Safety of toys - Part 2: Flammability

This European Standard specifies the categories of flammable materials which are prohibited in all toys, and requirements concerning flammability of certain toys when they are subjected to a small source of ignition.
The test methods described in Clause 5 are used for the purposes of determining the flammability of toys under the particular test conditions specified. The test results thus obtained cannot be considered as providing an overall indication of the potential fire hazard of toys or materials when subjected to other sources of ignition.
This European Standard includes general requirements relating to all toys and specific requirements and methods of test relating to the following toys, which are considered as being those presenting the greatest hazard:
toys to be worn on the head: beards, moustaches, wigs, etc. made from hair, pile or material with similar features; masks; hoods, head-dresses, etc.; flowing elements of toys to be worn on the head, but excluding paper novelty hats of the type usually supplied in party crackers;
toy disguise costumes and toys intended to be worn by a child in play;
toys intended to be entered by a child;
soft-filled toys.
NOTE Additional requirements for flammability of electric toys are specified in EN 62115.

Sicherheit von Spielzeug - Teil 2: Entflammbarkeit

Diese Europäische Norm legt die Kategorien entflammbarer Werkstoffe fest, deren Verwendung in allen Spielzeugen verboten ist, und Anforderungen hinsichtlich der Entflammbarkeit bestimmter Spielzeuge, wenn sie einer kleinen Zündquelle ausgesetzt werden.
Die in Abschnitt 5 beschriebenen Prüfverfahren werden zur Bestimmung der Entflammbarkeit von Spielzeug unter den festgelegten Prüfbedingungen angewendet. Die so erhaltenen Prüfergebnisse können nicht dahingehend betrachtet werden, dass sie umfassende Angaben für die mögliche Brandgefährdung von Spielzeugen oder Werkstoffen zur Verfügung stellen, wenn diese anderen Zündquellen ausgesetzt werden.
Diese Europäische Norm enthält allgemeine Anforderungen hinsichtlich aller Spielzeuge und besondere Anforderungen und Prüfverfahren für folgende Spielzeuge, die als am gefährlichsten angesehen werden:
-   auf dem Kopf zu tragende Spielzeuge: Bärte, Schnurrbärte, Perücken usw. aus Haar, haarartigem Material oder Material mit ähnlichen Merkmalen; Masken; Kopfhauben, Kopfschmuck usw.; fließende Bestandteile von auf dem Kopf zu tragendem Spielzeug, außer Partyhüte aus Papier, wie sie üblicherweise in Knallbonbons zu finden sind;
-   Rollenspielzeug und Spielzeuge, die vom Kind als Bekleidung zum Spielen getragen werden;
-   vom Kind begehbares Spielzeug;
-   Spielzeug mit weicher Füllung.
ANMERKUNG   Zusätzliche Anforderungen hinsichtlich der Entflammbarkeit von elektrischem Spielzeug sind in EN 62115 festgelegt.

La présente Norme européenne spécifie les catégories de matériaux inflammables dont l’emploi est prohibé pour tous les jouets, ainsi que les exigences relatives à l’inflammabilité de certains jouets lorsqu’ils sont soumis à une petite source d’allumage.
Les méthodes d’essai décrites à l’Article 5 sont utilisées pour déterminer l’inflammabilité des jouets dans des conditions d’essai particulières spécifiées. Les résultats d’essai ainsi obtenus ne peuvent pas être considérés comme une information générale sur le risque au feu des jouets ou des matériaux lorsqu’ils sont soumis à d’autres sources d’allumage.
La présente Norme européenne traite des exigences générales relatives à tous les jouets et des exigences et des méthodes d’essai particulières concernant les jouets suivants, qui sont considérés comme ceux présentant les risques les plus importants :
-   les jouets conçus pour être portés sur la tête : barbes, moustaches, perruques, etc., constituées de cheveux, éléments pileux ou autres matériaux présentant des fonctions similaires ; masques ; capuches, coiffes, etc. ; éléments flottants de jouets conçus pour être portés sur la tête, mais à l’exclusion des chapeaux fantaisie en papier, tels que ceux fournis dans les diablotins ;
-   les costumes de déguisement et jouets destinés à être portés par l’enfant au cours du jeu ;
-   les jouets conçus pour qu’un enfant puisse y entrer ;
-   les jouets souples rembourrés.
NOTE   Des exigences supplémentaires relatives à l’inflammabilité des jouets électriques sont spécifiées dans l’EN 62115.

