Requirements for the preparing for re-use of waste electrical and electronic equipment

This European Standard is applicable to the processes relating to the preparing for re-use of WEEE.
NOTE 1   This European Standard covers the preparing for re-use of WEEE arising from electrical and electronic equipment as listed in Annex I and Annex III of Directive 2012/19/EU.
This European Standard is applicable to preparing for re-use operators only and does not cover activities connected with used or second-hand equipment that have not become waste. It applies to all preparing for re-use operators, no matter their size or main focus of activity.
This European Standard assists in quantifying re-use, recycling and recovery rates in conjunction with EN 50625-1.
In case of treatment operations (including the collection and logistics of WEEE) other than preparing for re-use the EN 50625 series applies.
Preparing for re-use processes can include the removal of whole components or parts where they are intended to either be used in the repair of faulty equipment or sold as re-use parts.
The following EEE are not in the scope of this standard:
-    industrial monitoring and control instruments;
-    in vitro diagnostic medical devices, medical devices or active implantable devices.
NOTE 2   Examples of industrial monitoring and control instruments include equipment intended for use in potentially explosive atmospheres, and monitoring and control equipment that performs a safety function as part of industrial control system.
NOTE 3   In vitro diagnostic medical devices, medical devices and active implantable devices have the capacity to collect and harbour pathogens, depending on the environment in which they operated. It is essential to follow clinically proven means for decontamination. Relevant Directives are 93/42/EEC and 98/79/EC.

La présente Norme européenne s'applique aux processus de préparation des DEEE en vue du réemploi.
NOTE 1   La présente Norme européenne couvre la préparation en vue du réemploi de DEEE découlant d'équipements électriques et électroniques énoncés à l'Annexe I et à l'Annexe III de la directive 2012/19/UE.
La présente Norme européenne est applicable aux opérateurs de préparation en vue de réemploi uniquement et ne couvre pas les activités liées aux équipements utilisés ou de seconde main qui ne sont pas devenus des déchets. Elle s'applique à tous les opérateurs de préparation en vue du réemploi, quels que soient leur taille ou l'objet principal de leur activité.

Introduction
This document aims to assist in:
— encouraging the re-use of waste electrical and electronic equipment (WEEE) as promoted by the
WEEE Directive (2012/19/EU);
— reducing the amount of waste sent to landfill and incineration by diverting WEEE to be prepared
for re-use;
— providing a framework for assuring consumers and other stakeholders of the safety of equipment
and quality of the preparing for re-use operator;
— encouraging and maintaining job creation in organizations involved in preparing WEEE for re-use;
— supporting the prevention of illegal (cross boundary) shipments of WEEE to enable regulatory
bodies to differentiate such equipment from illegal exports of WEEE falsely described as used
electrical and electronic equipment.
This document supports the objectives of the Community's environment policy. These aim to preserve,
protect and improve the quality of the environment, protect human health and utilize natural resources
prudently and rationally.
This document contains requirements applicable to the preparing for re-use of WEEE. It complements
the EN 50625 standard series covering the collection, transport and general and particular treatment of
WEEE. Preparing for re-use is preferred to recycling and other recovery in the waste hierarchy.

Standard SIST EN 50614 (sl), Zahteve za pripravo ponovne uporabe odpadne električne in elektronske
opreme, 2020, ima status slovenskega standarda in je istoveten evropskemu standardu EN 50614 (en,
fr, de), Requirements for the preparing for re-use of waste electrical and electronic equipment (en),
2020.


NACIONALNI PREDGOVOR

Evropski standard EN 50614:2020 je pripravil tehnični odbor Evropskega komiteja za standardizacijo v
elektrotehniki CLC/TC 111X Okolje. Slovenski standard SIST EN 50614:2020 je prevod angleškega
besedila evropskega standarda EN 50614:2020. V primeru spora glede besedila slovenskega prevoda
v tem standardu je odločilno izvirno besedilo evropskega standarda v angleškem jeziku. Slovensko
izdajo standarda je potrdil Strokovni svet SS EIT za področja elektrotehnike, informacijske tehnologije
in telekomunikacij.

Odločitev za privzem tega standarda je v aprilu 2020 sprejel Strokovni svet SS EIT za področja
elektrotehnike, informacijske tehnologije in telekomunikacij.


ZVEZA S STANDARDI

S privzemom tega evropskega standarda veljajo za omejeni namen referenčnih standardov vsi
standardi, navedeni v izvirniku, razen tistih, ki so že sprejeti v nacionalno standardizacijo:

Ta evropski standard je CENELEC sprejel 18. septembra 2019. Člani CENELEC morajo izpolnjevati notranje
predpise CEN/CENELEC, s katerimi so predpisani pogoji za privzem tega evropskega standarda na nacionalno
raven brez kakršnihkoli sprememb.

