Foreword
IS0 (the International Organization for Standardization) is a worldwide feder-
ation of national standards bodies (IS0 member bodies). The work of preparing
International Standards is normally carried out through IS0 technical com-
mittees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that
committee. International organizations, governmental and non-governmental, in
liaison with ISO, also take part in the work. IS0 collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical
standardization.
Draft International Standards adopted by the technical committees are circulated
to the member bodies for voting. Publication as an International Standard
requires approval by at least 75 % of the member bodies casting a vote.
International Standard IS0 3166 was prepared by Technical Committee
ISOITC 46, lnformation and documentation, in collaboration with the following
International Organizations: Customs Co-operation Council (CCC), United
Nations Economic Commission for Europe (ECE), Food and Agriculture
Organization of the United Nations (FAO), International Atomic Energy Agency
(IAEA), International Air Transport Association (IATA), International Chamber of
Commerce (ICC), International Chamber of Shipping (ICS), International
Federation of Library Associations (IFLA), International Labour Office (ILO),
International Telecommunication Union (ITU), International Union of Railways
(UIC), United Nations Organization (UN), United Nations Conference on Trade

Property Organization (WIPO), and World Health Organization (WHO).
This fourth edition cancels and replaces the third edition (IS0 3166:1988). It
comprises a consolidation of all changes to the lists of IS0 31669988 agreed to
IS0 3166 Maintenance Agency (see below), published in the IS0 3766
by the
Newsletter up to July 1993 as well as in several issues of the IS0 Bulletin.
A full revision of IS0 3166 is currently being prepared by ISOITC 46.

Avant-propos
L'ISO (Organisation internationale de normalisation) est une fédération mon-
diale d'organismes nationaux de normalisation (comités membres de I'ISO).
L'élaboration des Normes internationales est en général confiée aux comités
techniques de 1'60. Chaque comité membre intéressé par une étude a le droit
de faire partie du comité technique créé à cet effet. Les organisations internatio-

Introduction
The need for universally applicable codes for the re resentation of
names of countries has become more and more evident. This coding
system incorporates the best elements of existing widely-used codes,
while at the same time not being bound by any one of them. The
resulting codes have been derived largely from the country designations
for vehicles reported by the governments of States adhering to the
Conventions on Road Traffic (1949 and 19681, but designations have also
been derived from other sources.
The basic principle employed in developing the alphabetic codes in this
International Standard was a visual association between the codes and
the entity names in English and French, but also in other languages. In
applying this principle, the codes were generally assigned on the basis
of the short name under which the entities are commonly known, thus
avoiding, wherever possible, reflection of their political status.
Due consideration has been given to the problem of maintenance of the
codes and their implementation. This International Standard includes
basic guidelines for these functions.

alphabétiques contenus dans la présente Norme internationale repose
sur l'association visuelle des codes aux noms des entités en anglais ou
en français, mais aussi dans d'autres langues. En application de ce prin-
cipe, les codes ont été généralement déterminés d'après le nom usuel
des entités, évitant ainsi, dans toute la mesure du possible, de faire
référence à leur statut politique.
Les problèmes concernant la mise à jour des codes et leur mise en
application ont été pris en considération. A cet effet, la présente Norme