Ta evropski standard določa kategorije vnetljivih materialov, ki so prepovedani pri vseh igračah, in zahteve v zvezi z vnetljivostjo nekaterih igrač, ko so izpostavljene majhnemu viru vžiga.
Preskusne metode, opisane v točki 5, se uporabljajo za določevanje vnetljivosti igrač pod določenimi opredeljenimi preskusnimi pogoji. Tako pridobljeni preskusni rezultati ne zagotavljajo popolne indikacije o mogoči požarni nevarnosti igrač ali materialov, kadar so izpostavljeni drugim virom vžiga.
Ta evropski standard zajema splošne zahteve, ki se nanašajo na vse igrače, in posebne zahteve in metode preskušanja, ki se nanašajo na naslednje igrače, za katere se šteje, da predstavljajo največje tveganje:
 igrače, ki se nosijo na glavi: brade, brki, lasulje itd., izdelane iz las, dlak ali materiala s podobnimi lastnostmi; maske; kapuce, naglavno okrasje itd.; valujoči elementi igrač, ki se nosijo na glavi, vendar razen papirnatih kap vrste, ki so običajno v pokalicah;

OPOMBA: Dodatne zahteve za vnetljivost električnih igrač so opredeljene v EN 62115.

Foreword

This document (EN 71-2:2011) has been prepared by Technical Committee CEN/TC 52 “Safety of toys”, the

secretariat of which is held by DS.

This European Standard shall be given the status of a national standard, either by publication of an identical

text or by endorsement, at the latest by January 2012, and conflicting national standards shall be withdrawn at

the latest by January 2012.
This document supersedes EN 71-2:2006+A1:2007.

Annex B provides details of significant technical changes between this European Standard and the previous

edition.

This European Standard has been prepared under a mandate given to CEN by the European Commission

and the European Free Trade Association, and supports essential requirements of EU Directive(s).

Introduction

This European Standard aims at reducing as far as possible those hazards which are not evident to users; it

does not cover inherent hazards that are obvious to children or the persons in charge of them. Assuming that

the toys are used in the intended manner, they should not present any further hazard to children for whom

they are intended (according to the Directive 2009/48/EC “intended for use by” means that a parent or

supervisor shall reasonably be able to assume by virtue of the functions, dimensions and characteristics of a

toy that it is intended for use by children of the stated age group). Allowance should also be made for

foreseeable use, bearing in mind the behaviour of children who do not generally share the same degree of

care as the average adult user.

As a general rule, toys are designed and manufactured for particular ages of children. Their characteristics are

related to the age and stage of development of the children, and their use presupposes certain aptitudes.

Accidents are frequently due to a toy either being given to a child for whom it is not intended, or being used for

a purpose other than that for which it was designed. Great care should therefore be taken when choosing a

toy or game; account should be taken of the mental and physical development of the child who will be using it.

The requirements of this European Standard do not release parents or carers from their responsibility of

watching over the child while he or she is playing.

NOTE Definitions for flammable liquid, highly flammable liquid, extremely flammable liquid and flammable gas have

been extracted from REGULATION (EC) No 1272/2008 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of

16 December 2008 on classification, labelling and packaging of substances and mixtures, amending and repealing

Directives 67/548/EEC and 1999/45/EC, and amending Regulation (EC) No 1907/2006.
4 Requirements
4.1 General requirements (see A.3)

NOTE 1 Words in italics are defined in Clause 3 (Terms and definitions). Additional information on the background and

rationale for various requirements is given in Annex A.

NOTE 2 According to Directive 2009/48/EC the following safety requirements apply regarding cleaning and washing: "A

toy intended for use by children under 36 months must be designed and manufactured in such a way that it can be

cleaned. A textile toy shall, to this end, be washable, except if it contains a mechanism that may be damaged if soak

washed. The toy shall fulfil the safety requirements also after having been cleaned in accordance with this point from the

Directive and the manufacturer’s instructions.". The manufacturer should, if applicable, provide instructions on how the toy

has to be cleaned. This information is not exhaustive and Directive 2009/48/EC and the associated guidance documents

should be consulted for further details.
The following materials shall not be present in toys:

 celluloid (cellulose nitrate), except when used in varnish, paint or glue, or in balls of the type used for

table tennis or similar games, and
 materials with the same behaviour in fire as celluloid (see A.3).

