Sustainability of construction works - Sustainability assessment civil engineering works - Calculation methods
The document provides the specific methods and requirements for the assessment of environmental, economic and social performances of a civil engineering works while taking into account the civil engineering work’s functionality and technical characteristics. The primary objective of this document is to help in the decision making for a project by providing a standardized method for enabling comparability of scheme options. The document has not been designed to be used for the development of sustainability labels however, this use is not precluded.
The assessment of environmental and economic performances of a civil engineering works is based on Life Cycle Assessment (LCA), Life Cycle Cost (LCC), Whole-Life Cost (WLC) and other quantified environmental and economic information. The approach to the assessment covers all stages of the civil engineering works life cycle and includes all civil engineering works related construction products, processes and services, used over its life cycle. The document is applicable to new and existing civil engineering works and refurbishment projects. The environmental performance is based on data obtained from Environmental Product Declarations (EPD) and additional indicators.
The assessment of social performance differs from the assessment of economic and environmental aspects because it requires both quantitative and descriptive approaches.
The document provides requirements for:
- the description of the object of assessment;
- the system boundary that applies at the civil engineering works level;
- the procedure to be used for the analysis;
- definition of the indicators to be declared, information to be provided and the way in which they are collated and reported,
- presentation of the results in reporting and communication;
- the data necessary for the application of the standard and calculation.
Whenever the asset includes building(s) as part of the civil engineering works the building(s) will be assessed using EN 15978 for environmental performance, EN 16309 for social performance and EN 16627 for economic performance.

Das Dokument stellt die speziellen Verfahren und Anforderungen für die Bewertung der umweltbezogenen, ökonomischen und sozialen Qualität eines Ingenieurbauwerkes unter Berücksichtigung der Funktionalität und technischen Eigenschaften des Ingenieurbauwerks bereit. Das Hauptziel dieses Dokumentes besteht darin, zur Entscheidungsfindung bei einem Projekt beizutragen, indem ein genormtes Verfahren bereitgestellt wird, das die Vergleichbarkeit von Programmoptionen ermöglicht. Das Dokument wurde nicht dafür ausgelegt, um für die Entwicklung von Nachhaltigkeitslabels verwendet zu werden, wobei diese Verwendung jedoch nicht ausgeschlossen ist.
Die Bewertung der umweltbezogenen und ökonomischen Qualität eines Ingenieurbauwerks beruht auf der Ökobilanz (LCA), den Lebenszykluskosten (LCC), den Lebenszykluskosten im weiteren Sinne (WLC) sowie weiteren quantifizierten umweltbezogenen und ökonomischen Angaben. Der Ansatz für die Bewertung umfasst alle Phasen des Lebenszyklus des Ingenieurbauwerkes und schließt alle mit dem Ingenieurbauwerk verbundenen Bauprodukte, Prozesse und Dienstleistungen ein, die über dessen Lebenszyklus verwendet werden. Das Dokument ist für neue und bereits bestehende Ingenieurbauwerke sowie für Erneuerungs¬projekte anwendbar. Die umweltbezogene Qualität beruht auf Daten, die von Umweltproduktdeklarationen (EPD) und weiteren Indikatoren stammen.
Die Bewertung der sozialen Qualität unterscheidet sich von der Bewertung der ökonomischen und umweltbezogenen Aspekte, da hierfür sowohl quantitative als auch beschreibende Ansätze erforderlich sind.
Das Dokument stellt Anforderungen bereit für:
- die Beschreibung des Gegenstandes der Bewertung;
- die Systemgrenze, die auf Ebene des Ingenieurbauwerks gilt;
- das für die Analyse anzuwendende Verfahren;
- die Definition der zu deklarierenden Indikatoren, der bereitzustellenden Angaben und der Art, wie diese auf Vollständigkeit überprüft und kommuniziert werden;
- die Darstellung der Ergebnisse bei der Berichterstattung und Kommunikation;
- die Daten, die für die Anwendung der Norm und die Berechnung erforderlich sind.
Wenn der Sachwert (ein) Gebäude als Teil des Ingenieurbauwerks einschließt, werden das/die Gebäude hinsichtlich der umweltbezogenen Qualität nach EN 15978, hinsichtlich der sozialen Qualität nach EN 16309 und hinsichtlich der ökonomischen Qualität nach EN 16627 bewertet.

Introduction
The purpose of this document is to provide rules for the assessment of the sustainability of civil
engineering works including environmental, economic and social aspects.Figure 1 illustrates how the assessment of the environmental, economic and social performances fits
within the concept of the sustainability assessment of a civil engineering works.

sustainable construction and sustainable development.The evaluation of technical and functional performance is beyond the scope of this document. Technical
and functional characteristics are taken into account here by reference to the functional equivalent, which
also forms a basis for comparison of the results of assessments.This document is intended to support the decision-making process and documentation of the assessment

In this document, the method of assessment of sustainability is based on a life cycle approach. It is
important to use a consistent model for describing and recording the civil engineering works and its life
cycle for assessing the environmental, economic and social performance. The same reference study
period is used for all three elements of the assessment.The general requirements for sustainability assessment of civil engineering works are described in
EN 15643-5. Other standards developed by CEN/TC 350 in this area, and how they are related to this

NOTE 1 The environmental assessment at civil engineering works level requires information from products and
services (EN 15804).NOTE 2 The economic assessment is undertaken at the civil engineering works level. However, it requires
technical and cost information about individual products and components within the civil engineering works and
its services and systems, including service life data, type and frequency of maintenance, replacement and repair,
and deconstruction and disposal. This information is used as input quantities for the calculation of cost in the life