Najnovejši seznami teh nacionalnih standardov z njihovimi bibliografskimi podatki se na zahtevo lahko dobijo

Ta evropski standard obstaja v treh uradnih izdajah (angleški, francoski, nemški). Izdaje v drugih jezikih, ki jih

Določena sta bila naslednja datuma:

UVOD

Ta dokument ima namen pomagati:

– spodbujati ponovno uporabo odpadne električne in elektronske opreme (OEEO), kot jo podpira
Direktiva o OEEO (2012/19/EU);

– zmanjšati količino odpadkov, poslanih na odlagališča in sežiganje, s preusmeritvijo OEEO v
pripravo za ponovno uporabo;

– zagotavljati porabnikom in drugim deležnikom jamstveno shemo glede varnosti opreme in
kakovosti pripravljavca ponovne uporabe;

– spodbujati in vzdrževati ustvarjanje delovnih mest v organizacijah, ki se ukvarjajo s pripravo OEEO
za ponovno uporabo;

– podpirati preprečevanje nezakonitih (čezmejnih) pošiljk OEEO, da se regulativnim organom
omogoči razlikovanje takšne opreme od nezakonitega izvoza OEEO, ki je lažno opisan kot rabljena
električna in elektronska oprema.

Ta dokument podpira cilje okoljske politike Skupnosti. Njihov namen je ohraniti, zaščititi in izboljšati
kakovost okolja, varovati zdravje ljudi ter preudarno in racionalno izkoriščati naravne vire.

Ta dokument vsebuje zahteve, primerne za pripravo za ponovno uporabo OEEO. Dopolnjuje skupino
standardov EN 50625, ki obsega zbiranje, prevoz ter splošno in posebno obdelavo OEEO. Priprava za
ponovno uporabo je prednostna pred recikliranjem in drugo predelavo v hierarhiji odpadkov.

1 Področje uporabe

Ta dokument se uporablja za procese v zvezi s pripravo za ponovno uporabo OEEO.

OPOMBA 1: Ta dokument vsebuje pripravo za ponovno uporabo OEEO, ki izhaja iz električne in elektronske opreme, kot je
navedeno v Prilogi I in Prilogi III k Direktivi 2012/19/EU.

Ta dokument se uporablja samo za pripravljavce ponovne uporabe in ne obravnava dejavnosti,
povezanih z uporabljeno ali rabljeno opremo, ki niso postale odpadek. Velja za vse pripravljavce
ponovne uporabe, ne glede na njihovo velikost ali glavno usmeritev dejavnosti.

Ta dokument pomaga pri kvantificiranju ponovne uporabe, recikliranju in predelavi v povezavi s
standardom EN 50625-1.

Pri obdelavi (vključno z zbiranjem in logistiko OEEO), razen za pripravo ponovne uporabe, velja skupina
standardov EN 50625.

Priprave za procese ponovne uporabe lahko vključujejo odstranitev vseh komponent ali delov, če so
namenjeni bodisi uporabi pri popravilu okvarjene opreme bodisi pri prodaji za dele za ponovno uporabo.

Ta dokument ne obravnava naslednjih EEO:

– industrijskih nadzornih in krmilnih inštrumentov;

– in vitro diagnostičnih medicinskih pripomočkov, medicinskih pripomočkov ali aktivnih pripomočkov
za vsaditev.

OPOMBA 2: Primeri inštrumentov za industrijske nadzorne in krmilne inštrumente vključujejo opremo za uporabo v potencialno
eksplozivnih atmosferah ter nadzorno in krmilno opremo, ki opravlja varnostno funkcijo kot del industrijskega
nadzorno/krmilnega sistema.

OPOMBA 3: In vitro diagnostični medicinski pripomočki, medicinski pripomočki in aktivni vsadljivi pripomočki so zmožni,
odvisno od okolja, v katerem so delovalni, zbirati in zadrževati povzročitelje bolezni (patogene). Nujno je
upoštevati klinično dokazana sredstva za dekontaminacijo. Ustrezni direktivi sta 93/42/EGS in 98/79/ES.

OPOMBA 1: Izraz PUEE se v tem dokumentu uporablja za oznako opreme, ki izpolnjuje zahteve procesa priprave za ponovno
uporabo, določene v tem dokumentu. PUEE je rezultat uspešnega dokončanja procesa priprave za ponovno
uporabo.

OPOMBA 1: Ponovno uporabne komponente so motorji pralnih strojev, ležaji, integrirana vezja in pribor, priključki (npr. cevi
sesalnika, rezila mešalnika hrane) in podsestavi (npr. pogoni trdega diska, napajalniki, pomnilniški pogoni, kartuše
za tiskalnike). Izključeni so novi neuporabljeni deli.

OPOMBA 2: Izraz "komponente, podsestavi ali potrošni materiali, ki so del opreme ob zavrženju", je vzet iz definicije OEEO v
Direktivi 2012/19/EU.

podjetju) in obljublja popravilo, zamenjavo ali poplačilo za PUEE ali komponente PUEE, ki ni uspela
opraviti prenosa do novega uporabnika