Specific materials to which the test flame is applied in order to check compliance of the toy with requirements

in 4.2 to 4.5 are considered to comply with the above requirements if the toy meets its appropriate

requirements in 4.2 to 4.5:

 materials with a piled surface which produce surface flash when a flame is applied to the tested material

under the conditions described in 5.5.1 and 5.5.2. Piled surfaces showing no momentary area of flame

over the area of the piled surface remote from the test flame are considered to meet this requirement;

In addition, toys shall not contain flammable gases, extremely flammable liquids, highly flammable liquids,

flammable liquids and flammable gels except as provided for below:

 flammable liquids and flammable gels supplied in sealed containers having a maximum volume of 15 ml

per container;

 highly flammable liquids and flammable liquids being entirely retained within a porous material in capillary

channels of writing instruments;

 flammable liquids with a viscosity greater than 260 × 10 m /s corresponding to a flow time of more than

38 s when determined in accordance with EN ISO 2431 using cup No. 6;
 highly flammable liquids contained in chemical toys.
NOTE 3 Different legal requirements may exist in non-EU countries.
4.2 Toys to be worn on the head (see A.4)
4.2.1 General
The requirements of 4.2 apply to:

 beards, moustaches, wigs, etc. made from hair, pile or material with similar features,

 moulded and fabric masks,
 hoods, head-dresses, etc.,
 flowing elements of toys to be worn on the head,

but not to paper novelty hats of the type usually supplied in party crackers (see A.4).

When a product incorporates several features, for example a hat with an attached mask and hair, each part

shall be tested separately to the applicable clause relevant to that particular part of the toy.

Attachments made from elastic or string which are used for the purpose of securing a mask, hat, etc. on the

head shall not be tested.

4.2.2 Beards, moustaches, wigs, etc., made from hair, pile or material with similar features (e.g. free-

hanging ribbons, paper, cloth strands or other flowing elements), which protrude 50 mm or more from

the surface of the toy

When tested according to 5.2, the duration of flaming shall not be more than 2 s after the removal of the test

flame.

In addition, if ignition occurs, the maximum burnt length of hair, pile, or material with similar features shall not

be:

a) more than 50 % of the greatest initial length, when the initial length was 150 mm or more, or

b) more than 75 % of the greatest initial length, when the initial length was less than 150 mm.

When determining whether materials are required to be tested under 4.2.2, the distance by which the material

protrudes shall be measured without applying tension to the protruding part, e.g. curly hair is not straightened.

Plaits or braided hair shall be fully released and combed, where possible, before testing.

4.2.3 Beards, moustaches, wigs, etc., made from hair, pile or material with similar features (e.g. free-

hanging ribbons, paper, cloth strands or other flowing elements), which protrude less than 50 mm

from the surface of the toy

Wigs, etc. made from hair, pile or material with similar features which protrude 5 mm or less from the surface

of the toy are regarded as head-dresses and are covered by 4.2.5.

When tested in accordance with 5.3, the duration of flaming shall not be more than 2 s after the removal of the

test flame, and the maximum distance between the upper edge of the burnt area and the point of application

of the test flame shall not be more than 70 mm.

4.2.4 Full or partial moulded head masks

When tested in accordance with 5.3, the duration of flaming shall not be more than 2 s after the removal of the

test flame. The maximum distance between the upper edge of the burnt area and the point of application of

the test flame shall not be more than 70 mm.

This requirement does not apply to moulded eye masks that neither cover the chin nor a cheek as they are

covered by 4.2.5.

4.2.5 Flowing elements of toys to be worn on the head (except those covered by 4.2.2 and 4.2.3),

hoods, head-dresses, etc. and masks not covered by 4.2.4 which partially or fully cover the head (e.g.

fabric and cardboard masks, eye masks, face masks), but excluding those items covered by 4.3

When tested in accordance with 5.4, the rate of spread of flame of the test sample shall not exceed 10 mm/s

or the test sample shall self-extinguish.

4.3 Toy disguise costumes and toys intended to be worn by a child in play (see A.5)

These include, for example, cowboy suits, nurses’ outfits and long flowing capes not attached to headwear

covered by 4.2.5.

