This International Standard establishes the specifications for the International Standard Collection Identifier (ISCI) as a unique international identification system for each collection, fonds and (archival) series, and part(s) of collections, fonds and series. This International Standard establishes the specifications for the structure of an identifier and promotes the use of the identifier with regard to identifying systems that already exist. It also gives a list of recommended metadata elements that describe a collection. This International Standard does not specify the description of collections, fonds and series, nor the relationships between collections and sub-collections. The ISCI is intended for use by organizations that manage collections of cultural materials. These include cultural heritage institutions such as libraries, museums and archives, as well as other types of organizations such as publishers operating in the supply chain of cultural materials.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International
Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent

Introduction
ISO/TC 46, Information and documentation, has developed standard identifiers for a wide variety of entities.
However, a standard identifier for collections, fonds and (archival) series has not yet been built. In the past
there was no need for such an identifier, but the situation has changed. There are now a large number of
collections, fonds and series and a broad range of organizations hosting them. These collections, fonds and
series can be physical or electronic, partly physical and partly electronic, or virtual; they can be available either
online via the Internet or offline.
The need for identifying collections, fonds and series has emerged as libraries and other cultural institutions
develop their collections in cooperation with other institutions, as well as developing and maintaining multi-
institutional collections, so termed “collective collections”. Collections are analysed and compared, weeded,
relocated, digitized in whole or in part and made available for searching and other services via their own
interfaces and via machine-to-machine interfaces. Unique identification of collections, fonds and series
enables collection parts in different locations to be linked at a “collection level” for maintenance and discovery.
The searchable metadata associated with the collection identifier facilitates the discovery of collections and
their strengths and availability, which are particularly useful for search engines and metasearch engines. The
metadata are also useful for cultural institutions seeking partnerships, whether on a global, regional, national
or international scale.
While it is possible to use local identifiers, this is not recommended in an environment where global exchange
of this kind of metadata is anticipated. The aim of this International Standard is to establish a system which
requires neither a registration authority nor large national/regional centres, even if tens or hundreds of thousands
of collections, fonds and series are identified.

4 Structure and syntax of the ISCI
4.1 Rules for structure and syntax
The ISCI is a variable-length identifier consisting of two parts:
a) the identifier for the organization (ISIL) within square brackets; and
b) the collection identifier string, assigned within a specific organization, identifying either an entire collection,
a super collection or a sub-collection.
NOTE The depth of a collection hierarchy is a local decision.
The parsing rule for ISIL is the first pair of square brackets within the ISCI string. This can be expressed in the
following way:

There is no reliable generic method to determine the length of an ISCI when the identifier is incorporated in
unstructured text. Collection identifier strings can contain any character, including, for example, spaces or
other whitespace characters. In structured text like a metadata record, ISCI parsing can rely on the encoding
of the document in which the ISCI is embedded.

4.2 Identifier for the organization (ISIL)
An ISIL identifies an organization, or one of its subordinate units, that is responsible for an action or service
in an informational environment (e.g. creation of machine-readable information). It can be used to identify the
originator or holder of a resource (e.g. library material or archive fonds).
The ISIL shall be used as the prefix of the ISCI. If an organization does not have an ISIL, it shall first request
the ISIL in accordance with ISO 15511 before ISCI assignment can start.
An organization can have one ISIL or more. For instance, the Staatsbibliothek zu Berlin can have a domestic

Avant-propos
L’ISO (Organisation internationale de normalisation) est une fédération mondiale d’organismes nationaux de
normalisation (comités membres de l’ISO). L’élaboration des Normes internationales est en général confiée aux
comités techniques de l’ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du comité
technique créé à cet effet. Les organisations internationales, gouvernementales et non gouvernementales,
en liaison avec l’ISO participent également aux travaux. L’ISO collabore étroitement avec la Commission
électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI, Partie 2.
La tâche principale des comités techniques est d’élaborer les Normes internationales. Les projets de Normes
internationales adoptés par les comités techniques sont soumis aux comités membres pour vote. Leur publication
comme Normes internationales requiert l’approbation de 75 % au moins des comités membres votants.

