ISO 10002:2014 provides guidance on the process of complaints handling related to products within an organization, including planning, design, operation, maintenance, and improvement. The complaints-handling process described is suitable for use as one of the processes of an overall quality management system. ISO 10002:2014 is not applicable to disputes referred for resolution outside the organization or for employment-related disputes. It is also intended for use by organizations of all sizes and in all sectors. Annex A provides guidance specifically for small businesses. ISO 10002:2014 addresses the following aspects of complaints handling: enhancing customer satisfaction by creating a customer-focused environment that is open to feedback (including complaints), resolving any complaints received, and enhancing the organization's ability to improve its product and customer service; top management involvement and commitment through adequate acquisition and deployment of resources, including personnel training; recognizing and addressing the needs and expectations of complainants; providing complainants with an open, effective, and easy-to-use complaints process; analysing and evaluating complaints in order to improve the product and customer service quality; auditing of the complaints-handling process; reviewing the effectiveness and efficiency of the complaints-handling process.

L'ISO 10002:2014 fournit des recommandations sur le processus de traitement des réclamations relatif aux produits au sein d'un organisme, notamment en matière de planification, conception, fonctionnement, mise à jour et amélioration. Le processus de traitement des réclamations décrit est destiné à être utilisé en tant que l'un des processus d'un système de management de la qualité global. L'ISO 10002:2014 n'est pas applicable à des litiges dont la résolution est soumise à l'extérieur de l'organisme, ni aux litiges relatifs à l'emploi et aux ressources humaines. Elle est destinée à être utilisée par des organismes de toute taille et de tout secteur. L'Annexe A donne des recommandations propres aux petites entreprises. L'ISO 10002:2014 aborde les aspects suivants du traitement des réclamations: amélioration de la satisfaction du client en créant un environnement orienté client qui est ouvert aux retours d'informations des clients (y compris aux réclamations), en s'engageant à les résoudre tout en renforçant la capacité de l'organisme à améliorer ses produits et son service client; implication et engagement de la direction par le biais de l'acquisition et du déploiement appropriés des ressources, y compris la formation des employés; reconnaissance et prise en compte des besoins et des attentes des réclamants; mise à disposition des réclamants d'un processus de traitement des réclamations ouvert, efficace et simple d'emploi; analyse et évaluation des réclamations visant à améliorer la qualité du produit et du service au client; audits du processus de traitement des réclamations; revues de l'efficacité et de l'efficience du processus de traitement des réclamations.

Standard ISO 10002 določa smernice za ravnanje s pritožbami glede izdelkov v podjetju, vključno z načrtovanjem, zasnovo, delovanjem, vzdrževanjem in izboljšavami. Opisani postopek ravnanja s pritožbami je primeren za uporabo kot eden od postopkov celotnega sistema vodenja kakovosti. Ta mednarodni standard se ne uporablja pri sporih, ki se razrešujejo izven podjetja, ali pri sporih v povezavi z zaposlovanjem. Namenjen je za uporabo v podjetjih vseh velikosti in v vseh sektorjih. Введение
0.1 Общие положения
Настоящий международный стандарт cодержит руководство по проектированию и внедрению
результативного и эффективного процесса работы с претензиями, применимого для всех типов
коммерческой или некоммерческой деятельности, включая электронную торговлю. Стандарт
направлен на то, чтобы помогать и приносить пользу организации и ее потребителям, подателям
претензий и другим заинтересованным сторонам.
Информация, получаемая посредством процесса работы с претензиями, может способствовать
улучшению продукции и процессов, и при правильной работе с претензиями, повышать репутацию
организации, независимо от ее размера, местоположения и отраслевой принадлежности. Значение
международного стандарта в масштабе мирового рынка возрастает, поскольку он обеспечивает
уверенность в том, что работа по изучению претензий осуществляется на постоянной основе.
Результативный и эффективный процесс работы с претензиями отвечает потребностям организаций,
поставляющих продукцию, а также потребностям получателей этой продукции.
ПРИМЕЧАНИЕ В стандарте ISO 9000:2005 «продукция» определена как «результат процесса», заключая в
себе четыре общие категории продукции: услуги, программные средства, технические средства и
перерабатываемые материалы. В тексте настоящего международного стандарта термин «продукция» может также
означать «услугу».
Подход к работе с претензиями как к процессу в том виде, как это описывается в положениях

Организации могут использовать процесс работы с претензиями в сочетании с кодексами в области
удовлетворения потребителей и процессами разрешения споров и разногласий с участием третьих
сторон.

0.2 Взаимосвязь со стандартами ISO 9001 и ISO 9004
Настоящий международный стандарт является совместимым со стандартами ISO 9001 и ISO 9004 и
поддерживает цели данных стандартов посредством результативной и эффективной реализации
процесса работы с претензиями. Он может также применяться самостоятельно.
ISO 9001 содержит требования к системе менеджмента качества, которые могут применяться внутри
организаций или в целях сертификации или в контрактных ситуациях. Процесс работы с претензиями,
описанный в настоящем международном стандарте, может применяться как элемент системы
менеджмента качества.
ISO 9004 содержит рекомендации по управлению достижением устойчивого успеха организацией.
Применение настоящего международного стандарта (ISO 10002) может повысить результативность
работы с претензиями и удовлетворенность потребителей и других заинтересованных сторон, тем
самым содействуя достижению устойчивого успеха. Он может также способствовать постоянному
повышению качества продукции, используя отзывы потребителей и других заинтересованных сторон.
0.3 Взаимосвязь со стандартами ISO 10001, ISO 10003 и ISO 10004
Настоящий международный стандарт является совместимым со стандартами ISO 10001, ISO 10003 и
ISO 10004. Эти четыре международных стандарта могут использоваться либо самостоятельно или в
сочетании друг с другом. При совместном использовании стандарты ISO 10001, ISO 10003, ISO 10004 и

касающихся удовлетворенности потребителей. Такие кодексы могут снизить вероятность появления
проблем и устранить причины претензий и разногласий, которые могут снижать удовлетворенность
потребителей.
ISO 10003 содержит руководящие указания по разрешению спорных вопросов в связи с претензиями,
касающимися продукции, по которым стороны сами не смогут прийти к устраивающему их разрешению
ситуации. ISO 10003 может помочь минимизировать неудовлетворенность потребителей,
возникающую вследствие неразрешенных претензий.
ISO 10004 содержит руководящие указания по созданию эффективных процессов мониторинга и
измерения удовлетворенности потребителей. Его положения сфокусированы на потребителях,
внешних по отношению к рассматриваемой организации.

