Powered industrial trucks - Visibilty - Test method and verification - Part 1: General requirements

The EN 16842 series specify requirements and test procedures of all around visibility of self-propelled industrial trucks in accordance with ISO/DIS 5053 1 with a sit-on or stand-on operator, without load, and equipped with fork arms or load platform.
This part of the EN 16842 series gives the common test requirements for powered industrial truck visibility testing and is intended to be used in conjunction with EN 16842 parts 2 to x.
The truck specific requirements in EN 16842 parts 2 to x take precedence over the respective requirements of EN 16842-1.
The requirements of the applicable part of EN 16842 take precedence over the requirements of 4.12 of EN 16307-1.
The standard does not apply to:
-   trucks with elevating operator position, when the operating position is elevated;
-   rough terrain variable reach trucks – within the scope of EN 15830;
-   centre controlled order picking truck (in accordance with 2.17 of ISO/DIS 5053 1);
-   pallet truck end controlled (in accordance with 2.16 of ISO/DIS 5053 1).
In addition, the following trucks in normal operation have excellent all round visibility and therefore will not be part of this series of standards:
-   ride on pallet truck;
-   pedestrian controlled pallet trucks.

Die Normenreihe EN 16842 legt Anforderungen und Prüfverfahren für die Rundumsicht von motorkraftbetriebenen Flurförderzeugen mit einem sitzenden oder stehenden Fahrer, ohne Last und ausgestattet mit Gabelzinken oder einer Ladeplattform, wie in ISO 5053 1 definiert, fest.
Dieser Teil gibt die üblichen Prüfanforderungen zur Sichtprüfung für angetriebene Flurförderzeuge an und ist in Verbindung mit der EN 16842, Teil 2 bis x, anzuwenden.
Die in EN 16842 Teile 2 bis x aufgeführten besonderen Anforderungen an Flurförderzeuge haben Vorrang vor den entsprechenden Anforderungen von EN 16842 1.
Die Anforderungen des anwendbaren Teils von EN 16842 haben Vorrang vor den in EN 16307 1 unter 4.12 genannten Anforderungen.
Die Norm ist nicht anwendbar auf:
   Flurförderzeuge mit hebbarem Fahrerplatz, wenn der Fahrerplatz angehoben ist;
   Geländegängige Flurförderzeuge mit veränderlicher Reichweite — innerhalb des Anwendungsbereichs von EN 15830;
   zentralgesteuerte Kommissionierflurförderzeuge (entsprechend ISO/DIS 5053 1, 2.17);
   endgesteuerte Niederhubwagen (entsprechend ISO/DIS 5053 1, 2.16).
Darüber hinaus weisen die folgenden Flurförderzeuge im normalen Betrieb eine ausgezeichnete Rundumsicht auf und sind daher nicht in dieser Normenreihe erfasst:
   Mitfahr-Niederhubwagen;
   mitgängergeführte Niederhubwagen.

La série de normes EN 16842 spécifie les prescriptions et les modes opératoires relatifs à la visibilité tous azimuts des chariots de manutention automoteurs conformes à l'ISO/DIS 5053-1, à conducteur assis ou debout, sans charge et équipés de bras de fourches ou de plates-formes de chargement.
La présente partie de la série de normes EN 16842 donne les prescriptions communes pour les essais de visibilité relatifs aux chariots de manutention automoteurs et est destinée à être utilisée conjointement avec l'EN 16842, parties 2 à x.
Les prescriptions spécifiques aux chariots de l'EN 16842, parties 2 à x, prévalent sur les prescriptions correspondantes de l'EN 16842-1.
Les prescriptions de la partie applicable de l'EN 16842 prévalent sur les prescriptions de l'EN 16307 1, 4.12.
La présente norme ne s'applique pas aux :
   chariots à poste de conduite élevable, lorsque que la position de conduite est élevée ;
   chariots à portée variable tout-terrain - relevant du domaine d'application de l'EN 15830 ;
   chariots préparateurs de commande à poste de commande au centre (conformes à l'ISO/DIS 5053 1, 2.17) ;
   transpalettes à poste de commande à l'extrémité (conformes à l'ISO/DIS 5053 1, 2.16).
En complément, les chariots suivants offrent une excellente visibilité tous azimuts en utilisation normale et ne feront donc pas partie de la présente série de normes :
   transpalettes à conducteur porté ;
   transpalettes à conducteur accompagnant.

