilisation de ces machines, ainsi que le type d'informations sur les pratiques d'utilisation sûres à fournir par le fabricant. Le présent document traite de tous les dangers significatifs, situations dangereuses et événements dangereux pertinents pour ces machines, lorsqu'elles sont utilisées de la manière prévue et dans des conditions de mauvais usage raisonnablement prévisibles par le fabricant. and forestry, Subcommittee SC 17, Manually portable (hand-held) powered lawn and garden equipment and
forest machinery, in collaboration with the European Committee for Standardization (CEN) Technical
Committee CEN/TC 144, Tractors and machinery for agriculture and forestry, in accordance with the
Agreement on technical cooperation between ISO and CEN (Vienna Agreement).
This fourth edition cancels and replaces the third edition (ISO 11681-2:2011), which has been technically
revised. It also incorporates the Amendment ISO 11681-2:2011/Amd 1:2017.
The main changes compared to the previous edition are as follows:
— the normative references in Clause 2 have been updated;
— requirements for kickback in 4.5.3.1 have been clarified;
— requirements and verification for throttle control system in 4.12 have been updated;
— a new subclause, 4.17.2.3 “Fuel feed line strength and accessibility”, has been added;
— 5.1.2 has been updated;
— in 5.1.3, information on safe starting procedure has been added.

Introduction
This document is a type-C standard as stated in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety: players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events
are covered are indicated in the scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or
type-B standards, the requirements of this type-C standard take precedence over the requirements of
the other standards for machines that have been designed and built according to the requirements of
this type-C standard.

1 Scope

4.1 General
Machines shall comply with the safety requirements and/or protective measures of this clause. In
addition, the machine shall be designed according to the principles of ISO 12100:2010 for relevant but
not significant hazards which are not dealt with by this document.

1 Domaine d'application
Le présent document spécifie les exigences de sécurité et les mesures pour leur vérification, pour la
conception, la construction, le transport et la mise en service des scies à chaîne portatives à moteur à
combustion interne pour l’élagage des arbres, tenues à la main, ayant une masse maximale de 4,3 kg
(guide-chaîne et chaîne non compris et réservoirs vides).
Les scies à chaîne sont prévues pour être manœuvrées avec la main droite sur la poignée arrière et la
main gauche sur la poignée avant, par un opérateur.
Le démontage et la mise au rebut du produit ne sont pas couverts par le présent document. Des
méthodes pour éliminer ou réduire les dangers inhérents à l'utilisation de ces machines, ainsi que le
type d'informations sur les pratiques d'utilisation sûres à fournir par le fabricant.
Le présent document traite de tous les dangers significatifs, situations dangereuses et événements
dangereux pertinents pour ces machines, lorsqu'elles sont utilisées de la manière prévue et dans des
conditions de mauvais usage raisonnablement prévisibles par le fabricant. (voir Annexe B)
Le présent document s’applique aux scies à chaîne fabriquées après sa date de publication.

This document is a type-C standard as stated in ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety: players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.)
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).

Chain-saws for tree service
1 Scope
This document specifies safety requirements and measures for verification for the design, construction,
transporting and commissioning for tree service of portable, combustion-engine, hand-held chain-saws
having a maximum mass of 4,3 kg (without the guide bar and saw-chain and with tanks empty).
The chain-saws are intended to be used, with the right hand on the rear handle and left hand on the
front handle, by a trained operator.
Dismantling and scrapping of the product is not covered by this document. Methods for the elimination
or reduction of hazards arising from the use of these machines and the type of information on safe
working practices to be provided by the manufacturer are specified.
This document deals with all significant hazards, hazardous situations and hazardous events relevant
to these machines when they are used as intended and under conditions of misuse which are reasonably
foreseeable by the manufacturer (see Annex B).
This document is applicable to chain-saws manufactured after its date of publication.
NOTE Figure 1 shows an example of a chain-saw within the scope of this document.

This document was prepared by Technical Committee ISO/TC 23, Tractors and machinery for agriculture
and forestry, Subcommittee SC 17, Manually portable forest machinery, in collaboration with the European
Committee for Standardization (CEN) Technical Committee CEN/TC 144, Tractors and machinery for
agriculture and forestry, in accordance with the Agreement on technical cooperation between ISO and
CEN (Vienna Agreement).
This fourth edition cancels and replaces the third edition (ISO 11681-2:2011), which has been
technically revised.
The main changes compared to the previous edition are as follows:
— the normative references in Clause 2 have been updated;
— requirements for kickback in 4.5.3.1 have been clarified;
— requirements and verification for throttle control system in 4.12 have been updated;
— a new subclause, 4.17.2.3 “Fuel feed line strength and accessibility”, has been added;
— 5.1.2 has been updated;
— in 5.1.3, information on safe starting procedure has been added.

Introduction
This document is a type-C standard as stated in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety: players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events
are covered are indicated in the scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or
type-B standards, the requirements of this type-C standard take precedence over the requirements of
the other standards for machines that have been designed and built according to the requirements of
this type-C standard.

Chain-saws for tree service
1 Scope
This document specifies safety requirements and measures for verification for the design, construction,
transporting and commissioning for tree service of portable, combustion-engine, hand-held chain-saws
having a maximum mass of 4,3 kg (without the guide bar and saw-chain and with tanks empty).
The chain-saws are intended to be used, with the right hand on the rear handle and left hand on the
front handle, by a trained operator.
Dismantling and scrapping of the product is not covered by this document. Methods for the elimination
or reduction of hazards arising from the use of these machines and the type of information on safe
working practices to be provided by the manufacturer are specified.
This document deals with all significant hazards, hazardous situations and hazardous events relevant
to these machines when they are used as intended and under conditions of misuse which are reasonably
foreseeable by the manufacturer (see Annex B).
This document is applicable to chain-saws manufactured after its date of publication.
NOTE Figure 1 shows an example of a chain-saw within the scope of this document.

Cette quatrième édition annule et remplace la troisième édition (ISO 11681-2:2011), qui a fait l'objet
d'une révision technique.

Introduction

1 Domaine d'application
Le présent document spécifie les exigences de sécurité et les mesures pour leur vérification, pour la
conception, la construction, le transport et la mise en service des scies à chaîne portatives à moteur à
combustion interne pour l’élagage des arbres, tenues à la main, ayant une masse maximale de 4,3 kg
(guide-chaîne et chaîne non compris et réservoirs vides).
Les scies à chaîne sont prévues pour être manœuvrées avec la main droite sur la poignée arrière et la
main gauche sur la poignée avant, par un opérateur.

Le présent document traite de tous les dangers significatifs, situations dangereuses et événements
dangereux pertinents pour ces machines, lorsqu'elles sont utilisées de la manière prévue et dans des
conditions de mauvais usage raisonnablement prévisibles par le fabricant. (voir Annexe B)
Le présent document s’applique aux scies à chaîne fabriquées après sa date de publication.
NOTE La Figure 1 montre un exemple de scie à chaîne conforme au domaine d’application du présent
document.