Руководящие указания по работе с претензиями в
организациях
1 Область применения
Настоящий международный стандарт содержит руководство по процессу работы с претензиями внутри
организации, которые относятся к продукции, включая планирование, проектирование, изготовление,
обслуживание и улучшение. Описанный процесс работы с претензиями можно применять в качестве
одного из процессов всеобщей системы менеджмента качества.
Настоящий международный стандарт неприменим для разрешения споров и разногласий за
пределами организации, а также конфликтов, связанных с наймом персонала.
Стандарт может применяться организациями независимо от их размера и отраслевой принадлежности.
Специально для предприятий малого размера в Приложении А настоящего стандарта приводятся
более конкретные рекомендации.
В настоящем международном стандарте рассматриваются следующие аспекты работы с претензиями:
a) повышение удовлетворенности потребителей посредством создания атмосферы,
ориентированной на потребителя и открытой для обратной связи (включая претензии),
урегулирование любых полученных претензий, а также совершенствование способности
организации к улучшению своей продукции и обслуживания потребителей;
b) вовлечение в процесс высшего руководства и выполнение принятых им обязательств посредством
адекватного комплектования и распределения ресурсов, включая подготовку персонала;
c) признание и направление усилий на рассмотрение потребностей и ожиданий подателей
претензий;
d) создание для подателей претензий открытого, эффективного и удобного в применении процесса
работы с претензиями;
e) анализ и оценка претензий с целью повышения качества продукции и улучшения качества
обслуживания потребителей;
f) аудит процесса работы с претензиями;
g) анализ результативности и эффективности процесса работы с претензиями.

4 Руководящие принципы
4.1 Общие положения
В целях эффективной работы с претензиями рекомендуется следовать руководящим принципам,
содержащимся в п.п.4.2-4.10.
4.2 Наглядность
Информация о том, как и куда, обращаться с претензией должна быть своевременно доведена до
потребителей, персонала и других заинтересованных сторон.
4.3 Доступность
Процесс работы с претензиями должен быть легко доступным для всех подателей претензий.
Информация, касающаяся деталей подготовки и рассмотрения претензий, должна быть доступной.
Процесс работы с претензиями и вспомогательная информация должны быть легкими в понимании и
использовании. Информация должна излагаться простым языком. Информация и помощь в
составлении претензии должны быть доступными (см. приложение В), причем на тех же языках и
форматах, что и предлагаемая для продажи или предоставляемая продукция, включая
альтернативные форматы, такие как объемные буквы, письмо по Брайлю или аудиокассеты, так чтобы
податели претензий не чувствовали неудобств.
4.4 Наличие обратной связи
Каждому подателю претензии должно быть немедленно сообщено ее получении. Работать с
претензиями необходимо быстро в соответствии с их степенью срочности. Например, претензии,
связанные с серьезными вопросами в области охраны здоровья и безопасности, должны
рассматриваться незамедлительно. С подателями претензий необходимо общаться вежливо и
обеспечивать их информированность по ходу процесса рассмотрения претензии.
4.5 Объективность
Каждому подателю претензии должно быть обеспечено справедливое, объективное и беспристрастное
отношение в процессе рассмотрения претензии (см. приложение С).
4.6 Расходы
За подачу и рассмотрение претензии с подателя не должна взиматься плата.
4.7 Конфиденциальность
Информацию о подателе претензии следует использовать там, где это требуется, но исключительно в
целях рассмотрения претензии внутри организации с принятием необходимых мер по защите данной

информации от разглашения, если только потребитель или податель претензии не даст своего
согласия на ее разглашение.
4.8 Подход, ориентированный на потребителя
Организация должна принять подход, основанный на ориентации на потребителя, быть открытой для
обратной связи, включая претензии, и своими действиями демонстрировать реализацию своих
обязательств по урегулированию проблем, связанных с претензиями.
4.9 Ответственность
Организация должна обеспечить, чтобы ответственность за деятельность и решения организации,
связанные с претензиями, а также соответствующая отчетность по данным вопросам, были четко
установлены.
4.10 Постоянное улучшение
Постоянными целями организации должны быть непрерывное улучшение процесса рассмотрения
претензий и повышение качества продукции.
5 Основные элементы организационной работы с претензиями
5.1 Обязательства
Организация должна считать своим долгом и взять на себя обязательства по результативной и
эффективной работе с претензиями. Особенно важно, чтобы такие обязательства демонстрировались
и продвигались высшим руководством организации.
Твердое обязательство о необходимости ответных действий на претензии должно позволять как
персоналу организации, так и ее потребителям вносить свой вклад в улучшение продукции и
процессов организации.
С учетом данных обязательств должны быть сформулированы, приняты и распространены политика и
процедуры по рассмотрению претензий. Обязательства руководства должны наглядным образом
подтверждаться посредством предоставления необходимых ресурсов, включая подготовку персонала.
5.2 Политика
Высшее руководство должно принять ясную политику в области работы с претензиями,
ориентированную на потребителя. Политика должна быть доведена до сведения всего персонала и
быть ему понятной. Политика также должна быть доступна потребителям и другим заинтересованным
сторонам. Политика должна подкрепляться соответствующими процедурами и целями для каждой
функции и роли, выполняемой персоналом в данном процессе.
При формулировании политики и целей в области работы с претензиями необходимо принимать в
расчет следующие факторы:
— любые актуальные законодательные и другие обязательные требования;
— финансовые, операционно-технические и организационные требования;
— информация, поступающая от потребителей, персонала и других заинтересованных сторон.
Политики в области качества и в области работы с претензиями должны быть согласованными.
5.3 Ответственность и полномочия
5.3.1 Высшее руководство должно нести ответственность за следующее:

b) обеспечение того, что процесс работы с претензиями спланирован, спроектирован, внедрен,
поддерживается в рабочем состоянии и постоянно улучшается в соответствии с политикой
организации в области работы с претензиями,
c) идентификацию и распределение управленческих ресурсов, необходимых для результативной и
эффективной реализации процесса работы с претензиями;
d) обеспечение уверенности в том, что на всех уровнях организации работники осведомлены о
процессе работы с претензиями и о необходимости уделения особого внимания потребителем на
всех уровнях организации;
e) обеспечение уверенности в том, что информация о процессе работы с претензиями, изложенная в
доступной для понимания форме, доведена до потребителей, подателей претензии и там, где это
потребуется, до других заинтересованных сторон (см. приложение С);
f) назначение представителя руководства по работе с претензиями и четкое определение
ответственности и полномочий этого лица в дополнение к обязанностям и полномочиям,
указанным в п.5.3.2;
g) обеспечение реализации процесса оперативного и эффективного уведомления высшего
руководства обо всех существенных претензиях;
h) периодический анализ процесса работы с претензиями в целях обеспечения уверенности в его
результативном и эффективном функционировании и постоянном улучшении.
5.3.2 Представитель руководства по работе с претензиями несет ответственность за следующее:
a) организацию процесса мониторинга, оценки и подготовки отчетов;
b) подготовка отчетов высшему руководству о функционировании процесса работы с претензиями,
содержащего рекомендации по улучшению;
c) обеспечение результативного и эффективного функционирования процесса работы с претензиями,
включая подбор и обучение соответствующего персонала, технологические требования, документацию,
установку и соблюдение сроков выполнения работ и других требований, а также анализ процесса.
5.3.3 Другие руководящие лица, вовлеченные в процесс работы с претензиями, должны в
соответствии со своей областью ответственности нести ответственность за следующее:
a) обеспечение внедрения процесса работы с претензиями;
b) поддержание связи с представителем руководства по работе с претензиями;
c) обеспечение распространения осведомленности о процессе работы с претензиями и о
необходимости уделять особое внимание потребителям;
d) обеспечение легкого доступа к информации о процессе работы с претензиями;
e) составление отчетов о действиях и решениях, относящихся к работе с претензиями;
f) обеспечение мероприятий мониторинга процесса работы с претензиями и ведения
соответствующих записей;
g) обеспечение того, что для корректировки проблем и предупреждения их повторения в будущем
предпринимаются соответствующие действия и ведутся соответствующие записи;

h) обеспечение уверенности в том, что данные по работе с претензиями поступают высшему
руководству для анализа.
5.3.4 Все работники, контактирующие с потребителями и подателями претензий, должны:
— быть обученными работе с претензиями;
— следовать всем требованиям в области работы с претензиями, определенным организацией;
— обращаться с потребителями вежливо, быстро отвечать на их претензии или направлять их к
соответствующему должностному лицу, и
— демонстрировать хорошие навыки взаимодействия с людьми.
5.3.5 Весь персонал должен:
— быть осведомленным о своей роли, служебных обязанностях и полномочиях в отношении

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.

Introduction
0.1 General
This International Standard provides guidance for the design and implementation of an effective and
efficient complaints-handling process for all types of commercial or non-commercial activities, including
those related to electronic commerce. It is intended to benefit an organization and its customers,
complainants, and other interested parties.
The information obtained through the complaints-handling process can lead to improvements in
products and processes and, where the complaints are properly handled, can improve the reputation
of the organization, regardless of size, location, and sector. In a global marketplace, the value of an
International Standard becomes more evident since it provides confidence in the consistent treatment
of complaints.
An effective and efficient complaints-handling process reflects the needs of both the organizations
supplying products and those who are the recipients of those products.
NOTE In ISO 9000:2005, “product” is defined as the “result of a process” which encompasses four generic
product categories: services, software, hardware and processed materials. Throughout the text of this
International Standard, wherever the term “product” is used, it can also mean “service”.
The handling of complaints through a process as described in this International Standard can enhance
customer satisfaction. Encouraging customer feedback, including complaints if customers are not
satisfied, can offer opportunities to maintain or enhance customer loyalty and approval, and improve
domestic and international competitiveness.
Implementation of the process described in this International Standard can
— provide a complainant with access to an open and responsive complaints-handling process,
— enhance the ability of the organization to resolve complaints in a consistent, systematic, and
responsive manner, to the satisfaction of the complainant and the organization,
— enhance the ability of an organization to identify trends and eliminate causes of complaints, and
improve the organization’s operations,
— help an organization create a customer-focused approach to resolving complaints, and encourage
personnel to improve their skills in working with customers, and
— provide a basis for continual review and analysis of the complaints-handling process, the resolution
of complaints, and process improvements made.
Organizations can use the complaints-handling process in conjunction with customer satisfaction codes
of conduct and external dispute resolution processes.
0.2 Relationship with ISO 9001 and ISO 9004
This International Standard is compatible with ISO 9001 and ISO 9004, and supports the objectives
of these two International Standards through the effective and efficient application of a complaints-
handling process. It can also be used independently of them.
ISO 9001 specifies requirements for a quality management system that can be used for internal
application by organizations, or for certification, or for contractual purposes. The process for complaints
handling described in this International Standard can be used as an element of a quality management
system.
ISO 9004 provides guidance on managing for the sustained success of an organization. The use of this
International Standard (ISO 10002) can enhance performance in the area of complaints handling and
increase the satisfaction of customers and other interested parties to facilitate the achievement of

sustained success. It can also facilitate the continual improvement of the quality of products based on
feedback from customers and other interested parties.
0.3 Relationship with ISO 10001, ISO 10003 and ISO 10004
This International Standard is compatible with ISO 10001, ISO 10003 and ISO 10004. These four
International Standards can be used either independently or in conjunction with each other. When used
together, ISO 10001, ISO 10003, ISO 10004 and this International Standard can be part of a broader
and integrated framework for enhanced customer satisfaction through codes of conduct, complaints
handling, dispute resolution and monitoring and measurement of customer satisfaction.
ISO 10001 contains guidance on codes of conduct for organizations related to customer satisfaction.
Such codes of conduct can decrease the probability of problems arising and can eliminate causes of
complaints and disputes which can decrease customer satisfaction.
ISO 10003 contains guidance on the resolution of disputes regarding product-related complaints that
could not be satisfactorily resolved internally. ISO 10003 can help to minimize customer dissatisfaction
stemming from unresolved complaints.
ISO 10004 contains guidance on establishing effective processes for monitoring and measuring customer
satisfaction. Its focus is on customers external to the organization.