Skupina standardov EN 16842 določa zahteve in preskusne postopke za 360-stopinjsko vidno polje voznika samognanih vozil za talni transport, skladnih s standardom ISO/DIS 5053 1, s sedečim ali stoječim upravljavcem, brez tovora ter opremljenih z vilicami ali nakladalno ploščadjo.
Ta del skupine standardov EN 16842 določa splošne zahteve za preskušanje vidnega polja voznika gnanih vozil za talni transport in je predviden za uporabo skupaj z deli 2–X standarda EN 16842.
Posebne zahteve za vozila iz delov 2–X standarda EN 16842 imajo prednost pred ustreznimi zahtevami iz standarda EN 16842-1.
Zahteve veljavnega dela standarda EN 16842 imajo prednost pred zahtevami iz točke 4.12 standarda EN 16307-1.
Ta standard se ne uporablja za:
– vozila z dvižnim položajem upravljavca, kadar je položaj upravljavca dvignjen;
– terenske viličarje z ročico spremenljivega dosega, ki spadajo na področje uporabe standarda EN 15830;
– vozila za prevzem blaga s centralnim upravljanjem v skladu s točko 2.17 standarda ISO/DIS 5053 1;
– paletna vozila z upravljanjem zadaj v skladu s točko 2.16 standarda ISO/DIS 5053 1.
Poleg tega imajo spodnja vozila odlično 360-stopinjsko vidno polje voznika pri običajni uporabi, zato ne bodo del te skupine standardov:
– paletna vozila s sedežem;
– paletna vozila, ki se upravljajo stoje.

This document (EN 16842-1:2018) has been prepared by Technical Committee CEN/TC 150 “Industrial
trucks - Safety”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by November 2018 and conflicting national standards shall
be withdrawn at the latest by November 2018.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
EN 16842 consists of the following parts under the general title "Powered industrial trucks – Visibility –
Test methods and verification":
— Part 1: General requirements;
— Part 2: Sit-on counterbalance trucks and rough terrain masted trucks up to and including 10 000 kg
capacity;
— Part 3: Reach trucks up to and including 10 000 kg capacity (in preparation);
— Part 4: Variable reach industrial trucks up to and including 10 000 kg capacity (in preparation);
— Part 5: Variable reach industrial trucks greater than 10 000 kg capacity (in preparation);
— Part 6: Sit-on counterbalanced trucks and rough terrain masted trucks greater than 10 000 kg capacity
(in preparation);
— Part 7: Variable reach and masted container handler (in preparation);
— Part 8: Stand on counterbalanced trucks up to and including 10 000 kg capacity (in preparation).
— Part 9: Order-picking, lateral- and front-stacking trucks with elevating operator position
It is intended to develop additional parts related to the following machinery:
— Pallet stacking trucks (rider controlled);
— Burden carrier;
— Tractor (IND Truck);
— Single side loader;
— Multi-directional forklift truck;
— Articulated counterbalanced lift truck;
— Low lift straddle carriers (as defined in ISO 5053-1:2015, 3.18);
— High lift straddle carriers (as defined in ISO 5053-1:2015, 3.19).
For specific machines covered by other parts in this standard, this European Standard is intended for use
in combination with relevant other parts in the series.

Introduction
This document is a type-C standard as stated in EN ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.)
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.

1 Scope
This part of the EN 16842 series gives the common test requirements for powered industrial truck
visibility testing and is intended to be used in conjunction with EN 16842 parts 2 to 17.
The EN 16842 series specify requirements and test procedures of all around visibility of self-propelled
industrial trucks (herein after referred to as trucks) in accordance with ISO 5053-1 with a sit-on or stand-
on operator, without load, and equipped with fork arms or load platform.
The truck specific requirements in EN 16842 parts 2 to 17 supplement or modify the corresponding
clauses of this part EN 16842-1 and provide the relevant requirements for the specific truck.
The visibility test requirements of the applicable part of EN 16842 for each truck type are used to fulfil
the visibility requirements of the EN 16307 series.
This European Standard does not apply to:
— industrial, rough terrain variable reach or rough terrain masted lorry mounted trucks;
— trucks with elevating operator position, when the operating position is elevated above 500 mm;
— rough terrain variable reach trucks – within the scope of EN 15830;
— centre controlled order picking trucks (in accordance with 3.16 of ISO 5053-1:2015);
— pallet truck end controlled (in accordance with 3.15 of ISO 5053-1:2015).
NOTE 1 The following trucks in normal operation have excellent 360° visibility and therefore will not be part of
this series of standards:
— ride on pallet truck;
— pedestrian controlled pallet truck.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in ISO 5053-1, EN ISO 3691-1,
ISO 3691-2, EN ISO 3691-3 and EN ISO 3691-6, together with the following apply.

truck profile
contour which is determined by the largest rectangular width and length parallel to the longitudinal axis
of the truck, including the front vertical surface of the fork arms
Note 1 to entry: The blades of the fork arms are not taken into account.
Note 2 to entry: Excludes external projections such as, rail guidance systems, stabilizers or attachments that
extend beyond the profile of the truck.