When tested in accordance with 5.4, the rate of spread of flame of the test sample shall not exceed 30 mm/s

or the test sample shall self-extinguish.

If the rate of spread of flame is between 10 mm/s and 30 mm/s, the appropriate part(s) of the toy and the

packaging shall be permanently marked with the following warning: "Warning. Keep away from fire".

4.4 Toys intended to be entered by a child (see A.6)
These include for example toy tents, puppet theatres, wigwams and play tunnels.

When tested in accordance with 5.4, the rate of spread of flame of the test sample shall not exceed 30 mm/s

or the test sample shall self-extinguish.

If the test sample has a rate of spread of flame greater than 20 mm/s when tested in accordance with 5.4,

there shall be no flaming debris or molten drips.
If the material has non-identical surfaces, both sides shall be tested.

If the rate of spread of flame is between 10 mm/s and 30 mm/s, the appropriate part(s) of the toy and the

packaging shall be permanently marked with the following warning: "Warning. Keep away from fire.".

4.5 Soft-filled toys (see A.7)

The requirements of this subclause do not apply to soft-filled toys or soft-filled parts of a toy that cannot be

cuddled or hugged by a child during play.

The requirements of this subclause do not apply to toys which, when positioned in accordance with 5.5.3,

present a maximum unhindered vertical soft-filled height of 150 mm or less.

Soft-filled toys shall be tested as supplied, including any clothing or cover present with the toy and, if

considered to be more onerous, with the clothes or cover removed if removal can be accomplished without

damage to the clothes, cover or toy.

When tested in accordance with 5.5, the rate of spread of flame on the surface shall not be more than

30 mm/s or the toy shall self-extinguish.

5 Test methods
5.1 General
5.1.1 Test burner

The test flame shall be obtained from a burner as described in EN ISO 6941:2003, Annex A and shall be

operated with butane or propane gas.
5.1.2 Conditioning and test chamber

Before each test, the toys or samples shall be conditioned for at least 7 h in an atmosphere having a

temperature of (20 ± 5) °C and a relative humidity of (65 ± 5) %.

Carry out the tests in a test chamber in which the movement of air is less than 0,2 m/s at the start of the test

and is not affected by operation of mechanical apparatus during the test. It is essential that the volume of air in

the test chamber is not affected by a reduction in the level of oxygen concentration. When an open fronted

chamber is used for the test, ensure that the test sample is at least 300 mm from the walls of the chamber.

Standard SIST EN 71-2 (sl), Varnost igrač – 2. del: Vnetljivost, 2011, ima status slovenskega standarda

in je istoveten evropskemu standardu EN 71-2 (en), Safety of toys – Part 2: Flammability, 2011.

NACIONALNI PREDGOVOR

Evropski standard EN 71-2:2011 je pripravil tehnični odbor Evropskega komiteja za standardizacijo

CEN/TC 52 Varnost igrač, katerega sekretariat vodi DS.

Slovenski standard SIST EN 71-2:2011 je prevod evropskega standarda EN 71-2:2011. V primeru

spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski standard v

angleškem jeziku. Slovensko izdajo standarda je pripravil tehnični odbor SIST/TC OTR Izdelki za

otroke.

Odločitev za privzem tega standarda je dne 27. septembra 2011 sprejel tehnični odbor SIST/TC OTR

Izdelki za otroke.

Predgovor

Ta dokument (EN 71-2:2011) je pripravil tehnični odbor CEN/TC 52 Varnost igrač, katerega

sekretariat vodi DS.

Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila

ali z razglasitvijo najpozneje januarja 2012, nasprotujoče nacionalne standarde pa je treba razveljaviti

najpozneje januarja 2012.
Ta dokument nadomešča EN 71-2:2006+A1:2007.

Dodatek B vsebuje pomembne tehnične spremembe med tem evropskim standardom in prejšnjo

izdajo.

Ta evropski standard je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko

združenje za prosto trgovino dala CEN, in podpira bistvene zahteve direktive (direktiv) EU.

Za zveze z direktivo(-ami) Evropske unije glej informativni dodatek ZA, ki je sestavni del tega

evropskega standarda.