Guidelines for complaints handling in organizations
1 Scope
This International Standard provides guidance on the process of complaints handling related to products
within an organization, including planning, design, operation, maintenance, and improvement. The
complaints-handling process described is suitable for use as one of the processes of an overall quality
management system.
This International Standard is not applicable to disputes referred for resolution outside the organization
or for employment-related disputes.
It is also intended for use by organizations of all sizes and in all sectors. Annex A provides guidance
specifically for small businesses.
This International Standard addresses the following aspects of complaints handling:
a) enhancing customer satisfaction by creating a customer-focused environment that is open to feedback
(including complaints), resolving any complaints received, and enhancing the organization’s ability
to improve its product and customer service;
b) top management involvement and commitment through adequate acquisition and deployment of
resources, including personnel training;
c) recognizing and addressing the needs and expectations of complainants;
d) providing complainants with an open, effective, and easy-to-use complaints process;
e) analysing and evaluating complaints in order to improve the product and customer service quality;
f) auditing of the complaints-handling process;
g) reviewing the effectiveness and efficiency of the complaints-handling process.

4 Guiding principles
4.1 General
Adherence to the guiding principles set out in 4.2 to 4.10 is recommended for effective handling of
complaints.
4.2 Visibility
Information about how and where to complain should be well publicized to customers, personnel, and
other interested parties.
4.3 Accessibility
A complaints-handling process should be easily accessible to all complainants. Information should be
made available on the details of making and resolving complaints. The complaints-handling process
and supporting information should be easy to understand and use. The information should be in clear

language. Information and assistance in making a complaint should be made available (see Annex B),
in whatever languages or formats that the products were offered or provided in, including alternative
formats, such as large print, Braille, or audiotape, so that no complainants are disadvantaged.
4.4 Responsiveness
Receipt of each complaint should be acknowledged to the complainant immediately. Complaints should
be addressed promptly in accordance with their urgency. For example, significant health and safety
issues should be processed immediately. The complainants should be treated courteously and be kept
informed of the progress of their complaint through the complaints-handling process.
4.5 Objectivity
Each complaint should be addressed in an equitable, objective, and unbiased manner through the
complaints-handling process (see Annex C).
4.6 Charges
Access to the complaints-handling process should be free of charge to the complainant.
4.7 Confidentiality
Personally identifiable information concerning the complainant should be available where needed,
but only for the purposes of addressing the complaint within the organization and should be actively
protected from disclosure, unless the customer or complainant expressly consents to its disclosure.
4.8 Customer-focused approach
The organization should adopt a customer-focused approach, should be open to feedback including
complaints, and should show commitment to resolving complaints by its actions.
4.9 Accountability
The organization should ensure that accountability for and reporting on the actions and decisions of the
organization with respect to complaints handling is clearly established.
4.10 Continual improvement
The continual improvement of the complaints-handling process and the quality of products should be a
permanent objective of the organization.
5 Complaints-handling framework
5.1 Commitment
The organization should be actively committed to effective and efficient complaints handling. It is
particularly important that this is shown by and promoted from, the organization’s top management.
A strong commitment to responding to complaints should allow both personnel and customers to
contribute to the improvement of the organization’s products and processes.
This commitment should be reflected in the definition, adoption, and dissemination of policy and
procedures for the resolution of complaints. Management commitment should be shown by the provision
of adequate resources, including training.

5.2 Policy
Top management should establish an explicit customer-focused complaints-handling policy. The policy
should be made available to, and known by all personnel. The policy should also be made available to
customers and other interested parties. The policy should be supported by procedures and objectives
for each function and personnel role included in the process.
When establishing the policy and objectives for the complaints-handling process, the following factors
should be taken into account:
— any relevant statutory and regulatory requirements;
— financial, operational, and organizational requirements;
— the input of customers, personnel, and other interested parties.
The policies related to quality and complaints handling should be aligned.
5.3 Responsibility and authority
5.3.1 Top management should be responsible for the following:
a) ensuring that the complaints-handling process and objectives are established within the
organization;
b) ensuring that the complaints-handling process is planned, designed, implemented, maintained, and
continually improved in accordance with the complaints-handling policy of the organization;
c) identifying and allocating the management resources needed for an effective and an efficient
complaints-handling process;
d) ensuring the promotion of awareness of the complaints-handling process and the need for a
customer focus throughout the organization;
e) ensuring that information about the complaints-handling process is communicated to customers,
complainants, and, where applicable, other parties directly concerned in an easily accessible manner
(see Annex C);
f) appointing a complaints-handling management representative and clearly defining his or her
responsibilities and authority in addition to the responsibilities and authority set out in 5.3.2;
g) ensuring that there is a process for rapid and effective notification to top management of any
significant complaints;
h) periodically reviewing the complaints-handling process to ensure that it is effectively and efficiently
maintained and continually improved.
5.3.2 The complaints-handling management representative should be responsible for the following:
a) establishing a process of performance monitoring, evaluation, and reporting;
b) reporting to top management on the complaints-handling process, with recommendations for
improvement;
c) maintaining the effective and efficient operation of the complaints-handling process, including
the recruitment and training of appropriate personnel, technology requirements, documentation,
setting and meeting target time limits and other requirements, and process reviews.
5.3.3 Other managers involved in the complaints-handling process should, as applicable within their
area of responsibility, be responsible for the following:

a) ensuring that the complaints-handling process is implemented;
b) liaising with the complaints-handling management representative;
c) ensuring the promotion of awareness of the complaints-handling process and of the need for a
customer focus;
d) ensuring that information about the complaints-handling process is easily accessible;
e) reporting on actions and decisions with respect to complaints handling;
f) ensuring that monitoring of the complaints-handling process is undertaken and recorded;
g) ensuring that action is taken to correct a problem, prevent it happening in the future, and that the
event is recorded;
h) ensuring that complaints-handling data are available for the top management review.
5.3.4 All personnel in contact with customers and complainants should
— be trained in complaints handling,
— comply with any complaints-handling reporting requirements determined by the organization,