which the operator is able to control all functions for driving and load handling

preparation); — Part 7: Variable reach and masted container handler (in preparation); — Part 8: Stand on counterbalanced trucks up to and including 10 000 kg capacity (in preparation). — Part 9: Order-picking, lateral- and front-stacking trucks with elevating operator position It is intended to develop additional parts related to the following machinery: — Pallet stacking trucks (rider controlled); — Burden carrier; — Tractor (IND Truck); — Single side loader; — Multi-directional forklift truck; — Articulated counterbalanced lift truck; — Low lift straddle carriers (as defined in ISO 5053-1:2015, 3.18); — High lift straddle carriers (as defined in ISO 5053-1:2015, 3.19). EN 16842-1:2018 (E) 5 Introduction This document is a type-C standard as stated in EN ISO 12100. This document is of relevance, in particular, for the following stakeholder groups representing the market players with regard to machinery safety: — machine manufacturers (small, medium and large enterprises); — health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.) Others can be affected by the level of machinery safety achieved with the means of the document by the above-mentioned stakeholder groups: — machine users/employers (small, medium and large enterprises); — machine users/employees (e.g. trade unions, organizations for people with special needs); — service providers, e.g. for maintenance (small, medium and large enterprises); — consumers (in case of machinery intended for use by consumers). The above-mentioned stakeholder groups have been given the possibility to participate at the drafting process of this document. The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are covered are indicated in the scope of this document. When requirements of this type-C standard are different from those which are stated in type-A or type-B standards, the requirements of this type-C standard take precedence over the requirements of the other standards for machines that have been designed and built according to the requirements of this type-C standard. EN 16842-1:2018 (E) 6 1 Scope This part of the EN 16842 series gives the common test requirements for powered industrial truck visibility testing and is intended to be used in conjunction with EN 16842 parts 2 to 17. The EN 16842 series specify requirements and test procedures of all around visibility of self-propelled industrial trucks (herein after referred to as trucks) in accordance with ISO 5053-1 with a sit-on or stand-on operator, without load, and equipped with fork arms or load platform. The truck specific requirements in EN 16842 parts 2 to 17 supplement or modify the corresponding clauses of this part EN 16842-1 and provide the relevant requirements for the specific truck. The visibility test requirements of the applicable part of EN 16842 for each truck type are used to fulfil the visibility requirements of the EN 16307 series. This European Standard does not apply to: — industrial, rough terrain variable reach or rough terrain masted lorry mounted trucks; —
trucks with elevating operator position, when the operating position is elevated above 500 mm; — rough terrain variable reach trucks – within the scope of EN 15830; — centre controlled order picking trucks (in accordance with 3.16 of ISO 5053-1:2015); — pallet truck end controlled (in accordance with 3.15 of ISO 5053-1:2015). NOTE 1 The following trucks in normal operation have excellent 360° visibility and therefore will not be part of this series of standards: — ride on pallet truck; — pedestrian controlled pallet truck. This document is currently submitted to the CEN Enquiry.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).

Introduction
This European Standard is used to measure and evaluate the operator's visibility from unladen self-propelled
industrial trucks. This European Standard is a "Type C" standard as defined in EN ISO 12100.
This European Standard has been prepared to be a harmonized standard to provide one means for visibility
testing for self-propelled industrial trucks to conform to the essential health and safety requirements of the
Machinery Directive, as amended.
When provisions of this type C standard are different from those which are stated in type A or B standards the
provisions of this type C standard take precedence over the provisions of other standards, for equipment that
have been designed and built according to the provisions of this type C standard.

1 Scope
The EN 16842 series specify requirements and test procedures of all around visibility of self-propelled
industrial trucks in accordance with ISO/DIS 5053-1 with a sit-on or stand-on operator, without load, and
equipped with fork arms or load platform.
This part of the EN 16842 series gives the common test requirements for powered industrial truck visibility
testing and is intended to be used in conjunction with EN 16842 parts 2 to x.
The truck specific requirements in EN 16842 parts 2 to x take precedence over the respective requirements of
EN 16842-1.
The requirements of the applicable part of EN 16842 take precedence over the requirements of 4.12 of
EN 16307-1.
The standard does not apply to:
— trucks with elevating operator position, when the operating position is elevated;
— rough terrain variable reach trucks – within the scope of EN 15830;
— centre controlled order picking truck (in accordance with 2.17 of ISO/DIS 5053-1);
— pallet truck end controlled (in accordance with 2.16 of ISO/DIS 5053-1).
In addition, the following trucks in normal operation have excellent all round visibility and therefore will not be
part of this series of standards:
— ride on pallet truck;
— pedestrian controlled pallet trucks.