Ta standard je drugi del evropskega standarda za varnost igrač in naj se upošteva v povezavi s prvim

Uvod

Namen tega evropskega standarda je v čim večji meri zmanjšati nevarnosti, ki uporabniku niso očitne;

standard ne obravnava inherentnih nevarnosti, ki so otrokom ali osebam, ki zanje skrbijo, očitne. Če

se predpostavlja, da so igrače uporabljene na predvideni način, ne bi smele predstavljati kakršne koli

nadaljnje nevarnosti otrokom, katerim so namenjene ("namenjen za uporabo" po Direktivi 2009/48/ES

pomeni, da starši ali osebe, ki nadzorujejo otroka, na podlagi funkcij, dimenzij in značilnosti igrače

lahko upravičeno sklepajo, da je igrača namenjena za uporabo otrokom določene starostne skupine).

Dovoljena mora biti tudi predvidljiva uporaba, kjer je upoštevano obnašanje otrok, ki na splošno niso

tako pazljivi kot odrasli uporabniki.

Igrače so praviloma načrtovane in izdelane za določene starostne skupine otrok. Njihove značilnosti

so prilagojene starosti in stopnji razvoja otrok, njihova uporaba pa predpostavlja določene sposobnosti

otroka.

Nesreče so pogosto posledica dejstva, da je igrača dana otroku, za katerega ni predvidena, ali da se

igrača uporablja za druge namene, kot je bila načrtovana. Izbiri igrače ali igre je zato treba posvetiti

veliko pozornosti; upoštevati je treba duševni in telesni razvoj otroka, ki bo igračo uporabljal.

Zahteve tega evropskega standarda ne razbremenjujejo staršev ali skrbnikov njihove odgovornosti pri

nadzoru med igro.

1 Področje uporabe (glej A.2)

Ta evropski standard določa kategorije vnetljivih materialov, ki so prepovedani v vseh igračah, in

zahteve glede vnetljivosti nekaterih igrač, ko so izpostavljene majhnemu viru vžiga.

Preskusne metode, opisane v točki 5, se uporabljajo za ugotavljanje vnetljivosti igrač pod določenimi

posebnimi preskusnimi pogoji. Tako pridobljeni rezultati preskušanja ne zagotavljajo, da so zajete vse

možne nevarnosti vžiga igrač ali materialov, ko so izpostavljeni drugim virom vžiga.

Ta evropski standard zajema splošne zahteve, ki se nanašajo na vse igrače, ter posebne zahteve in

preskusne metode, ki se nanašajo na igrače, za katere se šteje, da predstavljajo največjo nevarnost:

– igrače, namenjene, da se nosijo na glavi: brade, brki, lasulje itd., narejene iz las, kosmatenega

materiala ali materiala s podobnimi lastnostmi; maske, kapuce, naglavna oblačila/okraski itd.,

bingljajoči deli tovrstnih igrač, pri čemer so izvzeta papirnata pokrivala za zabave, npr. tista, ki se

ponavadi nahajajo v paketkih za zabavo,
– kostumi in igrače, namenjene, da jih otrok nosi med igro,
– igrače, namenjene da otrok vanje vstopi,
– mehko polnjene igrače.

OPOMBA: Dodatne zahteve za vnetljivost električnih igrač so določene v EN 62115.

bile pridobljene iz Uredbe (ES) št. 1272/2008 Evropskega parlamenta in Sveta z dne 16. decembra 2008 o

razvrščanju, označevanju in pakiranju snovi ter zmesi, o spremembi in razveljavitvi direktiv 67/548/EGS in

1999/45/ES ter spremembi Uredbe (ES) št. 1907/2006.
4 Zahteve
4.1 Splošne zahteve (glej A.3)

OPOMBA 1: Besede, zapisane poševno, so definirane v točki 3 (Izrazi in definicije). Dodatne informacije o ozadju in

utemeljitve različnih zahtev so podane v dodatku A.

OPOMBA 2: V skladu z Direktivo 2009/48/ES veljajo naslednje varnostne zahteve glede čiščenja in pranja: "Igrača, ki je

namenjena za uporabo otrokom, mlajšim od 36 mesecev, mora biti načrtovana in izdelana tako, da se lahko

čisti. Tekstilna igrača je zato pralna, razen če vsebuje mehanizme, ki bi se lahko pri namakanju v vodi

poškodovali. Igrača mora v skladu s to točko direktive in navodili proizvajalca izpolnjevati varnostne zahteve tudi

po čiščenju." Proizvajalec bi moral, če je to potrebno, zagotoviti navodila za čiščenje igrače. Ta informacija ni

zadostna, za dodatne podrobnosti je treba upoštevati Direktivo 2009/48/ES in z njo povezana navodila.