Introduction
0.1 General
This International Standard provides guidance for the design and implementation of an effective and
efficient complaints-handling process for all types of commercial or non-commercial activities, including
those related to electronic commerce. It is intended to benefit an organization and its customers,
complainants, and other interested parties.
The information obtained through the complaints-handling process can lead to improvements in
products and processes and, where the complaints are properly handled, can improve the reputation
of the organization, regardless of size, location, and sector. In a global marketplace, the value of an
International Standard becomes more evident since it provides confidence in the consistent treatment
of complaints.
An effective and efficient complaints-handling process reflects the needs of both the organizations
supplying products and those who are the recipients of those products.
NOTE In ISO 9000:2005, “product” is defined as the “result of a process” which encompasses four generic
product categories: services, software, hardware and processed materials. Throughout the text of this
International Standard, wherever the term “product” is used, it can also mean “service”.
The handling of complaints through a process as described in this International Standard can enhance
customer satisfaction. Encouraging customer feedback, including complaints if customers are not
satisfied, can offer opportunities to maintain or enhance customer loyalty and approval, and improve
domestic and international competitiveness.
Implementation of the process described in this International Standard can
— provide a complainant with access to an open and responsive complaints-handling process,
— enhance the ability of the organization to resolve complaints in a consistent, systematic, and
responsive manner, to the satisfaction of the complainant and the organization,
— enhance the ability of an organization to identify trends and eliminate causes of complaints, and
improve the organization’s operations,
— help an organization create a customer-focused approach to resolving complaints, and encourage
personnel to improve their skills in working with customers, and
— provide a basis for continual review and analysis of the complaints-handling process, the resolution
of complaints, and process improvements made.
Organizations can use the complaints-handling process in conjunction with customer satisfaction codes
of conduct and external dispute resolution processes.
0.2 Relationship with ISO 9001 and ISO 9004
This International Standard is compatible with ISO 9001 and ISO 9004, and supports the objectives
of these two International Standards through the effective and efficient application of a complaints-
handling process. It can also be used independently of them.
ISO 9001 specifies requirements for a quality management system that can be used for internal
application by organizations, or for certification, or for contractual purposes. The process for complaints
handling described in this International Standard can be used as an element of a quality management
system.
ISO 9004 provides guidance on managing for the sustained success of an organization. The use of this
International Standard (ISO 10002) can enhance performance in the area of complaints handling and
increase the satisfaction of customers and other interested parties to facilitate the achievement of

sustained success. It can also facilitate the continual improvement of the quality of products based on
feedback from customers and other interested parties.
0.3 Relationship with ISO 10001, ISO 10003 and ISO 10004
This International Standard is compatible with ISO 10001, ISO 10003 and ISO 10004. These four
International Standards can be used either independently or in conjunction with each other. When used
together, ISO 10001, ISO 10003, ISO 10004 and this International Standard can be part of a broader
and integrated framework for enhanced customer satisfaction through codes of conduct, complaints
handling, dispute resolution and monitoring and measurement of customer satisfaction.
ISO 10001 contains guidance on codes of conduct for organizations related to customer satisfaction.
Such codes of conduct can decrease the probability of problems arising and can eliminate causes of
complaints and disputes which can decrease customer satisfaction.
ISO 10003 contains guidance on the resolution of disputes regarding product-related complaints that
could not be satisfactorily resolved internally. ISO 10003 can help to minimize customer dissatisfaction
stemming from unresolved complaints.
ISO 10004 contains guidance on establishing effective processes for monitoring and measuring customer
satisfaction. Its focus is on customers external to the organization.

Guidelines for complaints handling in organizations
1 Scope
This International Standard provides guidance on the process of complaints handling related to products
within an organization, including planning, design, operation, maintenance, and improvement. The
complaints-handling process described is suitable for use as one of the processes of an overall quality
management system.
This International Standard is not applicable to disputes referred for resolution outside the organization
or for employment-related disputes.
It is also intended for use by organizations of all sizes and in all sectors. Annex A provides guidance
specifically for small businesses.
This International Standard addresses the following aspects of complaints handling:
a) enhancing customer satisfaction by creating a customer-focused environment that is open to feedback
(including complaints), resolving any complaints received, and enhancing the organization’s ability
to improve its product and customer service;
b) top management involvement and commitment through adequate acquisition and deployment of
resources, including personnel training;
c) recognizing and addressing the needs and expectations of complainants;
d) providing complainants with an open, effective, and easy-to-use complaints process;
e) analysing and evaluating complaints in order to improve the product and customer service quality;
f) auditing of the complaints-handling process;
g) reviewing the effectiveness and efficiency of the complaints-handling process.

4 Guiding principles
4.1 General
Adherence to the guiding principles set out in 4.2 to 4.10 is recommended for effective handling of
complaints.
4.2 Visibility
Information about how and where to complain should be well publicized to customers, personnel, and
other interested parties.
4.3 Accessibility
A complaints-handling process should be easily accessible to all complainants. Information should be
made available on the details of making and resolving complaints. The complaints-handling process
and supporting information should be easy to understand and use. The information should be in clear

language. Information and assistance in making a complaint should be made available (see Annex B),
in whatever languages or formats that the products were offered or provided in, including alternative
formats, such as large print, Braille, or audiotape, so that no complainants are disadvantaged.
4.4 Responsiveness
Receipt of each complaint should be acknowledged to the complainant immediately. Complaints should
be addressed promptly in accordance with their urgency. For example, significant health and safety
issues should be processed immediately. The complainants should be treated courteously and be kept
informed of the progress of their complaint through the complaints-handling process.
4.5 Objectivity
Each complaint should be addressed in an equitable, objective, and unbiased manner through the
complaints-handling process (see Annex C).
4.6 Charges
Access to the complaints-handling process should be free of charge to the complainant.
4.7 Confidentiality
Personally identifiable information concerning the complainant should be available where needed,
but only for the purposes of addressing the complaint within the organization and should be actively
protected from disclosure, unless the customer or complainant expressly consents to its disclosure.
4.8 Customer-focused approach
The organization should adopt a customer-focused approach, should be open to feedback including
complaints, and should show commitment to resolving complaints by its actions.
4.9 Accountability
The organization should ensure that accountability for and reporting on the actions and decisions of the
organization with respect to complaints handling is clearly established.
4.10 Continual improvement
The continual improvement of the complaints-handling process and the quality of products should be a
permanent objective of the organization.
5 Complaints-handling framework
5.1 Commitment
The organization should be actively committed to effective and efficient complaints handling. It is
particularly important that this is shown by and promoted from, the organization’s top management.
A strong commitment to responding to complaints should allow both personnel and customers to
contribute to the improvement of the organization’s products and processes.
This commitment should be reflected in the definition, adoption, and dissemination of policy and
procedures for the resolution of complaints. Management commitment should be shown by the provision
of adequate resources, including training.

