Earth-moving machinery - Safety - Part 10: Requirements for trenchers

This part of prEN 474 deals with all significant hazards, hazardous situations and events relevant to trenchers as defined in EN ISO 6165:2012 and trenchers with mechanized laying unit, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4). It deals with:
-   self-propelled integrated trencher;
-   combinations of a carrier-vehicle (truck, tractor, special vehicle) and a trenching attachment;
-   trenching interchangeable equipment fitted to a derivative machinery (e.g. compact loader) or a compact tool carrier).
-   For self-propelled integrated trencher, this part deals with all specific health and safety requirements.
-   For machinery which are a combination of a carrier-vehicle and a trenching attachment integrated to it (e.g. to a truck) or mounted on it (e.g. on a tractor), this part of prEN 474 deals with all specific health and safety requirements of the trenching attachment itself and of the interface (e.g. mechanical, electric, hydraulic, controls) between the carrier-vehicle and its attachment as well as the interaction and effects on each other when used together (e.g. stability, visibility).

oSIST prEN 474-10:2017
prEN 474-10:2017 (E)
1 Scope
This part of prEN 474 deals with all significant hazards, hazardous situations and events relevant to
trenchers as defined in EN ISO 6165:2012 and trenchers with mechanized laying unit, when they are used
as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see
Clause 4). It deals with:
— self-propelled integrated trencher;
— combinations of a carrier-vehicle (truck, tractor, special vehicle) and a trenching attachment;
— trenching interchangeable equipment fitted to a derivative machinery (e.g. compact loader) or a
compact tool carrier).
— For self-propelled integrated trencher, this part deals with all specific health and safety
requirements.
— For machinery which are a combination of a carrier-vehicle and a trenching attachment integrated
to it (e.g. to a truck) or mounted on it (e.g. on a tractor), this part of prEN 474 deals with all specific
health and safety requirements of the trenching attachment itself and of the interface (e.g.
mechanical, electric, hydraulic, controls) between the carrier-vehicle and its attachment as well as
the interaction and effects on each other when used together (e.g. stability, visibility).
NOTE Carrier-vehicles are subject to other regulations (e.g. road regulations).
— For derivative machinery, this part deals with specific health and safety requirements of the
interchangeable equipment and the interface with derivative machinery or tool carrier.
— For those machinery, this part doesn’t deal with the earth-moving machinery itself which can be
subject to other standards (e.g. prEN 474-3 for a compact loader, prEN 474-4 for a backhoe loader).
This European Standard does not deal with continuous surface miners as defined in ISO/CD 19224, truck-
trenchers that do not incorporate a vacuum extraction system and self-propelled ride-on and pedestrian
controlled floor cutting-off machinery (e.g. ground saw) which are under the scope of EN 13862.
This document, together with part 1, deals with all significant hazards for earth-moving machinery –
trenchers when they are used as intended and under the conditions of misuse which are reasonably
foreseeable by the manufacturer associated with the whole life time of the machine (see Clause 4).
The requirements of this part are complementary to the common requirements formulated in prEN 474-
1. This document does not repeat the requirements from prEN 474-1, but adds or replaces the
requirements for application for trenchers.
This European Standard is not applicable to trenchers manufactured before the date of publication of this
European Standard by CEN.

For trenching operations, it may be ergonomically beneficial to have a control that is not hold-to-run.
Where the trenching ground drive is not a hold-to-run control, the design shall limit the maximum speed
to only the capabilities of the machine to perform its trenching function.
All controls shall return to their neutral position when the operator releases control of them unless the
functional control of the machine or its equipment dictates otherwise, such as needing a continuously
active function or a functionally related detent position.
When return to neutral controls are not provided, one of the following continuously monitoring means
shall be fitted to verify the presence of the operator at the controls:
— a means to detect the presence of the operator shall be installed (e.g. a seat switch), the delay time
before stopping shall be less than the time to reach the hazardous area from the operator’s station,
but enough time to prevent creating a nuisance for the operator. The delay shall be no longer than
10 s before movement is stopped
or
— a means to monitor the changes in control activation shall be installed. The delay time before
stopping the machine is 10 s and is automatically reset when the operator activates one control. If
the machinery is equipped with a remote control, this delay can be increased to no longer than 2 min
and 15 m. In that case, a visual or audible alarm shall inform the operator before the end of the delay.
Additionally, if inspection or operation from outside the cab is intended, the machinery shall be equipped
with a remote control.
In all case, if the presence of the operator is not detected, all hazardous movements of the machine shall
be stopped.