V igračah ne smejo biti prisotni naslednji materiali:

– celuloid (nitroceluloza), razen če je uporabljen v laku, barvi ali lepilu ali v žogicah, podobnih

takim, kot so žogice za namizni tenis ali podobne igre, ter
– materiali, ki se med gorenjem obnašajo enako kot celuloid (glej A.3).

Za posebne materiale, pri katerih se za preverjanje skladnosti igrače z zahtevami v točkah od 4.2 do

4.5 uporablja preskusni plamen, se šteje, da izpolnjujejo zgoraj navedene zahteve, če igrača

izpolnjuje zahteve od 4.2 do 4.5:

– materiali s kosmateno površino, pri katerih pod pogoji, opisanimi v 5.5.1 in 5.5.2, ob stiku

plamena s preskusnim materialom pride do površinskega širjenja plamena. Za kosmatene

površine, ki na stičnem območju s preskusnim plamenom po odstranitvi vira vžiga ne gorijo s

plamenom, se šteje, da izpolnjujejo zahtevo.

Poleg tega igrače ne smejo vsebovati vnetljivih plinov, zelo lahko vnetljivih tekočin, lahko vnetljivih

tekočin, vnetljivih tekočin in vnetljivih gelov, razen naslednjih izjem:

– vnetljive tekočine in vnetljivi geli, dobavljeni v zatesnjenih vsebnikih z največjo prostornino

vsebnika 15 ml,

– lahko vnetljive tekočine in vnetljive tekočine, popolnoma zaprte v poroznem materialu kapilarnih

kanalov pisalnih naprav,

– vnetljive tekočine z viskoznostjo, večjo od 260 x 10 m /s, ki ustreza iztočnemu času več kot

38 s, določenemu v skladu z EN ISO 2431, ob uporabi iztočne čaše št. 6,
– lahko vnetljive tekočine, ki se nahajajo v kemijskih igračah.
OPOMBA 3: V državah, ki niso del EU, so zakonodajne zahteve lahko drugačne.
4.2 Igrače, namenjene, da se nosijo na glavi (glej A.4)
4.2.1 Splošno
Zahteve v 4.2 se nanašajo na:

– brade, brke, lasulje itd., narejene iz las, kosmatenega materiala ali materiala s podobnimi

lastnostmi,
– oblikovane in tekstilne maske,
– kapuce, naglavna oblačila/okraske itd.,
– bingljajoče dele igrač, namenjenih, da se nosijo na glavi,

pri čemer so izvzeta papirnata pokrivala za zabave, npr. tista, ki se ponavadi nahajajo v paketkih za

zabavo (glej A.4).

Če je proizvood sestavljen iz več delov, na primer klobuk s pripeto masko in lasmi, je treba vsak del

preskusiti ločeno v skladu s točko, ki je za posamezni del igrače ustrezna.

Dodatkov, narejenih iz elastike ali vrvice, ki se uporabljajo za pričvrstitev maske, kape, klobuka,

pokrivala itd. na glavo, ni treba preskušati.

4.2.2 Brade, brki, lasulje itd., narejeni iz las, kosmatenega materiala ali materiala s podobnimi

lastnostmi (npr. prosto viseči trakovi, trakovi iz papirja ali tkanin ali drugi bingljajoči deli), ki

segajo 50 mm ali več od površine igrače

Pri preskušanju v skladu s 5.2 gorenje po odstranitvi preskusnega plamena ne sme trajati dlje kot 2 s.

Če pa pride do vžiga, največja pogorela dolžina las, kosmatenega materiala ali materiala s podobnimi

lastnostmi ne sme biti:

a) večja kot 50 % največje izhodiščne dolžine, ko je bila izhodiščna dolžina 150 mm ali več, ali

b) večja kot 75 % največje izhodiščne dolžine, ko je bila izhodiščna dolžina manjša kot 150 mm.

Pri ugotavljanju, ali je treba materiale preskušati v skladu s 4.2.2, mora biti dolžina od površine

segajočega materiala merjena v neraztegnjenem stanju, npr. kodrasti lasje niso raztegnjeni. Kite ali

spletene lase je treba pred preskušanjem, kjer je mogoče, popolnoma razplesti in počesati.