5.2 Policy
Top management should establish an explicit customer-focused complaints-handling policy. The policy
should be made available to, and known by all personnel. The policy should also be made available to
customers and other interested parties. The policy should be supported by procedures and objectives
for each function and personnel role included in the process.
When establishing the policy and objectives for the complaints-handling process, the following factors
should be taken into account:
— any relevant statutory and regulatory requirements;
— financial, operational, and organizational requirements;
— the input of customers, personnel, and other interested parties.
The policies related to quality and complaints handling should be aligned.
5.3 Responsibility and authority
5.3.1 Top management should be responsible for the following:
a) ensuring that the complaints-handling process and objectives are established within the
organization;
b) ensuring that the complaints-handling process is planned, designed, implemented, maintained, and
continually improved in accordance with the complaints-handling policy of the organization;
c) identifying and allocating the management resources needed for an effective and an efficient
complaints-handling process;
d) ensuring the promotion of awareness of the complaints-handling process and the need for a
customer focus throughout the organization;
e) ensuring that information about the complaints-handling process is communicated to customers,
complainants, and, where applicable, other parties directly concerned in an easily accessible manner
(see Annex C);
f) appointing a complaints-handling management representative and clearly defining his or her
responsibilities and authority in addition to the responsibilities and authority set out in 5.3.2;
g) ensuring that there is a process for rapid and effective notification to top management of any
significant complaints;
h) periodically reviewing the complaints-handling process to ensure that it is effectively and efficiently
maintained and continually improved.
5.3.2 The complaints-handling management representative should be responsible for the following:
a) establishing a process of performance monitoring, evaluation, and reporting;
b) reporting to top management on the complaints-handling process, with recommendations for
improvement;
c) maintaining the effective and efficient operation of the complaints-handling process, including
the recruitment and training of appropriate personnel, technology requirements, documentation,
setting and meeting target time limits and other requirements, and process reviews.

Introduction
0.1 Généralités
La présente Norme internationale fournit des recommandations en matière de conception et de mise en
œuvre d’un processus efficace et efficient de traitement des réclamations pour tous types d’activités,
commerciales ou non, y compris celles liées au commerce électronique. Elle est destinée à l’organisme, à
ses clients, à ceux qui déposent une réclamation et aux autres parties intéressées.
Les informations obtenues grâce au processus de traitement des réclamations peuvent permettre
d’apporter des améliorations aux produits, aux processus et du fait d’un traitement des réclamations
efficace, peuvent améliorer la notoriété d’un organisme, indépendamment de sa taille, de son
emplacement et de son secteur d’activité. Sur le marché mondial, la valeur d’une Norme internationale
devient d’autant plus manifeste qu’elle garantit un traitement cohérent des réclamations.
Un processus efficace et efficient de traitement des réclamations reflète les besoins des organismes
fournissant des produits et leurs bénéficiaires.
NOTE Dans l’ISO 9000:2005, «produit» est défini comme le «résultat d’un processus» qui regroupe quatre
catégories génériques de produits: les services, les software, les produits matériels et les produits issus de
processus à caractère continu. Tout au long de la présente Norme internationale, le terme «produit» peut également
signifier «service».
Le traitement des réclamations, par un processus identique à celui décrit dans la présente Norme
internationale peut augmenter la satisfaction du client. Encourager les retours d’informations des
clients, y compris les réclamations si les clients ne sont pas satisfaits, peut permettre de conserver
ou de consolider la fidélité et l’adhésion du client et accroître la compétitivité au niveau national et
international.
La mise en œuvre du processus décrit dans la présente Norme internationale peut
— fournir au réclamant un processus de traitement des réclamations ouvert et réactif,
— augmenter la capacité de l’organisme à traiter les réclamations de manière cohérente, systématique
et rapide pour ainsi satisfaire le réclamant et l’organisme,
— augmenter la capacité de l’organisme à identifier les tendances et à éliminer de nombreuses causes
à l’origine des réclamations, améliorant ainsi les activités opérationnelles de l’organisme,
— permettre la création d’une approche orientée client et encourager le personnel à améliorer ses
compétences en travaillant proche des clients, et
— servir de base au contrôle permanent et à l’analyse du processus de traitement des réclamations, de
la résolution des réclamations et des améliorations apportées au processus.
L’organisme peut choisir d’utiliser le processus de traitement des réclamations en conjonction avec les
processus externes de résolution des conflits ainsi que les codes de conduites relatifs à la satisfaction
des clients.
0.2 Relations avec l’ISO 9001 et l’ISO 9004
La présente Norme internationale est compatible avec l’ISO 9001 et avec l’ISO 9004, et sert de base aux
objectifs de ces deux Normes internationales grâce à une application efficace et efficiente du processus
de traitement des réclamations. Elle peut également être utilisée indépendamment de ces deux normes.

Elle est destinée à être utilisée par des organismes de toute taille et de tout secteur. L’Annexe A donne
des recommandations propres aux petites entreprises.
La présente Norme internationale aborde les aspects suivants du traitement des réclamations:
a) amélioration de la satisfaction du client en créant un environnement orienté client qui est ouvert
aux retours d’informations des clients (y compris aux réclamations), en s’engageant à les résoudre
tout en renforçant la capacité de l’organisme à améliorer ses produits et son service client;
b) implication et engagement de la direction par le biais de l’acquisition et du déploiement appropriés

4 Principes directeurs
4.1 Généralités
Il est recommandé d’adhérer aux principes directeurs établis en 4.2 à 4.10 pour un traitement efficace
des réclamations.
4.2 Visibilité
Il convient que les informations relatives au comment et où formuler une réclamation soient bien connues
des clients, des employés et des autres parties intéressées.
4.3 Accessibilité
Il convient que le processus de traitement des réclamations soit facilement accessible à tous les
réclamants. Il convient de mettre à disposition toutes les informations détaillées sur comment formuler
une réclamation et sa résolution. Il convient que le processus de traitement des réclamations et les
informations associées soient faciles à comprendre et à utiliser. Il convient que les informations soient
rédigées dans un langage clair. Il y a lieu de fournir aux réclamants l’information et l’assistance pour
formuler et déposer une réclamation (voir Annexe B), dans toutes les langues et tous les formats dans
lesquels les produits ont été proposés ou fournis, incluant différents formats tels que l’impression en
gros caractères, le braille ou la bande audio afin de ne pénaliser aucun réclamant.
4.4 Réactivité
Il convient d’accuser réception immédiatement de chaque réclamation auprès du réclamant. Il convient
de traiter les réclamations rapidement en fonction de leur urgence. Il est recommandé, par exemple, de
traiter immédiatement les problèmes importants liés à la santé et à la sécurité. Il convient de traiter les
réclamants avec courtoisie et de les tenir informés de l’avancement de leur réclamation tout au long du
processus de traitement des réclamations.
4.5 Objectivité
Il convient de traiter chaque réclamation de manière équitable, objective et non biaisée tout au long du
processus de traitement des réclamations (voir Annexe C).
4.6 Frais
Il convient que les frais relatifs au processus de traitement des réclamations n’incombent pas au
réclamant.
4.7 Confidentialité
Il convient de mettre à disposition les informations à caractère personnel du réclamant uniquement
lorsque cela est nécessaire pour le traitement de la réclamation au sein de l’organisme et de ne pas les
divulguer sans le consentement exprès du client ou du réclamant.
4.8 Approche orientée client
Il convient que l’organisme adopte une approche orientée client, encourage les retours d’informations,
y compris les réclamations, et démontre par ses actions son engagement à résoudre les réclamations.
4.9 Responsabilisation
Il convient que l’organisme établisse clairement les responsabilités et les délégations pour les actions et
les décisions de l’organisme concernant le traitement des réclamations.

4.10 Amélioration continue
Il convient que l’amélioration continue du processus de traitement des réclamations et de la qualité des
produits soit un objectif permanent de l’organisme.
5 Cadre de traitement des réclamations
5.1 Engagement
Pour un traitement efficace et efficient des réclamations des clients, il convient que l’organisme se montre
réellement engagé. Il est particulièrement important de démontrer cet engagement et de le promouvoir
au niveau de la direction.
Il convient qu’un engagement fort à répondre aux réclamations permette à la fois aux employés et aux
clients de contribuer à l’amélioration des produits et processus de l’organisme.
Il y a lieu d’exprimer cet engagement par la définition, l’adoption et la diffusion de la politique arrêtée et
des procédures de résolution des réclamations. Il est recommandé que l’engagement de la direction se
manifeste également par la mise à disposition de ressources adéquates, y compris la formation.
5.2 Politique
Il convient que la direction définisse de manière explicite une politique de traitement des réclamations
orientée client. Il convient que cette politique soit mise à disposition et connue de tous les employés.
Il convient également de mettre cette politique à la disposition des clients et des parties intéressées.
Il convient d’étayer cette politique par des procédures et des objectifs définis pour chaque fonction et
chaque collaborateur appelé à jouer un rôle établi dans le processus.
Lors de la rédaction de la politique et de l’établissement des objectifs du processus de traitement des
réclamations, il convient de tenir compte des facteurs suivants:
— toute exigence légale et réglementaire pertinente;
— les exigences financières, opérationnelles et organisationnelles;
— les données d’entrée des clients, des employés et des autres parties intéressées.
Il convient que les politiques qualité et de traitement des réclamations soient en phase.
5.3 Responsabilité et autorité
5.3.1 Il convient que la direction assume la responsabilité des points suivants:
a) s’assurer que le processus de traitement des réclamations et les objectifs sont établis pour les
fonctions appropriées au sein de l’organisme;
b) s’assurer que le processus de traitement des réclamations est planifié, conçu, mis en œuvre et mis à
jour conformément à la politique de traitement des réclamations de l’organisme;
c) identifier et attribuer les ressources nécessaires à la gestion d’un processus de traitement des
réclamations efficace et efficient;
d) s’assurer de la sensibilisation au processus de traitement des réclamations et à la nécessité d’établir
une culture orientée client au sein de l’organisme;
e) s’assurer que les informations relatives au processus de traitement des réclamations sont
communiquées aux clients, aux réclamants et, selon le cas, aux autres parties directement concernées
d’une manière facilement accessible (voir Annexe C);

Prólogo
ISO (Organización Internacional de Normalización) es una federación mundial de organismos

Introducción
0.1 Generalidades
Esta norma internacional proporciona orientación para el diseño e implementación de un proceso de
tratamiento de las quejas eficaz y eficiente para todo tipo de actividades comerciales o no comerciales,
incluyendo a las relacionadas con el comercio electrónico. Está destinada a beneficiar a la organización
y a sus clientes, reclamantes y otras partes interesadas.
La información obtenida a través del proceso de tratamiento de las quejas puede llevar a la mejora
en los productos, y donde las quejas sean tratadas apropiadamente puede mejorar la reputación de la
organización, independientemente de su tamaño, ubicación y sector. En un mercado globalizado, el valor
de una norma internacional se hace más evidente ya que ésta proporciona confianza de un tratamiento
coherente de las quejas.
Un proceso de tratamiento de las quejas eficaz y eficiente refleja las necesidades de las organizaciones
que proveen los productos y de quienes los reciben.
NOTA En la Norma ISO 9000:2005, “producto” se define como el “resultado de un proceso” que incluye
cuatro categorías de producto genéricas: servicios, software, hardware y materiales procesados.A lo largo del
texto de esta norma internacional, el termino “producto”, puede significar también “servicio”.
El tratamiento de las quejas a través de un proceso como está descrito en esta norma internacional
puede incrementar la satisfacción del cliente. Alentando la retroalimentación del cliente, incluyendo
las quejas si los clientes no están satisfechos, se pueden ofrecer oportunidades para conservar o
incrementar la lealtad y aprobación del cliente, y mejorar la competitividad local e internacional.
La implementación del proceso descrito en esta norma internacional puede:
— proporcionar al reclamante acceso a un proceso de tratamiento de quejas abierto y sencillo;
— incrementar la capacidad de la organización de resolver las quejas de forma coherente, sistemática
y responsable para lograr la satisfacción del reclamante y de la organización;
— incrementar la habilidad de la organización para identificar tendencias, eliminar las causas de las
quejas y mejorar las actividades de la organización;
— ayudar a una organización a crear un acercamiento al enfoque al cliente para la resolución de las
quejas y alentar al personal a mejorar sus habilidades en el trabajo con los clientes; y
— proveer la base para la revisión y análisis continuo del proceso de tratamiento de las quejas, su
resolución y los procesos de mejora realizados.
Las organizaciones pueden utilizar el proceso de tratamiento de las quejas junto con los procesos
externos de resolución de litigios y los códigos de conducta relativos a la satisfacción del cliente.
0.2 Relación con las Normas ISO 9001e ISO 9004
Esta norma internacional es compatible con las Normas ISO 9001 e ISO 9004, y da apoyo a los objetivos
de las mismas a través de la aplicación eficaz y eficiente del proceso de tratamiento de las quejas. Esta
norma también se puede utilizar de forma independiente.
La Norma ISO 9001 especifica requisitos para un sistema de gestión de la calidad que pueden ser
utilizados para su aplicación interna por las organizaciones, para certificación o con propósitos
contractuales. El proceso de tratamiento de las quejas descrito en esta norma internacional puede
utilizarse como un elemento de un sistema de gestión de la calidad.
La Norma ISO 9004 proporciona orientación sobre la gestión del éxito sostenido de una organización.
El uso de la Norma internacional ISO 10002 puede promover la mejora del desempeño en las áreas de