5.4.4 Additional requirements for truck-vacuum trenchers and truck-trenchers intended to be
used simultaneously by two operators
For trenchers intended to be used simultaneously by two operators (e.g. truck-vacuum trenchers, see
example in B.3), the following additional requirements apply:
— a voice communication means shall be provided to allow continuous communication between the
two operators;
— a visibility system shall allow the driver to have a view to the trencher operator;
— the operational controls for trenching and driving/tramming shall not be duplicated at both operator
stations. Controls for engine start, stop and operation may be duplicated;
— where the trencher operation (trenching and/or transport/tramming) may be controlled via a
remote system (wired or wireless) and these controls are duplicated at one fixed operator station on
the machine, it shall not be possible for both control systems to operate the trencher simultaneously.
5.5 Stability
prEN 474-1:2017, 5.11 applies with the trenching attachment at the maximum attachment height and all
equipment, including the reel carrier-equipment weight in its most unfavourable operating conditions.
Where counterweights are required, the machine shall be designed to be installed in a stable and secured
position.
5.6 Moving parts
If prEN 474-1:2017, 5.2.2 is not fulfilled, the articulated frame parts of trenchers shall be protected either
by guard or protective device (e.g. pressure sensitive device).
Pressure-sensitive and electro-sensitive devices shall fulfil respectively the requirements of
EN ISO 13856- series and EN ISO 61496- series.
prEN 474-1:2017, 5.3.1.3 and 5.14.3 shall apply with the following additions/exemptions stated in 5.6.1
and 5.6.2 of this part.
NOTE The variation of depth, width, the position of the trenching attachment relative to obstacles (e.g. posts,
wall, gaps), and the use and type of continuous handling system, etc. are variables that reduce the possibility to fit
guards on the trenching attachment.
5.6.1 General requirements
To avoid material projections, to minimize the contact with upper and lower limbs and to reduce
entrapment, the trenching mechanism shall be provided with one or more of the following protective
means:
— a guard fitted at the upper part of trenching mechanism;
— barriers at the lateral parts;
— a protective bar along the top of the trenching mechanism;
— a sensitive protective device (e.g. electro-sensitive protective equipment or pressure sensitive
devices).
If any type of conveyor is able by design to deposit extracted earth where the mean height of the windrow
is at least 300 mm far away from the trenching attachment and not exceeding 1 000 mm, the formation
of this windrow may be considered as a barrier on that side.

NOTE 1 A means to verify the above requirement would consist in measuring the distance from the end of
conveyor, auger, discharge chutes to the edge of the cutting tool.
NOTE 2 It is anticipated that protective devices, adopted from other technologies, will emerge during the lifetime
of the standard.
5.6.1.1 Guards
This guard shall be designed to cover at the maximum working depth, the upper part of the trenching
mechanism except at the extracted material opening.
In order to provide clearance on uneven terrain and to avoid damage of this guard, the clearance between
the guard and the ground level shall be 0 to 60 mm (see A dimension in Figure 1) if the debris are removed
outside the width of the machinery.
Mesh may be fitted instead of solid covers with an opening fulfilling the minimum safety distances in
accordance with EN ISO 13857:2008, Table 4.
5.6.1.2 Barriers
By exception to EN ISO 13857, these barriers shall fulfill at maximum working depth the following
requirements:
— be at least at 300 mm (see "C" dimension in two figures below) from the outermost point of the
moving parts of the chain or wheel;
— be at a horizontal position during the trenching operation.
Where required, barriers may be foldable or removable for specific application (e.g. near a bridge or