4.2.3 Brade, brki, lasulje itd., narejeni iz las, kosmatenega materiala ali materiala s podobnimi

lastnostmi (npr. prosto viseči trakovi, trakovi iz papirja ali tkanin ali drugi bingljajoči deli), ki

segajo manj kot 50 mm od površine igrače

Lasulje itd., narejene iz las, kosmatenega materiala ali materiala s podobnimi lastnostmi, ki segajo

5 mm ali manj od površine igrače, se štejejo za naglavna oblačila/okraske in so zajete v 4.2.5.

Pri preskušanju v skladu s 5.3 gorenje po odstranitvi preskusnega plamena ne sme trajati dlje kot 2 s.

Največja razdalja med zgornjim robom pogorelega območja in točko delovanja preskusnega plamena

ne sme presegati 70 mm.
4.2.4 Popolnoma ali delno oblikovane naglavne maske

Pri preskušanju v skladu s 5.3 gorenje po odstranitvi preskusnega plamena ne sme trajati dlje kot 2 s.

Največja razdalja med zgornjim robom pogorelega območja in točko delovanja preskusnega plamena

ne sme presegati 70 mm.

Ta zahteva ne velja za oblikovane očesne maske, ki ne pokrivajo ne brade in ne lica ter so zajete v

4.2.5.

4.2.5 Bingljajoči deli igrač, namenjenih, da se nosijo na glavi (razen tistih, zajetih v 4.2.2 in

4.2.3), kapuce, naglavna oblačila/okraski itd. ter maske, ki jih ne zajema 4.2.4, ki delno ali

popolnoma pokrijejo glavo (npr. maske iz tekstilnega materiala in kartona, očesne maske,

obrazne maske), razen tistih, zajetih v 4.3

Pri preskušanju v skladu s 5.4 hitrost širjenja plamena po preskusnem vzorcu ne sme presegati

10 mm/s ali pa se mora preskusni vzorec ugasniti sam.
4.3 Kostumi in igrače, namenjeni, da jih otrok nosi med igro (glej A.5)

Ti vključujejo, na primer, kavbojska oblačila, oblačila za medicinske sestre in dolga padajoča ogrinjala,

ki niso pritrjena na naglavna oblačila, zajeta v 4.2.5.

Pri preskušanju v skladu s 5.4 hitrost širjenja plamena po preskusnem vzorcu ne sme presegati

30 mm/s ali pa se mora preskusni vzorec ugasniti sam.

Če je hitrost širjenja plamena med 10 mm/s in 30 mm/s, morata(-jo) biti ustrezni del(-i) igrače in

embalaža trajno označena(-i) z opozorilom: "Opozorilo! Ne uporabljajte v bližini ognja."

4.4 Igrače, namenjene, da otrok vanje vstopi (glej A.6)

Te vključujejo, na primer, igralne šotore, lutkovna gledališča, indijanske šotore in igralne tunele.

Pri preskušanju v skladu s 5.4 hitrost širjenja plamena po preskusnem vzorcu ne sme presegati

30 mm/s ali pa se mora preskusni vzorec ugasniti sam.

Če hitrost širjenja plamena pri preskušanju v skladu s 5.4 presega 20 mm/s, ne sme biti gorečih

ostankov ali staljenih kapelj.
Če strani materiala nista enaki, se preskusita obe strani.

Če je hitrost širjenja plamena med 10 mm/s in 30 mm/s, morata(-jo) biti ustrezni del(-i) igrače in

embalaža trajno označena(-i) z opozorilom: "Opozorilo! Ne uporabljajte v bližini ognja."

4.5 Mehko polnjene igrače (glej A.7)

Zahteve te točke se ne nanašajo na mehko polnjene igrače ali mehko polnjene dele igrače, ki jih otrok

med igro ne more ljubkovati ali objemati.

Zahteve te točke se ne nanašajo na igrače, ki imajo največjo neovirano višino mehko polnjenega dela

150 mm ali manj, če so postavljene v skladu s 5.5.3.

Mehko polnjene igrače je treba preskusiti take, kot so dobavljene, vključno z vsemi oblačili in

prevlekami, prisotnimi na igrači. Če se pokaže, da so oblačila in prevleke