0.3 Relación con las Normas ISO 10001, 10003 e ISO 10004
Esta Norma Internacional es compatible con las Normas ISO 10001, ISO 10003 e ISO 10004. Estas
cuatro normas Internacionales pueden usarse de manera independiente o en conjunto. Cuando se
usen en conjunto, las Normas ISO 10001, ISO 10003 e ISO 10004 y esta Norma Internacional pueden
ser parte de un marco de trabajo más amplio e integrado para aumentar la satisfacción del cliente a
través de códigos de conducta, el tratamiento de quejas, la resolución de conflictos y la realización del
seguimiento y la medición de la satisfacción del cliente.
La Norma ISO 10001 contiene orientación sobre los códigos de conducta de las organizaciones relativos

1 Objeto y campo de aplicación
Esta norma internacional proporciona orientación sobre el proceso de tratamiento de las quejas
relacionadas con los productos en una organización, incluyendo la planificación, el diseño, la operación,
el mantenimiento y la mejora. El proceso de tratamiento de las quejas descrito es apropiado para
utilizarlo como uno de los procesos de un sistema de gestión de la calidad global.
Esta norma internacional no es aplicable para la resolución de litigios fuera de la organización ni para la
resolución de conflictos laborales.
También está prevista para su uso por organizaciones de todos los tamaños y en todos los sectores. El
Anexo A proporciona una guía específica para pequeñas empresas.
Esta norma internacional se ocupa de los siguientes aspectos del tratamiento de las quejas:
a) incrementa la satisfacción del cliente mediante la creación de un ambiente de enfoque al cliente, el
cual está abierto a la retroalimentación (incluidas la quejas), la resolución de cualquier queja recibida,
aumentando la capacidad de la organización para mejorar sus productos y el servicio al cliente;
b) la participación activa y el compromiso de la alta dirección a través de la adecuada provisión y
disposición de los recursos, incluida la formación del personal;
c) reconoce y se ocupa de las necesidades y expectativas de los reclamantes;
d) dota a los reclamantes de un proceso de tratamiento de las quejas abierto, eficaz y fácil de utilizar;
e) analiza y evalúa las quejas con respecto a la mejora del producto y de la calidad del servicio al cliente;
f) audita el proceso de tratamiento de las quejas;
g) revisa la eficacia y eficiencia del proceso de tratamiento de las quejas.

4.2 Visibilidad
Es conveniente que la información acerca de cómo y dónde reclamar sea conocida por los clientes, el
personal y otras partes interesadas.
4.3 Accesibilidad
El proceso de tratamiento de las quejas debería ser fácilmente accesible para todos los reclamantes.
Debería estar disponible la información sobre los detalles de realización y resolución de las quejas. El
proceso de tratamiento de las quejas y la información de apoyo deberían ser fáciles de comprender y
utilizar. La información debería estar en un lenguaje sencillo. La información y asistencia sobre cómo
expresar una queja debería estar disponible (véase el Anexo B), en todos los idiomas o formatos en los
que los productos hayan sido ofrecidos o proporcionados, incluyendo formatos alternativos, tales como
impresos, sistema Braille o cintas de audio, de forma que ningún reclamante sea perjudicado.
4.4 Respuesta diligente
La recepción de cada queja debería ser reconocida al reclamante inmediatamente. Las quejas
deberían tratarse con prontitud de acuerdo con su urgencia. Por ejemplo, las quejas importantes para
la salud o la seguridad deberían ser procesadas inmediatamente. La organización debería tratar con
cortesía a los reclamantes y mantenerlos informados del progreso de su queja durante el proceso de
tratamiento de quejas.
4.5 Objetividad
Es conveniente que cada queja sea tratada de manera equitativa, objetiva e imparcial a través del
proceso de tratamiento de las quejas (véase el Anexo C).
4.6 Costos
El acceso al proceso de tratamiento de las quejas no debería tener costo para el reclamante.
4.7 Confidencialidad
Únicamente conviene poner a disposición la información de carácter personal del reclamante cuando
ésta sea necesaria para el tratamiento de la queja dentro de la organización, y no divulgarla sin el
consentimiento expreso del cliente o reclamante.
4.8 Enfoque al cliente
La organización debería adoptar un enfoque al cliente, ser receptiva a la retroalimentación, incluyendo
las quejas, y demostrar, por sus acciones, el compromiso para la resolución de las mismas.
4.9 Rendición de cuentas
Es conveniente que la organización establezca claramente quién es responsable de responder sobre
las acciones y decisiones de la organización en relación con el tratamiento de las quejas, y quién debe
informar sobre ellas.
4.10 Mejora continua
La mejora continua del proceso de tratamiento de las quejas y de la calidad de los productos deberían
ser un objetivo permanente de la organización.

5 Marco de referencia para el tratamiento de las quejas
5.1 Compromiso
La organización debería estar activamente comprometida con el tratamiento eficaz y eficiente de las
quejas de los clientes. Es particularmente importante que esto se demuestre y promueva desde la alta
dirección de la organización.
Un fuerte compromiso para responder a las quejas debería permitir tanto al personal como a los clientes
contribuir a la mejora de los procesos y productos de la organización.
Este compromiso se debería reflejar en la definición, adopción y divulgación de la política y los