Introduction
L’ISO/TC 46, Information et documentation, a mis au point des identifiants normalisés destinés à une grande
variété d’entités. Cependant, un identifiant normalisé des collections, des fonds de bibliothèques et des séries
archivistiques n’a pas encore été construit. Dans le passé, le besoin de disposer de cet identifiant ne s’était
pas fait sentir, mais la situation a changé. Il existe à présent un grand nombre de collections, de fonds de
bibliothèques et de séries archivistiques et un large éventail d’organismes qui les hébergent. Ces collections,
ces fonds de bibliothèques et ces séries archivistiques peuvent être matériels ou électroniques, partiellement
matériels et partiellement électroniques ou virtuels; ils sont disponibles soit en ligne par l’Internet soit hors ligne.
Le besoin d’identifier des collections, des fonds de bibliothèques et des séries archivistiques se fait jour alors
que les bibliothèques et d’autres établissements culturels développent leurs collections en collaboration
avec d’autres établissements et qu’ils mettent en place et maintiennent des collections multi-institutionnelles,
dites «collections collectives». Ces collections sont analysées et comparées, triées, déplacées, numérisées
entièrement ou partiellement, et rendues disponibles pour la recherche et d’autres services par leurs propres
interfaces et par l’intermédiaire d’interfaces de machine à machine. L’identification unique des collections, des
fonds de bibliothèques et des séries archivistiques permet de relier les parties de collections disséminées
en divers endroits au «niveau de la collection» pour leur maintenance et la découverte. Les métadonnées
adressables associées à l’identifiant d’une collection facilitent la découverte des collections et font ressortir
leur poids et leur disponibilité qui sont particulièrement utiles aux moteurs et aux métamoteurs de recherche.
Ces métadonnées sont également utiles aux établissements culturels qui recherchent des partenariats,
indépendamment de l’échelle considérée, qu’elle soit mondiale, régionale, nationale ou internationale.
Alors qu’il est possible d’utiliser des identifiants locaux, dans un contexte où les échanges mondiaux de ce
type de métadonnées est prévisible, l’usage d’identifiants locaux n’est pas un bon choix. La présente Norme
internationale vise à permettre la mise en place d’un système ne nécessitant ni autorité d’enregistrement ni
grands centres nationaux/régionaux, même si des dizaines ou des centaines de milliers de collections, de
fonds de bibliothèques et de séries archivistiques sont identifiées.

1 Domaine d’application
La présente Norme internationale établit les spécifications de l’identifiant normalisé des collections (ISCI) comme
système international d’identification unique pour chaque collection, fonds et série archivistique et des parties
de collections, de fonds et de séries archivistiques. La présente Norme internationale définit les spécifications
de la structure d’un identifiant et en encourage l’utilisation en tenant compte des systèmes d’identification qui
existent déjà. Elle donne également une liste d’éléments de métadonnées qui décrivent une collection.
La présente Norme internationale ne spécifie ni la description des collections, des fonds et des séries
archivistiques ni les relations entre les collections et les sous-collections.
L’ISCI est destiné aux organismes qui gèrent des collections ou des biens culturels. Ceux-ci incluent des
établissements de patrimoine culturel, tels que les bibliothèques, les musées et les services d’archives, aussi bien
que d’autres organismes, tels que les maisons d’édition travaillant dans la chaîne de fourniture de biens culturels.
NOTE Le profil d’application des collections Dublin Core facilite la description des collections, des fonds et des séries
archivistiques en général, en offrant un ensemble d’éléments de métadonnées à cet effet. Ces éléments forment le socle
des éléments recommandés des métadonnées énumérées dans la présente Norme internationale.

4 Structure et syntaxe de l’ISCI
4.1 Règles de structure et de syntaxe
L’ISCI est un identifiant de longueur variable composé de deux parties:
a) l’identifiant de l’organisme (ISIL) entre crochets;
b) la chaîne de l’identifiant de la collection attribuée à un organisme donné, identifiant soit une collection
complète soit une super-collection ou une sous-collection.
NOTE La profondeur de la structure hiérarchique d’une collection est une décision locale.
L’analyse syntaxique de l’ISIL est matérialisée par la première paire de crochets dans la chaîne de l’ISCI. Cette
règle peut être exprimée de la façon suivante:
